Tariff-rate quotas have become an increasingly popular policy instrument in contemporary trade agreements; however, the real effect of this policy tool is often not very clear. One way to consider tariff-rate quotas in policy impact assessment is the calculation of ad valorem equivalents. Ad valorem equivalents can be used with little effort to compare different policies, summarize them or use them in large-scale modelling analyses. Such an ad valorem equivalent can be calculated with the help of the fill rate of the quota. For newly applied trade agreements that are phased in over a longer period of time, the fill rates of quotas are, however, not known. This makes a prefixed model necessary. We set up a demand driven model and compare different options for calculating ad valorem equivalents of tariff-rate quotas using the example of the trade agreement between Canada and the EU. We find that a marginal tariff can serve as a good ad valorem equivalent because it produces the same imports, welfare and prices as the quota. In our case study, it is also sufficiently robust in the sensitivity analysis, especially if a simplified version of it is being used.

This article takes a closer look into the pending question of how the UK might be affected by losing preferential access to Third Countries in the wake of Brexit. Although, as the formal date of divorce comes closer possibilities of losing these beneficial trade terms are not very present in the public debate. This is puzzling since as an EU member the UK has 40 trade agreements with over 70 non-European countries, covering about 15 % of its trade but legally those contracts are only valid for EU members and leaving the EU while retaining the status quo enshrined in the trade agreements would contradict with the MFN principle. Simulations of a 'hard' and a 'soft' Brexit scenario with a CGE model reveal that the additional loss in GDP is due to these changing trade relations with Third Countries are in the range of 2.5 % and 7.8% % of the total loss. Since most of the loss is associated with a changing trade environment with EFTA and Turkey the UK - if it aims to continue these deals - should focus its negotiation resources on these regions first. On the other hand the EU losses of a Brexit would be lower if the UK and Third Countries impose new tariffs on their trade flows since this would redirect trade flows toward the EU.

This paper analyses the effects of introducing biodiversity-targeted ecological focus area (EFA) requirements on all farms with arable land in the EU by quantifying their global, regional, economic and environmental impacts in a mutually consistent way. To capture these impacts, different spatial scales need to be considered – ranging from on-farm decisions regarding the EFA in the EU, to supply response around the world. In order to address this challenge, we combine the supply side of the CAPRI model, which offers high spatial, farm and policy resolution in the EU, with the GTAP model of global trade and land use. Both models are linked through a multi-product, restricted-revenue function for the EU crop sector. The results predict improved environmental status in the high-yielding regions of the EU. However, output price increases lead to intensification in the more marginal areas of the EU where little or no additional land is taken out of production. The decrease in arable land in the EU is partially compensated by an increase of crop land, as well as increased fertiliser applications, in other regions of the globe. Thus, the improvement of environmental status in the EU comes at the price of global intensification, as well as the loss of forest and grassland areas outside the EU. Overall, we find that every hectare of land that is taken out of production in the EU increases greenhouse gas emissions in the rest of the world by 20.8 tonnes CO2 equivalent.

Die vTI-Baseline ist eine auf den deutschen Agrarsektor fokussierte modellgestützte Projektion der erwarteten Entwicklungen auf der Grundlage der im Sommer 2009 vorliegenden Daten und Informationen. Die vTI-Baseline stellt eine Referenzsituation für die Analyse von Auswirkungen alternativer Politiken und Entwicklungen dar. Die Projektion für den Zeitraum 2009 bis 2019 steht im Zeichen der Rezession infolge der Finanzkrise und einem anschließend gemäßigten Wirtschafts- und Nachfragewachstum. Der Anteil der EU am Weltagrarhandel steigt von 2004 bis 2019 von 16 auf 19 %. Aus externen Projektionen der Weltmarktpreisentwicklungen leiten sich für Deutschland niedrige Erzeugerpreise für Milch (3,7 % Fett, ohne MwSt.) von knapp 27 Euro/100 kg ab; dennoch wird die Milcherzeugung bis 2019 nicht zuletzt durch den Wegfall der Quotenregelung leicht ausgedehnt. Die politisch induzierte Nachfrage nach Bioenergie stabilisiert die Preise in den pflanzlichen Sektoren. Hinzu kommt in Deutschland die Förderung des Biomasseanbaus zur Energiegewinnung infolgedessen nach den Modellergebnissen bis 2019 etwa 1,2 Mio. ha für den Energiemaisanbau genutzt werden. Rund die Hälfte der hierzu benötigten Fläche kann durch den Wegfall der bis 2007 obligatorischen Flächenstilllegung gedeckt werden. Weitere rund 600.000 ha gehen hauptsächlich zulasten der Getreide- und Ölsaatenfläche. Im Vergleich zum Basisjahrzeitraum (2006 bis 2008) stagniert das durchschnittliche Betriebseinkommen pro Arbeitskraft. Es liegt damit leicht über dem mittleren Niveau der letzten zehn Jahre. Die Einkommensentwicklung weist Unterschiede zwischen den Betriebsformen auf. Während die Einkommen in Milchviehbetrieben (-6 %) und sonstigen Futterbaubetriebe (-5 %) rückläufig sind, profitieren Veredlungsbetriebe (+21 %) von steigenden Schweinefleischpreisen und günstigeren Futtermitteln. ; This article presents selected results of the vTI-Baseline as well as the underlying assumptions. The vTI-Baseline is established using and combining four models (GTAP, AGMEMOD, RAUMIS, FARMIS) of the vTI model network. It provides a reference scenario for the analysis of the impacts of alternative policies and developments. The projections are based on data and information available in summer 2009 and are thus characterised by the recession following the global financial crisis. The baseline assumes a continuation of the current policy framework and the implementation of the already agreed upon policy changes, respectively. According to the projections, the EU share in global agricultural trade rises from 16 % in 2004 to 19 % in 2019. Due to the reduced policy interventions in the milk market, the projected low world market prices for milk products affect the milk farm gate price in Germany, which in the baseline is 27 Euro/100 kg (3.7 % fat, excl. VAT) in 2019. Prices for other livestock products increase slightly. The prices for crop products benefit from a policy-induced demand for bioenergy, and while lower than the high prices observed in 2008, they will remain above the 2003 to 2005 period. In Germany, policy support for biomass production is the main driver for changes in agricultural land use. In the baseline, 1.2 million hectares are used for growing energy maize in 2019, at the expense of land subject to obligatory set-aside until 2007 as well as cereals and oilseeds. Milk production is slightly increasing because of milk quota abolishment. In comparison to the base period 2006 to 2008, farm net value added per work unit stagnates in real terms, and thus remains slightly above the average level observed during the last decade. Income in dairy farms (-6 %) and other grazing livestock farms (-6 %) decreases, while pig farms (+21 %) benefit from rising pork prices and lower feeding costs.

Die Thünen-Baseline geht von einer Beibehaltung der derzeitigen Agrarpolitik bzw. der Umsetzung bereits beschlossener Politikänderungen aus. Dargestellt werden Projektionsergebnisse für Agrarhandel, Preise, Nachfrage, Produktion, Einkommen und Umweltwirkungen. Die Darstellung der Ergebnisse konzentriert sich hauptsächlich auf die Entwicklungen des deutschen Agrarsektors im Vergleich zur Situation im Basisjahrzeitraum 2014 - 2016. In der Thünen-Baseline 2017 - 2027 führen die verhaltenen Aussichten auf dem Weltagrarmarkt in Kombination mit einem wiedererstarkenden Euro dazu, dass die Preise für die meisten landwirtschaftlichen Erzeugnisse real zurückgehen. Die Thünen-Baseline geht von einer Beibehaltung der derzeitigen Agrarpolitik bzw. der Umsetzung bereits beschlossener Politikänderungen aus. Dargestellt werden Projektionsergebnisse für Agrarhandel, Preise, Nach-frage, Produktion, Einkommen und Umweltwirkungen. Die Darstellung der Ergebnisse kon-zentriert sich hauptsächlich auf die Entwicklungen des deutschen Agrarsektors im Vergleich zur Situation im Basisjahrzeitraum 2009 - 2011. However, a sensitivity analysis, based on a scenario which assumes an appreciation of the Euro, highlights the extent to which export-oriented sectors (e.g., the milk sector) depend on macro-economic developments.
