When Redistricting Means Never Having to Say You're Sorry: Utah's Second District
In 2002, Utah's Second District was newly drawn, creating a challenge for both parties. However, the race was not as competitive as expected, with the national parties relatively uninvolved & scant interest group participation. The Republican party did not invest in John Swallow's campaign until the very end because early on it did not appear very hopeful for him. First-term incumbent Democrat Jim Matheson did not encourage party money because of the party's attempt to control the campaign message. Interest groups then took their lead from both parties. Matheson won by less than 1%, an indication that the Republicans & their allies fell short in this 55% Republican district. Although a Democrat, Matheson associated himself with President Bush, a popular figure in Utah, & belonged to the moderate Blue Dog Democrats. Matheson's & Swallow's views on the environment, tax cuts, abortion, & nuclear waste are reviewed. This district is expected to be more closely watched in the future. Tables. M. Pflum
