Die Ursache der Annexion der Krim durch Russland ist nicht außenpolitischer, sondern innenpolitischer Natur. Die bisherigen Methoden des Putin-Regimes, sich Legitimität zu sichern, funktionieren nicht mehr. An die Stelle der Simulation und Imitation demokratischer Verfahren soll nun die Zustimmung der Bevölkerung zu Putin als "Heerführer" treten. Dies geht einher mit der Inszenierung Russlands als "belagerter Festung". Aus einem hybriden System ist ein offen autoritäres geworden. Liberale Elemente in Wirtschaft und Gesellschaft werden bekämpft. Offene Repression gewinnt an Bedeutung. Dieser Weg führt in die Sackgasse. Das Regime kann einige Zeit darin verweilen, bevor das Land in eine Krise stürzt, die zur Ablösung des Systems führen wird. (Osteuropa (Berlin) / SWP)

Russia's development is reflected in the relationship between the centre and the regions and in the political and economic processes at the regional level. In the tension between the centre and the regions, the pendulum has gravitated steadily towards the centre since 2000. Vladimir Putin's centralisation of the state and the creation of a vertical structure of power to control the regions have led to a hypertrophic unity state. The price has been an enormous loss of control. There are indications that the regions are once again gaining in importance. Russia must abandon its sham federalism, without repeating the mistakes of the 1990s. Adapted from the source document.
