The environment is not a silent victim in Russia's war against Ukraine; the long-term threats for the people of Ukraine are already visible. The environmental dimension of the war has been documented from early on. In this respect, the war is a model for future military conflicts. President Zelenskyy emphasized in his peace plan that green reconstruction is an essential element for a just and sustainable future. Green reconstruction, as every reconstruction, needs international support and local engagement. In this blog post, we identify the conditions that must be met to ensure that local groups are empowered and new international dependencies are avoided.

Die erste Nationale Sicherheitsstrategie für Deutschland ruht auf drei Säulen. Wehrhaft, resilient und nachhaltig soll Sicherheit zukünftig gestaltet sein. In diesem Blog diskutieren wir die Verknüpfung der wehrhaften und der nachhaltigen Sicherheit und zeigen dabei eine bedeutende Lücke auf. Ausgerechnet bei der so wichtigen Verknüpfung von Klimaveränderung und Sicherheit findet sich kein Hinweis darauf, dass auch die Ausstattung und Infrastruktur der Bundeswehr und ihre Einsatzpläne dem Ziel der Nachhaltigkeit entsprechen sollten. Ein Ansatz der integrierten Sicherheit sollte diese Dimension der nachhaltigen Wehrhaftigkeit aber unbedingt einschließen. Entsprechend empfehlen wir der Bundeswehr, nun eine eigene Strategie zur Klimasicherheit zu erarbeiten.

Der Beitrag Nachhaltig wehrhaft? erschien zuerst auf PRIF BLOG.

Am Morgen des 6. Juni 2023 wurde gemeldet, dass der Kachovka-Staudamm zerstört wurde, und dass dadurch weite Gebiete flussabwärts, inklusive der Großstadt Cherson, durch eine Flutwelle bedroht werden würden. Der ukrainische Präsident Selensky macht für diese Katastrophe Russland, welches seit dem 24. Februar 2022 den Damm und das dazugehörige Wasserkraftwerk besetzt und kontrolliert hat, verantwortlich. Ob durch eine gezielte Sprengung oder durch grobe Fahrlässigkeit, der Dammbruch hat dramatische kurz- und langfristige Folgen für die Südukraine in Bezug auf Landwirtschaft, Wassersicherheit sowie auch den Schutz vor einem radioaktiven Unfall.

Antarctic diplomacy has famously shielded the continent of peace, science, and environmental protection from outside conflict and war. This "exceptionalism" is now being tested by Russia's war against Ukraine and the belief that international strategic competition between great powers is spilling over into the Antarctic. In order to keep the Antarctic exceptional, however, it would be wise to refocus on what has made Antarctic diplomacy so successful in the first place: cooperation in order to compete, or "co-opetition."

In the 20th century, South Korea was usually seen as a "shrimp amongst whales", a minor player with limited agency in regional and global affairs. Korea's risen status as a "middle power" today, however, begs the question about related changes in the South Korean identity or "sense of self" in the world. In this book, Patrick Flamm presents the first comprehensive and agency oriented empirical account of South Korean international state identity and Seoul's global foreign policy in the 21st century. Advancing a performative and narrative understanding of identity in International Relations, Flamm uses South Korea's global engagement in peacekeeping and climate diplomacy to offer much-needed insight into the various identity narratives and role conceptions at play. In the case of peacekeeping and climate diplomacy, South Korea's identity as an international actor has been dominated by practices of self-identification that position the country at the brink of advanced countries, aspiring to lead the rest of the world but with the overall objective to maintain national autonomy in a changing regional and global context.

Das Antarktische Vertragssystem (AVS) wird oft als Vorbild für internationale Kooperation jenseits des "westfälischen Systems" gesehen. So hat das AVS über Jahrzehnte den antarktischen Kontinent als einen dem Frieden und der Wissenschaft gewidmeten Naturschutzpark geschützt, wobei alle territorialen Gebietsansprüche "eingefroren" wurden. Dennoch dominiert nationalstaatliche Logik seit jeher auch antarktische Politik: Nur die bereits bestehenden Gebietsansprüche dürfen per Antarktisvertrag betrieben werden, die einzig legitimen politischen Akteure sind Nationalstaaten, antarktische Forschung wird von nationalen Programmen koordiniert und die Errichtung der ausnahmslos nationalen Forschungsstationen erfolgte selten nur nach wissenschaftlichen Gesichtspunkten. Durch globale Machtverschiebungen, neue Regulierungsherausforderungen sowie den Klimawandel stellt sich allerdings die Frage, ob dieses Vertragssystem, das bisher als exklusiver Club weitgehend isoliert von internationalen Normen und Institutionen wie zum Beispiel den Vereinten Nationen oder dem Seerechtsübereinkommen fungierte, bei sich verschlechternder planetarer ökologischer Lage weiterhin als Vorbild internationaler Kooperation taugt oder aber nur durch weitreichende institutionelle Weiterentwicklung vermieden werden könnte, dass es zum Auslaufmodell wird.

South Korea's rising status in regional and global affairs has received much attention in recent years. But in academic, media and policy debates South Korea is usually regarded as a mere middle power that, due to its geopolitical situation, has only limited leeway in its foreign policy. Accordingly, it must constantly maneuver between its larger neighbors: China, Japan and Russia. However, this perspective neglects the fact that the same geopolitical constraint also applies to other states in the region. No country can easily project its power over others. We use the concept of "regional power" as a template to discuss South Korea's rising stature in regional and global politics. We argue that Seoul seems quite capable of keeping up with other assumed regional powers. Hence, we not only provide a novel account of South Korea's foreign policy options but also go beyond current approaches by asking about the (undetermined) possibilities for Seoul's regional relations. -- South Korea ; security and foreign policy ; middle power ; regional power ; regional order ; East Asia

In addition to the loss of many lives and livelihoods, Russia's war of aggression against Ukraine has also led to direct and indirect harm to the environment in Ukraine and other parts of the world: local ecosystems have been destroyed and polluted, affecting human security and health as well as biodiversity for many years to come. Any attempt to build a sustainable peace after the war will have to consider these environmental insecurities and their origins in historically asymmetric relationships between Ukraine and external actors centred around resource extractivism. In this paper, we pursue a complementary approach between the political ecology and environmental peacebuilding scholarships: while the former offers an interrogation of larger power structures and practices at this environment–conflict nexus, ranging from Russian imperialism to a sought-after European integration, the latter enables a discussion of the conditions under which the necessary environmental recovery and remediation initiatives may contribute to local peacebuilding instead of further conflict. Taking both approaches together, we argue that the key to a politically and environmentally sustainable peace lies in the centring of Ukrainian civil society and local communities.

Am 1. Januar 2012 tritt das KORUS-Freihandelsabkommen zwischen Südkorea und den USA in Kraft. Mit dem KORUS-Freihandelsabkommen und dem vergleichbar umfangreichen, bereits seit Juli 2011 rechtskräftigen Abkommen mit der EU (KOREU) verfügt Südkoreas exportorientierte Volkswirtschaft über einen nahezu uneingeschränkten Zugang zu den beiden stärksten Wirtschaftsräumen der Welt, die gemeinsam mehr als 50 Prozent des weltweiten Bruttoinlandsprodukts (BIP) erwirtschaften. Nicht zuletzt angesichts der jüngsten globalen Finanz- und Wirtschaftskrise sowie des Stillstands der multilateralen Doha-Verhandlungsrunde zur globalen Handelsliberalisierung, setzen zahlreiche Staaten in Ostasien wie auch Südkorea auf eine expansive und vor allem bilaterale Freihandelspolitik. In Seoul hat diese Politik mit den beiden jüngsten Abkommen ihren vorläufigen Höhepunkt erreicht. Die weitere Handelsstrategie des Landes sieht eine Diversifizierung und Ausweitung der Freihandelspolitik vor. * Insbesondere die jüngeren Abkommen mit Indien, den USA und der EU stellen eine Weiterentwicklung der bisherigen Freihandelspolitik Südkoreas dar. Verglichen mit den anfänglichen Abkommen mit Chile oder auch Singapur haben diese umfangreichen und tiefgreifenden Vereinbarungen eine neue Qualität. * In den neueren bilateralen Freihandelsprojekten Südkoreas mit dem Golfkooperationsrat oder Australien werden zunehmend auch Themen wie Rohstoff- und Ernährungssicherung in den Blick genommen. Mit dem Abschluss der Freihandelsabkommen werden auch politische Ziele verfolgt, wie zum Beispiel die Stärkung der Allianz mit den USA oder das Knüpfen strategischer Partnerschaften über die ostasiatische Region hinaus. * Vor allem für Japan stellen KORUS und KOREU eine ökonomische Herausforderung dar. Es ist möglich, dass nun in Ostasien, wie auch im gesamten pazifischen Raum, weitere große Freihandelsabkommen folgen werden.
