When discussing the use of deadly force in crime control, various factors are commonly considered, ranging from crime levels to organizational culture. Often overlooked is the influence of politics, especially local politics, on police use of deadly force, even though this may provide an important explanation for spatial and temporal variation within states. Using the Philippines as a case study, I contend that local political executives can strongly impact local police use of force levels.

African Special Envoys deployed by the African Union and Regional Economic Communities are a growing phenomenon in African peace-making as part of a broader project of deepening local solutions to African problems. However, there are still many gaps in the research examining how they carry out their interventions in practice and the specific social, institutional and contextual factors and conditions that influence what they do in the field. Dimpho Deleglise's report fills this gap by reconstructing the activities of African Special Envoys to date, identifying existing research and gaps in the literature, and highlighting the need for a practice-oriented research agenda on African Special Envoys.

This Spotlight examines the wider working logic of Philippine democracy that makes Philippine parliament into a subservient accomplice of any determined administration of the day, even if this means going along with severe human rights violations.

This report explores the enduring impact of Rodrigo Duterte's 2016–2022 presidency on public expectations of governance and politics in the Philippines, with a special focus on public security, crime control, and their implications for core tenets of Philippine democracy.

In 2015 the Truth and Reconciliation Commission in Canada published a detailed report on the violent history of the residential school system in Canada and recommended 94 Calls to Action (CtA) to help the Canadian government and society to redress this historical system of violence and confront their own settler colonial history. However, despite these CtAs and Prime Minister Trudeau's commitment, only a fraction has been implemented seven years later. The author explores in a critical discourse analysis the political debate surrounding the slow implementation, revealing constructive and destructive factors influencing progress. The report concludes with an imperative for key political actors to accelerate implementation, considering the urgency for Indigenous communities facing discrimination and systemic issues.

The article deals with the issue of security in Europe in the effect of the war between Ukraine and Russia from the point of view of Kyiv. Main features of the current security discourse in Ukraine are presented. Ukrainian initiatives in the security sphere are thoroughly analyzed. Special attention is given to Zelenskyy's Peace Plan and Peace summit. The article discloses peculiarities of the Kyiv Security Compact, which is supposed to become the footing for the new security order in the region. The article ends with the analysis of NATO's role in Kyiv's vision about the post-war security order.

Emerging technologies are transforming foreign and security policy as they challenge traditional understandings of power, influence and security. Developments in artificial intelligence (AI) and the increasing importance of cyberspace are some of the most prominent in this regard. Yet, not only are there repercussions for security when narrowly conceived as state security, but they also affect gender relations and human security more broadly. Gender as an analytical category allows us to shed light on the impact of emerging technologies on inequalities, power and violence.

La Guajira in northern Colombia has seen a disproportionate number of roadblocks recently, especially connected to wind park construction sites, staged by people demanding that the state implement economic, social, and physical security improvements. This conflict is an example of local impacts of the global energy transition on historically marginalized people. In this Spotlight we argue that La Guajira is a prime case showing how the energy transition is leveraged to indirectly address the state through private companies.

In their PRIF Report the authors focus on the various forms of resistance to and backlash against gender equality and gender-sensitive human rights in peacebuilding processes. Based on 33 interviews with key stakeholders, they explore how peacebuilders understand and perceive resistance to and backlash against the realisation of gender-sensitive human rights in peacebuilding. The report also sheds light on the counter-measures and strategies used by peacebuilders. Finally, the authors discuss the impact of feminist foreign policy on gender-sensitive human rights in peacebuilding.
