The appeals to minimize state intervention in the Russian economy are counterproductive. However the excessive involvement of the state is fraught with the threat of building nomenclature capitalism. That is the main idea of the series of articles by prominent representatives of Russian economic thought who formulate their position on key elements of the long-term strategy of Russia's development. The articles deal with such important issues as Russia's economic policy, transition to knowledge-based economy, basic directions of monetary and structural policies, strengthening of property rights, development of human potential, foreign economic priorities of our state.

The chairman of the Interdepartmental Council on Problems of Price Formation of the Academy of Sciences of the USSR and Goskomtsen discusses prospects for change in the pricing and credit policies of the USSR. Explains distortions in current price levels, the need and objectives for the restructuring of the system and links between the price and financial reforms. Strategies for change are to include price formation from marginal prices and modification of wholesale prices to encourage high technology. Specific proposals are advanced. (Abstract amended)

Negative trends in Russian macroeconomic dynamics are considered in the article: raw materials production orientation, lowering of employees remuneration share in GDP, inflation, etc. It is shown that they are caused by the institutional system that has been formed during the period of reforms. This system hinders effective social and economic development.

On the basis of experienсe of international regional economic unions the authors prove the necessity of monetary cooperation among the CIS countries as a precondition of development of economic integration in the CIS. Basic principles of the concept of monetary and financial cooperation of the CIS countries developed at the Institute of Market Problems of RAS are discussed. The authors propose a new system of multilateral payments and settlements among the CIS countries in order to enhance their mutual economic cooperation.
