Es necesario que la política comercial, en particular la Organización Mundial del Comercio (OMC), no se mantenga al margen de este reto. Este artículo indaga sobre las causas de esta desafección histórica y explora qué podría hacer la OMC para que el comercio internacional fuera más sostenible.

Résumé L'Union européenne a longtemps usé de sa politique commerciale comme d'une politique extérieure de substitution, assurant son propre développement et modelant ses partenaires à son image. Cependant les difficultés internes – intérêts économiques et politiques divergents – et externes – négociations de l'OMC, politiques de la Chine ou des concurrents américain ou japonais – mettent à mal le modèle d'une Europe au fédéralisme inachevé, menant une politique étrangère qui ne s'assume pas comme telle.

The European Union has a tradition of using its external trade policy as an instrument of diplomacy, as a basis to further its own development. It also attempts thereby to lean on its partners, so that the latter may come to respect its norms & points of reference. The limits of this de facto external policy are however increasingly obvious: these are linked in particular to the internal divergences which exist between different members of the Union, as well as to the evolution of conditions external to the Union, such as the WTO negotiation rounds, the rise of China as a superpower, or policies stemming from the American & Japanese competitors. Can the EU have a common trade policy which carries decisive weight, without at the same time holding a global diplomatic vision? Adapted from the source document.

Seeking Lost Regulation What Rules of the Game After Cancun by Jean-Marie PAUGAM and Denis TERSEN After the failures of the Seattle and Cancun summits the cycle of negotia tions begun at Doha must without doubt be revived if the WTO is to truly become the organization for globalization for all concerned But on what basis The advocates of wide cycle which would include cultural pro ducts and social and environmental norms differ from those who prefer development cycle which would take into account the interests of the sou thern countries They also differ from public opinion and the opponents of globalization who are mistrustful towards cycle which would cover all aspects of social and economic activity However in order that the Doha cycle should not limit itself to just the question of market access requested by the Southern countries coherent and global architecture must at the very least be redevised in particular by the United States and the European Union on whom the onus for this currently falls
