Any credible claim to implement an agenda for global development – such as currently discussed in the post-2015 process – will require integrating the broader framework of international cooperation into this effort. A wide, but vague consensus that global framework conditions matter for development has already existed in past development debates. However, good resolutions such as MDG 8 for a global partnership have shown insufficient progress in practice. This paper reviews key aspects of the relationship between international cooperation and development at a conceptual level. Drawing on a distinction between domestic and global public goods as enablers and goals of development, the paper first illustrates the role of international cooperation and its interdependence with domestic action. The framework identifies contact points in the relationship between global and domestic action and goals with the categories of provision, support, access and preservation. The second part of the paper reviews key concepts of patterns of international cooperation that represent the elements of the global governance framework to which a broadening development agenda needs to link up more strongly. Overall, the conceptual review underlines that the question of how international cooperation works has moved to the centre of development studies. Yet, an even bigger challenge than achieving cooperation in the first place might be to steer the complex architecture and processes of international cooperation towards contributing to a global agenda for development.

In June 2013, the High-Level Conference of Middle-Income Countries held in Costa Rica, organised by the United Nations Industrial Development Organization (UNIDO), ventured an intriguing look into the future of development. In particular, the conference highlighted the role of networks in overcoming challenges for sustainable development and reshaping international cooperation in and with middle-income countries (MICs). With the choice of this topic, the conference has connected two issues that now figure prominently (and often separately) in the discussion on how to implement the new 2030 Agenda for Sustainable Development: networks and partnerships, on the one hand, and cooperation with MICs, on the other. As modes of governance, networks can be expected to become more important in MICs as their state bureaucracies and societies become more functionally differentiated. Similarly, the transformative change called for in the 2030 Agenda requires collective action among a broad range of public and private actors, within countries and across borders. Therefore, networks and partnerships have emerged as a central topic in the debate on "means of implementation" and a "revitalised global partnership". Failure to meet this growing demand for collective action can lead to substantial implementation gaps. "Orchestration" has been advanced as a potential strategy to address collective action problems and support networks in various areas of sustainable development. This paper draws on the concept of orchestration to advance ideas for new approaches to cooperation in MICs. Orchestration can be used to broker collective action in and with MICs to support domestic reforms and global engagement in view of implementing the 2030 Agenda.

Ende September 2015 werden die Vereinten Nationen (VN) die Sustainable Development Goals (SDGs) beschließen. Während der Zielkatalog bereits deutliche Formen annimmt, bleiben bei der Umsetzung auch nach der VN-Konferenz zur Entwicklungsfinanzierung im Juli 2015 in Addis Abeba noch Fragen offen. Eine Herausforderung besteht darin, den wachsenden Anforderungen an grenzüberschreitendes oder globales Handeln gerecht zu werden. Die SDGs haben einen universellen Anspruch. Die Ziele wirtschaftlicher, sozialer und ökologischer Nachhaltigkeit sollen sich nicht ausschließlich auf Entwicklungsländer beschränken, sondern betreffen alle Staaten der Erde. Neben der nationalen und lokalen Umsetzung in allen Ländern muss auch die internationale Zusammenarbeit umfassender gestaltet werden. Ziele wie z. B. ein stabiles Klima, nachhaltige Konsum- und Produktionsmuster, globale Gesundheit und Sicherheit lassen sich nur durch abgestimmtes globales Handeln erreichen. Die Bedingungen dafür haben sich stark verändert: Das zwischenstaatliche System ist infolge des Aufstiegs großer Schwellenländer multipolarer geworden. Wichtige multilaterale Prozesse sind blockiert oder schreiten nur langsam voran. Daneben hat sich eine dynamische Landschaft aus globalen Netzwerken entfaltet. In diesen Netzwerken übernehmen Akteure aus Zivilgesellschaft, Privatwirtschaft, Fachministerien, Behörden, Städten und Kommunen eine globale Rolle. Erfolgreiche Beispiele wie die C40 Cities, die Extractive Industries Transparency Initiative und die Impfallianz Gavi zeigen, dass solche Netzwerke wichtige Beiträge für globale nachhaltige Entwicklung leisten können. Diese Netzwerke entstehen jedoch nicht immer von alleine und müssen ihrerseits Kooperationshindernisse überwinden. In verschiedenen Bereichen nachhaltiger Entwicklung, wie Umwelt-, Gesundheits- und Entwicklungspolitik, gibt es unter dem Stichwort der "Orchestrierung" bereits Ansätze, um globale Netzwerke zu fördern. Das bisherige Vorgehen ist jedoch noch sehr kleinteilig. Regierungen und internationale Organisationen sollten Orchestrierung systematisch zu einem festen Teil des Instrumentariums ausbauen, mit dem die SDGs umgesetzt werden können. Ein Orchestrierungsinstrument für die SDGs würde globale Netzwerke initiieren, unterstützen und gestalten. Zudem könnte dieser Ansatz Netzwerke mit Schwellenländern fördern. Das Instrument würde zwei Arten von Wirkung anstreben. Erstens: die Mobilisierung von Beiträgen für globale nachhaltige Entwicklung (Finanzierung, Wissensaustausch, Standardsetzung etc.). Zweitens: die Verbesserung der Bedingungen internationaler Zusammenarbeit insgesamt (z. B. durch weniger Fragmentierung oder eine bessere Verzahnung nationaler und globaler Politikprozesse). Initiativen können dabei von verschiedenen Akteuren und Politikfeldern ausgehen. Grundsätzlich könnten in der Entwicklungszusammenarbeit (EZ) derartige Förderansätze gezielter aufgebaut werden. EZ erfüllt wesentliche Voraussetzungen (finanzielle Ressourcen, operative Fähigkeiten etc.), um schon kurzfristig die Umsetzung der SDGs in dieser Form zu unterstützen. Ein solches Instrument müsste allerdings auch über bestehende bi- und multilaterale Ansätze in der EZ hinausgehen. Orchestrierung könnte daher außerhalb der bisherigen EZ-Kooperationslogik (z. B. Begrenzung auf Official-Development-Assistance-anrechenbare Leistungen) und anderer Vorgaben (z. B. Notwendigkeit zur Nutzung bestimmter Durchführungsmechanismen) verankert sein.

From 25 to 27 September 2015, governments will meet at the United Nations (UN) in New York to adopt the Sustainable Development Goals (SDGs). As the list of 17 goals is now on the table, attention is shifting to the next phase of the new framework for global development: implementation. The UN Conference on Financing for Development in Addis Ababa in July 2015 has already laid some groundwork, but challenges remain. One major challenge will be to meet the growing demand for cooperation arising from the transformative and universal nature of the SDGs. The economic, social and environmental sustainability goals will not be limited to developing countries but apply to all countries in the world. In addition to national and local implementation, international cooperation must play a far-reaching role. This is especially true for goals such as a stable climate, sustainable consumption and production patterns, global health and security that can only be achieved through coordinated cross-border or global action. At the same time, the conditions for global collective action have changed substantially. The international system is now more multipolar due to the rise of emerging powers. Important multilateral processes are stalled or advance only slowly. In contrast, transnational networks have become a central feature of global governance and allow actors from civil society, the private sector, ministries, agencies, cities and municipalities to assume a global role. Successful examples such as the C40 Cities, the Extractive Industries Transparency Initiative and the Global Vaccine Alliance (Gavi) demonstrate that such networks can make important contributions to global sustainable development. These networks do not always emerge on their own and must overcome obstacles to cooperation. In various areas of sustainable development, such as environmental, health and development policy, approaches to foster global networks already exist under the catchword orchestration. Yet these efforts are still very piecemeal. Governments and international organisations should develop orchestration more systematically into an integral part of the instruments used to achieve the SDGs. An orchestration instrument for the SDGs would initiate, support and shape global networks. In addition, the instrument could specifically promote networks that integrate actors from middle-income countries into new cooperation initiatives for global public goods. The instrument would have two different objectives: firstly, mobilising contributions to global sustainable development (financing, sharing and co-creation of knowledge, standard setting, etc.) and, secondly, improving conditions for international cooperation as a whole (e.g. by reducing fragmentation or improving linkages between domestic and global policy processes). Government departments and international organisations from different policy areas could have a role in managing orchestration for the SDGs. In principle, development cooperation actors are in a position to play a leading role in getting such an instrument up and running. They have a number of relevant assets on which they can draw as orchestrators (financial resources, operational capacity, etc.). The orchestration of global networks might, however, stretch the existing limits of bi- and multilateral development cooperation (e.g. eligibility for official development assistance, the need to use certain implementation mechanisms).

Öffentliche Entwicklungszusammenarbeit (Official Development Assistance - ODA) wird überwiegend länderbezogen verteilt. Geber entscheiden unter Abwägung der Bedürfnisse von Entwicklungsländern sowie eigener Interessen, welches Land wie viel Unterstützung erhält. Anschließend wird über die Themenbereiche der Zusammenarbeit entschieden. Allerdings gewinnt zunehmend ein alternativer Ansatz an Bedeutung: die thematische Allokation. Damit ist die Zuweisung von Mitteln für bestimmte Themen vor der Auswahl der Partnerländer gemeint. Die Sonderinitiativen des Bundesministeriums für wirtschaftliche Entwicklung und Zusammenarbeit (BMZ) sowie die präsidentiellen US-Initiativen für Gesundheit und Ernährung sind hierfür prominente Beispiele. ODA-Allokation stellt wichtige Weichen für den Einsatz knapper, öffentlicher Gelder. Globale Veränderungen werfen die Frage auf, ob Mittel weiterhin primär länderbezogen oder eher thematisch verteilt werden sollten. Entwicklungszusammenarbeit ist historisch auf die Unterstützung ärmerer Länder ausgerichtet. Diese Länder sind mittlerweile jedoch sehr unterschiedlich (fragile Staaten, graduierte Länder, etc.). Die Nord-Süd-Logik hinter dem Begriff "Entwicklungsland" verliert im Kontext der universellen 2030 Agenda an Bedeutung. Die globalen Ziele für nachhaltige Entwicklung (SDGs) sind thematisch gegliedert. Viele Herausforderungen erfordern länderübergreifende Lösungen (z.B. Klima, Gesundheit, Migration). Thematische Allokation richtet Entwicklungszusammenarbeit an internationalen Herausforderungen aus. Bisherige Erfahrungen zeigen damit verbundene Chancen und Risiken. Thematische Allokation kann Mittel für wichtige Anliegen mobilisieren, Ressourcen bündeln und die Sichtbarkeit der Zusammenarbeit erhöhen. Sie ermöglicht länderübergreifende Zusammenarbeit, bietet Raum für Innovationen und ist flexibler. Jedoch umgehen einige Initiativen lokale Kapazitäten und die Institutionen der Partnerländer häufiger als bei länderbezogener Allokation. In anderen Fällen entstehen unkoordinierte Parallelstrukturen, die laufende Aktivitäten nicht ausreichend berücksichtigen. Um die Ziele der 2030 Agenda zu erreichen, wird thematische Allokation in Zukunft weiter an Bedeutung gewinnen. Geber sollten daher systematisch prüfen, wie stark sie sich künftig thematisch ausrichten wollen. Darin liegt eine Chance, Vorteile besser zu nutzen und Risiken zu minimieren. Die Herausforderung besteht insbesondere darin, den flexibleren Kooperationsrahmen thematischer Allokation wirksam zu nutzen. Dazu sollten Geber ihr Profil schärfen und Themen entsprechend ihrer komparativen Vorteile auswählen. Geber benötigen zudem Strukturen, um die Zusammenarbeit aller relevanten Akteure zu einem Thema intern (z.B. durch Whole-of-Government-Ansätze) und extern kohärent zu steuern. Schließlich sollten Geber Vorkehrungen treffen, um die Eigenverantwortung der Partnerländer bei einem Perspektivwechsel von Ländern zu Themen zusätzlich zu stärken.

AbstractDevelopment cooperation is part of an international system characterised by fragmentation and limitations in global problem solving. Drawing on the term beyond aid, this article explores the transformation of development cooperation within this system. The article distinguishes four dimensions of beyond aid – actors, finance, regulation and knowledge – where aid loses relevance relative to other fields of international cooperation. Creating links to these beyond aid dimensions is at the core of the transformation of development cooperation. Understanding this transformation as a learning process, the article identifies 'specialisation' and 'integration' as two options for the future of development cooperation. © 2014 The Authors.
