The process of separation of special forces (military special operations units) in the structure of the armed forces of NATO countries began in the 1980s. By the end of the Cold War, two states had done this: the United States and the United Kingdom (1987). By the end of the 20th century, they had been followed by France (1992) and Turkey (1994). This article describes the chronology of changes in this area up to January 2020, by which time 18 out of 29 NATO states had upgraded their special forces to the status of separate branches of their armed forces or troops. Two models of management had been adopted within the framework of the autonomization of the said units, which at the beginning of the 2020s comprised up to 5% of all armed forces.
W artykule zaprezentowano w zarysie podstawowe struktury Komitetu Bezpieczeństwa Państwowego (przy Radzie Ministrów) ZSRR prowadzące działania operacyjne na terenie trzynastu państw Bliskiego Wschodu ze szczególnym uwzględnieniem: Libanu, Egiptu, Syrii, Iraku oraz Jemenu Północnego i Południowego. Ponadto przedstawiono specyfikę regionu, a także jej oddziaływanie na profil podejmowanych tam przedsięwzięć, zwłaszcza w zakresie operacji realizowanych w ramach jednostek organizacyjnych 1. Zarządu Głównego KGB odpowiedzialnego za prowadzenie wywiadu zagranicznego, jak również ich możliwy wpływ na późniejsze działania Służby Wywiadu Zagranicznego FR na tym obszarze.
The Russian intervention in Syria has been the first act of a considerable scale since 1991 of a direct involvement of the Armed Forces of the Russian Federation in a military conflict on a territory not included in the former Soviet Union. At the same time, it became the first operation in the history of the Russian Federation (and formerly the USSR) in which a leading role – both in the composition of the military contingent addressed there, as well as in relation to the results of actions – played the air force. This publication focuses on the genesis and the different phases of the engagement of combat aircraft of the mentioned type of armed forces in the initial stage of Russian intervention, as well as an attempt to assess the reasons for the exceptional effectiveness of the operation on the course of the entire war.
The American program BMD has been formally regarded as the greatest –alongside NATO enlargement to the East – challenge to the security of the Russian Federation since the establishment of the state at the end of 1991. However, due to the modernization omissions taken place in the last quarter of a century in Russia (in contrast to the impressive technological leap made in China) – particularly with regard to the economic sphere – in fact it can be a much greater potential challenge for the Russian economy, geopolitics and prestige than for its defense capabilities. Hence, an ambitious attempt of response consisting in pushing through the costly weapons programs can be – paradoxically – the same trap as an attempt to maintain parity in response to the mythical program SDI from the Soviet Union. Sufficient, in terms of the military effectiveness (deterrence effect), and at the same relatively cheapest cost, the answer is to keep Russia's strategic nuclear forces to present a quantitative ceiling. In the long term, decisive for the future position and strength of the country as well as its "attractiveness" and "attraction" in the international sphere will be a significant increase ofthe economic potential, especially in the sphere of high technologies and industries responsible for meeting the wider consumption. Jednak ze względu na mające miejsce w ciągu ostatniego ćwierćwiecza w Rosji zaniechania modernizacyjne (w odróżnieniu od imponującego skoku technologicznego dokonanego w Chinach) – zwłaszcza w odniesieniu do sfery gospodarczej – faktycznie może on stanowić znacznie większe potencjalne wyzwanie dla rosyjskiej ekonomii, geopolityki i prestiżu niż dla jej zdolności obronnych. Stąd próba ambitnej odpowiedzi, polegającej na forsowaniu kosztownych programów zbrojeniowych, może być – paradoksalnie – taką samą pułapką, jak próba utrzymania parytetu w odpowiedzi na mityczny program SDI ze strony ZSRR. Wystarczającą pod względem efektywności militarnej (efektu odstraszania), a przy tym relatywnie najtańszą ekonomicznie odpowiedzią jest utrzymywanie przez Rosję strategicznych sił jądrowych na obecnym pułapie ilościowym. W długofalowej perspektywie de-cydujące dla przyszłej pozycji oraz siły tego państwa, a także jego "atrakcyjności" i "siły przyciągania" w przestrzeni międzynarodowej będzie znaczące podniesienie potencjału gospodarczego, zwłaszcza w sferze wysokich technologii oraz w branżach odpowiedzialnych za zaspokojenie szeroko rozumianej konsumpcji. Tego typu strategia doprowadziła do bezprecedensowego rozwoju Chin.
The article – on the basis of American official and court documents (relating to four documented cases of espionage between 1975 and 1991) and using empirical, quantitative and comparative methods – for the first time comprehensively analyses the activities carried out for the benefit of the KGB foreign intelligence service by emigrants from the USSR who arrived in the United States between 1971 and 1984. In addition to describing the scale and peculiarities of the aforementioned migration wave, the four main directions of their operational work are presented, as well as the development of new forms of interaction between Russian emigrants and the new Russian intelligence services after 1991.
