The Ad Hoc Group established in 1994 to draft proposals to strengthen the Biological and Toxin Weapons Convention through a legally binding instrument has now met twelve times. Its negotiations successfully transitioned in July 1997 to consideration of a draft protocol, the sixth version of which has now been produced. Five meetings totalling sixteen weeks are agreed for 1999, and there is clear global political will to complete the negotiations. All the essential elements for the protocol are now in the rolling text—mandatory declarations, visits (both focused and random), and compliance concern investigations, together with measures to strengthen the implementation of Article X (cooperation for peaceful purposes) and other articles of the BTWC. This article examines how the integrated regime has a considerable synergistic effect that will, over time, build confidence in compliance with the convention; ensure that uncertainties, anomalies, and concerns are swiftly investigated; and improve the implementation of the convention.

La enfermedad deliberadamente provocada o «guerra biológica» es motivo de preocupación cada vez mayor a medida que nos acercamos al siglo XXI, ya que su prevención es fundamental para la seguridad, la salud y el bienestar de la comunidad mundial. En los términos más simples, la guerra biológica significa exponer la salud de seres humanos, animales y plantas al riesgo de contraer enfermedades deliberadamente provocadas, como resultado de un acto hostil.En todas las guerras, las enfermedades han causado más víctimas que las propias armas; cada vez es mayor, y se justifica, la preocupación a nivel mundial con respecto a nuevas y emergentes enfermedades. A medida que la población mundial continúa aumentando, se ocupan nuevas extensiones de tierra y se produce un mayor hacinamiento en las zonas pobladas, con lo cual es cada vez mayor la demanda de plantas y animales como fuentes de alimentación. Ello crea más oportunidades para que se propaguen enfermedades nuevas o ya existentes entre seres humanos, animales y plantas, con los correspondientes daños socioeconómicos para los países en cuestión.Cada vez existe mayor conciencia de la susceptibilidad de los seres humanos, animales y plantas a las enfermedades. Los titulares de las noticias sobre la peste en la India, el mes de septiembre de 1994, y sobre la fiebre de Ébola en Zaire, el mes de abril de 1995, muestran cómo la propagación de enfermedades puede generar alarma y preocupación generalizadas a nivel internacional.

La guerre biologique — qui consiste à provoquer délibérément la propagation de certaines maladies — cause de plus en plus d'inquiétude à l'aube du XXFe siècle. Si elle ne peut être prévenue, c'est la sécurité, la santé et le bien-être de l'humanité tout entière qui seront en danger. Pour schématiser, la guerre biologique consiste à mettre délibérément la santé des hommes, des animaux et des végétaux à la merci de certaines maladies. Dans les situations de conflit, les maladies ont toujours fait — et font encore — davantage de victimes que les armes elles-mêmes. Les maladies nouvelles et émergentes provoquent à travers le monde une inquiétude croissante, malheureusement justifiée. La population mon-diale continue à augmenter, de nouvelles terres sont occupées, le surpeu-plement s'aggrave dans des régions déjà densément habitées, et les res-sources alimentaires — plantes et animaux — se raréfient. Les maladies, anciennes ou nouvelles, se propagent d'autant plus facilement parmi les hommes, les animaux et les plantes, causant des dégâts socioéconomiques considérables dans les pays concernés.
The prohibition of biological weapons: Current activities and future prospects

Deliberately induced disease or biological warfare is a source of increasing concern as we approach the twenty-first century, as its prevention is central to the security, health and well-being of the global community. In the simplest terms, biological warfare means placing the health of humans, animals and plants at risk from disease deliberately induced as a hostile act. Disease has caused more casualties in all wars than actual weapons of war and there is increasing — and justified — worldwide concern about new and emerging diseases. As the world population continues to increase, new areas of land are occupied and there is greater overcrowding in populated areas, with an ever-greater demand for both plants and animals as sources of food. This creates more opportunities for new or old diseases to spread among humans, animals and plants, with all the consequential socio-economic damage to the countries concerned.
