In 1949 both Denmark and Norway opted for membership in the Atlantic Pact as a solution to their increasing security problem. However, the decision processes leading up to these choices differed markedly: the Danish government had a fundamental preference for a Scandinavian solution, while the Norwegians had given top-priority to an Atlantic ar rangement. Through a systematic analysis of the factors bearing on policy formulation in the two governments the article aims at explaining their different preference structures. It is concluded that while these differences were to some extent indicated by factors in the decision-makers' operational environment, the salient factors belonged in their psychologi cal environments, i.e. the attitudes and values of decision-makers and their perception of the feasibility of various options.
