L'approche dominante de l'agriculture au Nord et au Sud, dans la théorie et la pratique depuis plus d'un demi-siècle, est celle d'une approche sectorielle « déterritorialisée » centrée sur la modernisation à travers le productivisme et la libéralisation des échanges. La résultante la plus visible de cette approche est la crise agraire et urbaine généralisée qui est au cœur de l'accumulation globalisée. C'est au prix d'un changement de paradigme que l'on peut sortir des apories de la modernisation, en replaçant les problématiques agricole et rurale et le monde paysan, au cœur d'une approche du développement en termes de construction de « territoires de vie durables » dans les Suds et au Nord.

Ayant rappelé comment l'évolution de la conceptualisation des « réalités économiques informelles ou populaires » a participé aux débats qui ont traversé les discours sur le développement, cette postface montre comment ces changements ont contribué à changer, ou non, les « réalités populaires » et tente de vérifier si la violence au cœur du « développement réel » du début du XXI e siècle n'a pas contribué à éroder, ou à dissoudre, ce qui faisait l'originalité des « secteurs populaires ». Enfin, on pose la question des capacités de résilience des « acteurs populaires » dans ce contexte de changements rapides.

A major problem for thinking in terms of sustainable rural development is the ancient and persistent refusal of dominant political and economic elites, to take into consideration the diversity of possible routes of development. Their ideological vision most often masks the interests of a minority of powerful actors for which the peasantry and its natural life supports are only instruments to accelerate the trend towards the hegemony of capital accumulation rules . However, a growing number of case studies show that the peasants of South East Asia continue to develop ever more diversified and intensive economic activities, agricultural land and village numbers are in expansion, despite the enormous pressures that are exerted from various origins Moreover the peasant world is a world full of initiatives and innovations that cannot be reduced only to economic dimensions. Migration gives rise to the establishment of new social relationships between the villages and urban working-class neighborhoods, through multiple initiatives of migrants networks. Besides a peasantry that remains essentially focused on agricultural activity, there is the emergence of a "hybrid peasantry", half rural, half urban, contributing to redraw the contours of the village life, and to establish new relationships between cities and countryside.

La première partie de l'article situe les débats autour des rapports sur le développement dans le monde 2008 et 2009 de la Banque mondiale, concernant le rôle des espaces urbains et ruraux dans le développement. La deuxième partie, rappelle la place des rapports entre acteurs et territoires dans la théorisation du développement, ainsi que l'apport de l'histoire. Enfin, la troisième partie s'interroge sur les enjeux de la dimension territoriale, dans la recherche d'une nouvelle "économie politique d'un développement durable".

L'article montre combien les rapports entre acteurs et territoires ont occupé une place centrale dans l'évolution de la théorisation du développement. On évoque aussi la dimension historique qui a joué un rôle important dans les diverses lectures et réalités de l'articulation entre territoires, entre villes et campagnes, dans le temps long du développement, au Nord et au Sud. Enfin, dans la dernière partie, sont indiquées quelques pistes qui donnent une importance particulière à la dimension territoriale, dans la recherche d'une nouvelle "économie politique d'un développement durable".
