Indo-Pacific has been among the most contested regions in the past decade. After China demonstrated its ambitious goal in reviving maritime silk road with its military and economic presence, United States, India, Japan, and Australia formed a new coalition to counter this strategy. This paper aims to examine the position of Indonesia as a traditional regional maritime power in the context of this changing maritime landscape of the Indo-Pacific region. In doing so, this paper develops the concept of "the three faces of maritime power" which distinguishes maritime power into hard, soft, and normative maritime power. The findings of this paper indicates that Indonesia demonstrates less of its hard and soft power, but it capitalizes on its normative power to demonstrate its presence in the new maritime landscape of the Indo Pacific

Artikel ini bertujuan untuk melihat persepsi media di Cina terhadap kebijakan Amerika Serikat "rebalancing to Asia" yang banyak dilihat bertujuan untuk mengimbangi kebangkitan Cina, dan oleh karenanya berpotensi menciptakan ketidakstabilan di kawasan karena persaingan keduanya. Paper ini melihat media sebagai salah satu faktor yang berkontribusi terhadap dinamika persepsi dan kebijakan Cina ke Amerika Serikat berdasarkan landasan teori hubungan media dan kebijakan luar negeri dan meningkatnya peran media di Cina. Paper ini mengisi kekurangan dalam literatur yang ada yang sebagian besar fokus hanya pada diskursus kebijakan AS "rebalancing to Asia" dibandingkan manifestasi kebijakan tersebut. Dengan menggunakan studi kasus sengketa Laut Tiongkok Selatan dan program nuklir Korea Utara, paper ini berargumen bahwa persepsi media Cina bervariasi dari satu kasus ke kasus lain dimana kebijakan "rebalancing to Asia" dipersepsikan cenderung membuat ketidakstabilan dalam kasus-kasus yang berhubungan langsung dengan kedaulatan Cina termasuk dalam kasus sengketa Laut Tiongkok Selatan. Dalam menguji hipotesa ini, paper ini mengadopsi metode kualitatif analisa konten beberapa media Cina untuk melihat variasi persepsi masyarakat Cina terhadap kasus-kasus tersebut, membandingkannya dengan persepsi pemerintah, dan menarik kesimpulan dengan mendiskusikan temuan dan implikasi kebijakan "rebalancing to Asia" dalam hubungannya dengan Cina dan stabilitas kawasan secara umum.This paper aims to examine Chinese media perception toward US rebalancing policy to Asia which many perceive mainly to contain the rise of China and thus potentially create instability in the region. This paper treats media as a factor contributing to the dynamics of China's perception and policies toward the US based on the well-established theories on the relations between media and foreign policy and the increasing importance of media in China. This paper fills the gap in the existing literature which solely focus on the discourse of US rebalancing policy rather than the manifestation of this policy. Using the case study of the South China Sea Dispute and North Korea Nuclear Program, this paper argues that Chinese media perception varied across cases in which US rebalancing policy is perceived to be more destabilizing in cases relate directly to China's sovereignty such as the South China Sea. In testing this hypothesis, this paper adopts qualitative method of content analysis of several Chinese media to see the variation of Chinese perception across cases, compare these perceptions with those adopted by the government and draw conclusion by discussing the finding and the implication of U.S. rebalancing policy in its relations with China and regional stability in general.

The goal of this research is to explain the fast-growing textile and garment industries (TGI) in Vietnam from 2000 to present. This research is important in the context of Indonesia's competition with Vietnam as among top TGI exporters in the world. This research adopted Gereffi's Global Commodity Chains (GCCs) framework which situates TGI under the category of buyer-driven chains. Under this category, actors interested in industrial upgrading must develop both forward (marketing) and backward (production) linkages and learning process between this continuum. This research found that Vietnam's fast growing textile and garment industries from 2000-present represents its successful industrial upgrading through its learning process in developing forward and backward linkages. Following these findings, therefore, Indonesia as competitor must also develop similar attitude and learning process in both linkages.

Penelitian ini bertujuan untuk membahas faktor penghambat delimitasi batas darat yang dilakukan oleh pemerintah Indonesia dan Timor Leste pada unresolved segment di Desa Manusasi periode 2014-2018. Penelitian ini menggunakan issue-level approach dari kajian sengketa wilayah yang menyatakan bahwa kombinasi faktor kewilayahan dan visibilitas domestik merupakan faktor yang berpengaruh terhadap dinamika sengketa wilayah. Dalam hal ini, dinamika sengketa yang masih berlangsung namun relatif stabil disebabkan karena kombinasi kewilayahan yang memiliki nilai, baik tampak maupun tidak tampak, namun visibilitas di level nasional kurang. Argumennya, wilayah yang memiliki nilai tertentu akan sulit diselesaikan sehingga memerlukan waktu lama. Namun kurangnya visibilitas sengketa diantara masyarakat di level nasional membuat tensi tetap stabil dikarenakan absennya tekanan dari masyarakat kepada pemerintah untuk menyelesaikan sengketa ini. Penelitian ini menemukan bahwa kombinasi kedua faktor ini juga berpengaruh dalam kasus delimitasi batas darat Indonesia-Timor Leste di Manusasi hingga 2018.Kata Kunci: Delimitasi Batas Darat, Indonesia-Timor Leste, Desa Manusasi (Bijael Sunan-Oben)This research aims to discuss factors inhibiting land border delimitation between Indonesia and Timor Leste on the unresolved segment in Manusasi Village between 2014 and 2018. This research uses issue-level approach from the study of territorial dispute which stated that the combination of territoriality and domestic visibility are among factors contributing to the dynamics of territorial disputes. In this case, the dynamics of the dispute which was still ongoing yet relatively stable is the result of the combination of its territoriality which is salient for its tangible or intangible value. However, the lack of visibility among audience at the national level keep the tension of the dispute stable because of the lack of pressure from the society to the government to solve this dispute. This research found that the combination of these two factors also contributes to the case of land border delimitation between Indonesia and Timor Leste in Manusasi until 2018.Keywords: Land Border Delimitation, Indonesia-Timor Leste, Manusasi Village (Bijael Sunan-Oben)

This study aims to examine the diplomacy of quasi-state in a territorial dispute by using the case of Taiwan in the South China Sea. The discussion on quasi-state is not mainstream in International Relations, and thus its concept and theories are not well developed. By the rise of globalization, however, quasi-states have a more active presence and that many parties involved in conflicts which resolutions require understanding on quasi-state, including the South China Sea Disputes. This paper argues that quasi-state suffers from legal and political weaknesses, and consequently, the diplomacy of quasi-state could be examined using theories on the diplomacy of weak states which include multitrack diplomacy to deal with its legal weaknesses and hedging to deal with its political shortcomings. Employing a qualitative method based on primary and secondary sources on Taiwan evolving policy on the South China Sea, this paper found that the diplomacy of Taiwan in the South China Disputes also follows this pattern.

AbstractThis paper analyzes the current role of regional organizations in the implementation of the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs). We construct a conceptual model and distinguish four potential roles that regional organizations can play in the implementation of the SDGs: the translating role, supporting role, coordinating role and monitoring role. We apply this framework to the European Union and ASEAN. The case studies are analyzed on the basis of document analysis from primary and secondary sources, voluntary national reviews and interviews. We show that regional organizations play different roles in the implementation of the SDGs.
