Le mutate esigenze delle Forze Armate in Europa hanno portato al sotto utilizzo o alla dismissione di un consistente numero di siti, anche se spesso essi non sono sottratti al controllo dell'amministrazione che ne aveva la titolarità. La dismissione degli spazi militari e la rifunzionalizzazione conseguente costituiscono un elemento strategico nell'ampio dibattito sulla relazione tra spazio urbano e militariizzazione, nel quale può riconoscersi un processo a bassa materialità di controllo dello spazio di fruizione collettiva. In Sardegna l'incidenza delle aree e dei manufatti militari ha un effetto dirompente specialmente in alcune aree rurali, ma anche nel tessuto urbano di Cagliari emerge un complesso mosaico di aree militari, micro isole delimitate da filo spinato, anche solo virtuale, che nel complesso coprono oltre il 3% del territorio comunale. L'ipotesi sulla quale si basa il presente lavoro è che, all'interno della città, accanto ai processi di pianificazione formale (sia essa "regolativa" o "contrattata"), emergono dinamiche parallele di tipo informale per condizionare, e in parte limitare, il percorso di rifunzionalizzazione degli spazi militari. ; L'évolution des forces armées et de la géopolitique en Europe a conduit à une sous-utilisation ou à un abandon d'un nombre important de sites militaires. Le paysage urbain montre des vides urbains et des espaces abandonnés, dans l'attente d'un réinvestissement par des activités urbaines contemporaines. L'aménagement urbain oscille ainsi entre le souci d'en faire des espaces publics et partagés ou bien de transformer les sites militaires en de véritables projets immobiliers. À partir du cas de Cagliari (Sardaigne), l'article décrit l'évolution historique des zones militaires à l'intérieur de la ville, les processus formels de planification, les pratiques informelles de lobbying et les efforts de la communauté locale pour convertir ces sites sous-utilisés en nouveaux espaces communs productifs.

Sardinia is the second largest island in the Mediterranean Sea. In recent decades, heated political, scientific and cultural debates have shown growing concern for coastal land consumption and produced increasing awareness and sensibility on effects due to vulnerability, risks and natural hazards. Approximately half of the Sardinian surface is considered vulnerable to current or future desertification processes. Wildfires, water consumption, urbanisation and land abandonment in declining rural districts, as well as overgrazing and farming intensification in other areas, are some of the major climate-related issues. Tourism activities, which are concentrated in time (summer) and space (coastline), strongly contribute to the regional system's vulnerability. In recent decades, inadequate policies and weak territorial planning have been observed even though climate and environmental issues are increasingly recognised as crucial elements for the future of the island. This article focuses on the local level by considering the formation and consolidation of the discursive practices of the protagonists in the regional debate. Government rationalities as well as rules and policies on prevention, mitigation and adaptation practices are relevant elements for the analysis.Development and planning strategies and practices, as well as relevant official documents, are also analysed and discussed.

Biofuels and bioplastics between opportunities and opportunisms in a regional experience. – Global and European strategies on renewable energies increasingly highlight the need for a paradigm shift in socio-spatial relations in agriculture. The territoriality of the renewable energy supply chains re-proposes the top-down characteristics of the fossil fuels era, deferring the support to coherent initiatives linking energy and territorial systems. The contribution explores European biomass strategies and their effects on a territorial level in Sardinia. The EU and Italian government strategies aiming at consolidating bioenergy and bioplastic production, both in terms of regulatory regulation and financial incentives for production, are reviewed. Starting from the agriculture and biomass energy production literature and based on a series of interviews carried out between 2018 and 2020 with local stakeholders, the effects of policies are investigated. The energy production process from biomass in Sardinia and the internal and external variables connected to it are examined.
