The voting patterns of Israel's Arab population in the February 1989 municipal elections, together with the rise of Islamic elements in the occupied territories, were major elements in the growth of what was perceived as an "Islamic danger" in Israel and its surroundings. This article examines - in terms of historical perspective - whether these perceived apprehensions have any basis in reality. In the author's view, the elections of 1989 showed that the Islamic Movement is a force to be reckoned with in the Israeli Arab sector. (DÜI-Hns)
