Depuis le milieu des années 1980, les politiques nationales de dévelop­pement au Laos ont favorisé le déplacement des populations des hautes terres vers les zones rurales de plaine. Ces relocalisations initiées par l'État ont induit d'autres formes de mobilité, de nature plus spontanée. Ainsi, depuis le cap du millénaire, la croissance urbaine se nourrit d'un véritable exode rural touchant particulièrement les tranches les plus jeunes de la population tant masculine que féminine. C'est ce qui a pu être observé à Houay Yong, un village tai de la province de Houaphan, que les jeunes quittent de plus en plus nombreux pour tenter leur chance en ville, essentiellement à Vientiane, la capitale. Cet article, de nature exploratoire, pose un regard anthropologique sur les ressorts de cette mobilité, en mettant l'accent sur l'intégration dans l'économie (inter)nationale, les ima­ginaires de la ville et de la modernité, l'évolution des liens générationnels et de genre, l'attachement émotionnel au village et la persistance de principes hiérarchiques fondés sur l'ancestralité. The Rural Flight in Laos. Mobility, Youth and Kinship in Houay Yong (Houaphan Province). — Since the mid-1980s, the highlands of Laos have been affected by a policy promoting resettlements into the lowland countryside. This policy eventually had a leverage effect on other forms of mobility of a more spontaneous nature. Since the turn of the century, the urban population has grown tremendously, due to a strong rural flight of the youth — both male and female. This has been observed in Houay Yong, a Tai village in the province of Houaphan. More and more youths leave the village to take a chance in the city, especially in the capital, Vientiane. "This book captures the dynamics of history, memory, and territorial cults in Houay Yong, a Tai Vat village situated in the multiethnic highland frontier between Laos and Vietnam. Taking seriously the experiences of the villagers, it partakes in a broader movement to reintegrate highlanders and their agency into history at large. Based on comprehensive fieldwork research and the examination of colonial archives, this book makes accessible for an English-speaking audience untapped French archives on Laos and early publications on territorial cults written by French ethnologists. In so doing, it provides a balanced perspective, drawing from the fields of memory studies and classical historical research. Following a chronological approach stretching from the 19th century to the present, it extends narrative analysis through a comparative ethnography of territorial cults, a key component of the performative and material presentification of the past. Comme les autres démocraties populaires, le régime mis en place au Laos en 1975 a entretenu une idéologie moderniste et révolutionnaire. Dans ce pays où les « minorités » nationales représentent la moitié de la population, il ne fut néanmoins jamais question de rompre avec l'ensemble des traditions populaires. L'Etat se posa plutôt en censeur des « bonnes » et des « mauvaises » coutumes, en fonction de leur adéquation au projet d'intégration nationale. Après avoir retracé la genèse du multiculturalisme au Laos, j'analyserai plus concrètement le programme du Département des ethnies au départ d'un ouvrage de synthèse que cet organe officiel a récemment édité sur la question. Nous verrons enfin à travers le triple exemple des costumes ethniques, des sacrifices d'animaux et des fêtes traditionnelles comment les normes préconisées par le régime se matérialisent en pratique tout en étant réinvesties de sens et instrumentalisées par ces minorités. ; info:eu-repo/semantics/published

"In the connected highlands of southwest China, Vietnam, and Laos, recalling the past is a highly sensitive act. Among local societies, many may actively avoid recalling the past for fear of endangering themselves and others. Oral traditions and rare archives remain the main avenues to visit the past, but the national revolutionary narrative and the language of heritagization have strongly affected the local expression of historical memory. Yet this does not prevent local societies from producing their stories in their own terms, even if often in conflict with both national and Western categories. Producing history, ethnohistory, historical anthropology, and historical geography in the Southeast Asian highlands raises significant questions relating to methodology, epistemology, and ethics, for which most researchers are often ill-prepared. How can scholars manage to competently access information about the past? How is one to capture history-in-the making through events, speech acts, rituals, and performances? How is the memory of the past transmitted-or not-and with what logic? Based on the experiences and reflections of a dozen diverse scholars rooted in decades of work in these three communist states, Chasing Traces is the first book about historical ethnography and related issues in the Southeast Asian highlands. Taking a critically reflexive posture, the authors make a plea for the individual, the hidden, and the backstage, for what life is really like on the ground, as opposed to imagined homogeneity, legibility, and unambiguousness. Their investigations on the history of ethnic minority communities adds archival historiography to ethnographic fieldwork and examines the relationship between the two fields. The individual chapters each tell distinctive stories of the conjunction of fieldwork, archival research, official surveillance, community participation, cultural norms, partnership with local scholars, and the other factors that both facilitate and frustrate the research enterprise of writing about the past in these societies.
