This master thesis concentrates on impeachment procedures as it is a form of constitutional liability of highest state officials in Lithuania. There is a number of aspects of the impeachment procedure that are analysed in this paper: a violation of a law as a ground for applying constitutional liability, elements of impeachment procedure and the evolution of them through the years since Constitution of Lithuania was adopted in 1992, the questions concerning legal consequences of impeachment. In this paper it is analysed both the constitutional concept of impeachment and it's regulation in ordinary law and also the problems and questions that arose in practice when the legal norms regulating imeachment have been applied. Part of the research concentrates on whether the regulation in ordinary law is always compatible with the constitutional provisions and also what steps legislative had to make to make sure that Statute of Seimas or other acts are in accordance with Constitution. Purpose—the purpose of the article is to analyse and evaluate e-participation projects in Lithuanian municipalities on the peculiarities of involving different social technologies. Design/methodology/approach is based on analysis of scientific literature, projects reports and comparative analysis of websites under new index for assessment of e-democracy projects. Findings—the paper presents an original overview of municipalities' e-participation projects and its peculiarities on the support of different tools and technologies. Research limitations/implications—this research deals only with documents and opinions of municipalities and is limited to one side of the e-participation process. In order to generalize the research findings, further investigation should include empirical surveys of citizens' opinions concerning the effectiveness of e-participation projects. Practical implications—the results can be used to improve collaboration of citizens with public servants in e-participation projects that are important to Lithuanian institutions. Originality/Value—evaluation of e-participation projects in the new index for assessment in Lithuanian municipalities has not yet been examined deeply enough. ; Demokratijos veiksmingas funkcionavimas priklauso nuo piliečių pasitikėjimo viešosiomis institucijomis, noro pripažinti demokratijos taisykles. Informacinės ir komunikacinės technologijos (IKT) tapo galingu įrankiu, palengvinančiu piliečių bendravimą su demokratine valdžia. Tinkamai naudojamos informacinės ir ryšių technologijos gali būti elektroninės demokratijos įrankis, leidžiantis piliečiams daugiau sužinoti apie valdžios politinių sprendimų priėmimo procesą ir dalyvauti juos rengiant. Šiems tikslams 2009–2012 m. iš Europos regioninės plėtros fondų Lietuvai buvo skirta nemaža finansinė parama, o pagal priemonę "Elektroninė demokratija: regionai" Lietuvos savivaldybėse buvo vykdoma per 40 projektų. Nors dauguma šių projektų jau baigti, trūksta visapusiškesnių apibendrinimų ir įvertinimų, todėl straipsnio tikslas – išanalizuoti ir įvertinti elektroninės demokratijos projektus Lietuvos regionuose. Straipsnyje plačiau aptarti elektroninės demokratijos terminai, plačiau išnagrinėti piliečių elektroninio dalyvavimo ypatumai, e. dalyvavimo įrankiai. Remiantis mokslinės literatūros analize, buvo pasiūlyta nauja metodika elektroninės demokratijos projektams įvertinti, pagal kurią bendras projektų įvertinimo indeksas nustatomas remiantis pagal 16 savivaldybių interneto tinklalapių rodiklių, suskirstytų į 5 grupes: (1) sąsajas su elektronine demokratija; (2) savivaldybės politikų atvirumo ir teisės aktų sistemos skaidrumo; (3) abipusio bendravimo su piliečiais; (4) interaktyvių e. bendravimo ir e. konsultacijų įrankių ir (5) tinklapių ir e. dalyvavimo įrankių naudojamumo. Projektų analizė parodė, kad pagal priemonę "Elektroninė demokratija – regionai" vykdytų 42 projektų 38 projektus atliko atskiros savivaldybės iš šešių Lietuvos regionų. Kitos 22 savivaldybės vykdė 4 regioninius projektus. Du projektai dar yra nebaigti. Projektų užduočių analizė ir savivaldybių tinklalapių tyrimas parodė, kad Lietuvos savivaldybėse įvykdyti projektai leido sukurti ir įdiegti daug sėkmingų e. demokratijos ir e. dalyvavimo įrankių, leidžiančių ženkliai padidinti savivaldos institucijų atvirumą ir veiklos skaidrumą. Nors visi projektai buvo atliekami beveik tuo pačiu metu (2009–2012 m.) lygiagrečiai, nustatytas savivaldybių elektroninės demokratijos projektų įvertinimo indekso dydis atskirose savivaldybėse labai stipriai skyrėsi tuose regionuose, kuriuose savivaldybės vykdė atskirus projektus. Tačiau dalyvavusių regioniniuose projektuose savivaldybių elektroninės demokratijos projektų įvertinimo indeksų vidurkiai yra kiek mažesni, negu savivaldybių, vykdžiusių individualius projektus. Savivaldybių tinklalapių tyrimas parodė, kad naujais e. demokratijos įrankiais naudojasi dar palyginti mažai piliečių. Todėl reikia imtis papildomų priemonių padėčiai gerinti, kurių kryptis kiekvienai savivaldybei gali parodyti gilesnė išmatuotų elektroninės demokratijos projektų įvertinimo indeksų analizė. Pasiūlytą elektroninės demokratijos projektų įvertinimo metodiką dar reikėtų tikslinti, o tyrimus pakartoti, kai bus užbaigti visi 42 projektai.
The Internet intelligence of the Lithuanian government and governmental information accessibility to the wider public are analysed and compared with the situation in the EU countries. Based around a standard for EU countries questionnaire, the different Internet activities of the Seimas, the President office and Lithuanian ministries are investigated and compared with findings of West European countries. The findings show, that the Seimas and the President office closely approach EU countries average level according to Internet intelligence. The analysis shows however most of Lithuanian ministries poorly use Internet feedback from society.

2000 metais Europos Tarybos patvirtinta Lisabonos strategija iškėlė tikslą per dešimtmetį Europos Sąjungą (ES) paversti dinamiškiausia žinių pagrindu augančia ekonomika pasaulyje, kartu didinant įdarbinimo galimybes ir socialinę sanglaudą. Ypatingas dėmesys turi būti skiriamas socialiai nuskriaustųjų, įskaitant neįgaliuosius, užimtumo skirtumams. Lietuva kartu su kitomis ES valstybėmis įsipareigojo daugiau rūpintis socialiai pažeidžiamiausiais asmenimis, plėtoti lanksčias ir neįgaliemsžmonėms labiau prieinamas darbo organizavimo formas. Jungtinių Tautų Neįgaliųjų teisių konvencija įtvirtina naują požiūrį į negalią turinčius žmones, pabrėžia jų teisę užsidirbti pragyvenimui iš laisvai pasirinkto darbo, verslumo ir nuosavo verslo. Verslo ir darbo rinka nėra palanki tokiems žmonėms, tačiau jiems gali padėti teledarbas ir e. verslas. Viena iš svarbių prielaidų neįgaliųjų atskirčiai mažinti yra interneto informacinės aplinkos pritaikymas šiems žmonėms. While realising Lisbon Strategy it is concentrated to two main tasks – to encourage stronger permanent increase of economic and to create more and better place of work. The most important attention should be paid to differences between social disadvantaged, both to disabled. It is important to fight against discrimination, to encourage opportunities of disabled for employment. Lithuania successfully participates in realisation programmes of Lisbon Strategy. State undertook for every resident who would like and can work, to create opportunities to ensure proper level of life by his or her work, more to care of most socially vulnerable persons, to develop the flexible forms of work organisation. Development of information society is one of the three main priorities of Lithuanian Republic, stated in Lithuanian long development strategy. It fits the goals of European Union. Objectives of Lithuanian information society development are coordinated with attitudes and demands of Lisbon Strategy and initiative "eEurope – information society for everyone". Disabled can integrate to labour market by taking part in distant work and e. business. It is quite important that disabled persons could use IT opportunities. Authors consider the opportunity of disabled integration in labour market by implementing modern information technologies.
Purpose—to analyze eIAS implementation reports and development peculiarities; to discuss measures that impede effective implementation of eIAS in Lithuania. Design/methodology/approach—logical and systematic analysis, meta-analysis. Findings—the article discusses the integration and use of eIAS solutions by the public sector in Lithuania. Main findings: 1) eIAS products and services are an integral part of a complex heterogeneous national platform consisting of regulatory, technical, organizational, social and even practical challenges; 2) National environment for eIAS remains underdeveloped for real life usage and promotion in order to reach critical mass applicability; 3) possibility to use different levels of eIAS for public e-Services is vital for the development of e-Government. Research limitations/implications—the general overview reveals implementation challenges and particularities of the eIAS in the public sector of Lithuania. The article does not analyse the exploitation stages of eIAS. Practical implications—the article evaluates regulatory, organizational, social and practical peculiarities of eIAS introduction and use in the public sector in Lithuania. The article forms a basis in order to exploit eIAS products and services more effectively. Originality/Value—offers insight into the eIAS topic and fills the information void of implementation of eIAS solutions in the public sector, as it is not widely analysed in Lithuania. ; Straipsnyje nagrinėjamas elektroninės atpažinties, elektroninio tapatumo nustatymo, elektroninio parašo ir su tuo susijusios patikimumo užtikrinimo paslaugos (EANPP) diegimas, kurį vykdo viešasis Lietuvos sektorius. Šių sprendimų diegimas turi būti siejamas su pridėtine verte, kuri suteikiama viešųjų e. paslaugų teikimo platformai, nes dauguma elektroninės valdžios plėtros modelių yra susiję su paslaugos perdavimo galimybe naudojant IRT technologijas. Svarbu yra įvardinti silpniausias grandis, kurios sudaro kliūtis tolesnei elektroninės atpažinties bei elektroninio tapatumo nustatymo plėtrai Lietuvos viešajame sektoriuje. Apžvelgiamas elektroninio parašo naudojimas uždarose ir atvirose sistemose, taip pat akcentuojami simetrinio ir asimetrinio kodavimo sprendimai, kurie lemia elektroninio parašo technologinį, funkcionalumo, saugos, rizikos ir kaštų lygį. Vertinama elektroninio parašo plėtra, susijusi su teisiniais, strateginiais, organizaciniais ir praktiniais diegimo aspektais, už kuriuos yra atsakingas viešasis sektorius. Lietuvoje elektroninio parašo diegimą neigiamai veikia horizontalus informacinės visuomenės politikos diegimo pobūdis, kai nebuvo numatyta institucija, prižiūrinti šios srities projektų vertikalų diegimą. Straipsnyje aptariami sėkmingai panaudoti elektroninio parašo sprendimai, kuriuos įgyvendinus teikiamos aukščiausio brandos lygio viešosios elektroninės paslaugos (SODRA, Registrų centras, Viešųjų pirkimų tarnyba, Valstybinė mokesčių inspekcija ir kt.). IRT panaudojimo elektroninei atpažinčiai vertė suvokiama kaip sprendimo pridėtinė vertė, kurią interpretuoja technologijos naudotojas, atsižvelgdamas į technologijos suteikiamą naudą – efektyvesnę organizacijos veiklą. Atsižvelgiant į Europos Sąjungos tarpvalstybinių paslaugų perspektyvą, taip pat pristatomas elektroninio parašo ir su tuo susijusios patikimumo užtikrinimo paslaugos įgyvendinimo modelis, kuris galėtų užtikrinti efektyvesnį šių sprendimų diegimą Lietuvoje. Išvados: a) Lietuvos viešasis sektorius koncentravosi ties sudėtingiausio lygio elektroninio parašo su kvalifikuotu sertifikatu diegimu, o tai reikalauja papildomų strateginių ir vadybinių sprendimų; b) Analizė parodė, kad sudėtingiausio lygio elektroninio parašo sprendimų diegimas Lietuvoje kol kas ne iki galo pasiteisino; c) Atsižvelgiant į tarpvalstybinių viešųjų elektroninių paslaugų kontekstą tikėtina, kad tik elektroninis parašas su kvalifikuotu sertifikatu užtikrins atvirų sistemų ateities poreikius, tačiau tokių technologinių sprendimų diegimas reikalaus ir organizacinių pokyčių.
Spanish electronic government projects are analysed in this article. These projects are the reduction of prices for the Internet connection, information society development, modern tax system in Internet, electronic election possibilities and perspectives, "Unified Internet window" project, electronic certificates project, telework establishment and the perspectives of electronic administration. Spanish electronic government were creating in the realization of individual projects from the year 1998. Spain is a young and quickly developing European Union state and because of this the experience of Spanish e-government projects would be very useful for Lithuania.

The paper is based on a research dealing with the e-inclusion policy in Lithuania. Authors describe and analyse public and private initiatives, designed to avoid electronic disjuncture, as these initiatives can be realized through innovative projects. E-inclusion is an activity, an instrument of creation of information society for everyone, e-inclusion helps to decrease the risk of digital disjuncture, to secure that disabled persons, elder persons and socially sensitive sets be involved in development of e-government and avoid new forms of disjuncture caused by information illiteracy and poverty of access to internet. Mykolas Romeris University participated as a national correspondent for Lithuania in eInclusion@EU project, which was launched under the European Union's Information Society Technology program in 2004.
