The article, based on the unpublished documents from the Archive of the Foreign Policy of the Russian Empire, reveals for the first time details of a little-known episode in the history of the Russian diplomatic service – the mission of Empress' Elisabeth I minister plenipotentiary Count of Courland Hermann Karl von Keyserlingk to Frankfurt am Main and Regensburg during the War of the Austrian Succession. The mission's goal was to achieve recognition of the Russian imperial title from the Emperor of the Holy Roman Empire. The author managed to find out, it was Keyserlingk who had the idea to send the official representative of Russia to the election of the Emperor in Frankfurt in 1745 and then in 1746 to the Imperial Diet in Regensburg, which approved the election results. Keyserlingk proposed the most straightforward plan that did not damage the prestige of Elisabeth I – to transfer the credentials with the imperial title to the College of Electors and to receive a recreditive (leave-letter), trying to get the title included in the text. The same should have been done at the Imperial Diet. The main task of the diplomat was to prevent the issue of the title from becoming the subject of discussion at meetings of the College of Electors and at the Diet, since the details of the discussion would undoubtedly get into the official documents of these institutions and become public. The moment for solving this delicate issue turned out to be a good one: the continued hostilities forced the Imperial Estates to seek help from Russia. As a result, they were ready to do Elisabeth I a favor. This largely explains the success of Keyserlingk's mission, which enjoyed the support of imperial diplomats – representatives of the Electors of Mainz, Saxony, Bohemia and at the final stage – of the Elector of Brandenburg, King of Denmark and Emperor Franz I. The article also examines Keyserlingk's participation in recognizing the seventeen-year-old Grand Prince Peter as Duke of Holstein-Gottorp, a legal major a year early.

The article analyzes the role of trade policy in ensuring the competitiveness of the automotive industry – one of the most sensitive to the changes of economic conditions and important for providing national economic security – and finding a balance between the need to regulate the internal market and the implementation of the commitments under WTO. The analyze of the current condition of the Russian automotive industry has shown that, despite the low share in the world production and exports, Russia has a great potential for growth, mainly due to the unsaturated domestic market. It is proved, that the development of the automotive industry as one of the innovative industries in the country has all the necessary terms. Moreover, the priority areas for the development of the automotive industry include, first of all, the creation of a full range production with foreign investment. Measures of attracting and regulating FDI received much attention due to their relationship with the instruments of trade policy, as the production of capital goods, particularly automobiles, require imports of components, and FDI, in turn, promote the export of finished products. The commitments taken by Russia in the automotive industry include reduction of duties on imported cars, the renegotiation of investment programs and rules for the functioning of special economic zones. At present, the most acute question is car recycling tax, which has led to a trade dispute with the European Union, and may lead to countervailing measures against Russian goods. Considering WTO rules, recommendations on the use of the most effective instruments of foreign policy, aimed at improving the competitiveness of the Russian automotive industry, were made, including the rationalization of import and the attraction of new technologies due to the diversification of customs duties on certain groups of automotive components, lowering income taxes, a gradual decrease of the fiscal functions of the customs tariff; the stability and transparency of the instruments of trade policy and simplification of customs procedures.

Introduction. This paper is aimed at analyzing the songs of the British group "The Beatles", and the songs of the Russian artist, poet and singer V. Vysotsky for the purpose of their soft skills representation. The relevance of the work is determined by the general, keen interest to the formation and development of social competences as the foundation of improving successful interpersonal relations in the 21st century. The novelty of the research lies in the fact that for the first time the study of soft skills was carried out on the basis of the creative work of the prominent representatives of the Russian and British musical culture of the past century.Methodology and sources. Due to the fact that the musical creativity of "The Beatles" and V. Vysotsky was considered primarily from the standpoint of linguistic material, the research methodology was based on the principles of linguistic text analysis, such as methods of component, cognitive and discourse analysis. In addition, the paper analyzes the works of domestic and foreign scientists devoted to the basic principles of the formation and development of soft skills of a person today.Results and discussion. The article demonstrates a new, non-standard approach when working with the mastery and training of soft skills. The development of creative abilities directly depends on the emotional response that the material evokes. Music compositions have a more intense impact on a person, because they combine two components: lyrics and tune. Therefore, the analysis of songs can serve as an additional source of improving creative thinking. Comparison of soft skills representation in Russian and English songs did not reveal any clear distinctive national features of the skills under consideration, which once again proves their universality.Conclusion. The study of artistic images and metaphors presented in the lyrics of both Russian and English singers can form the basis of a new methodological approach aimed at developing non-standard, creative thinking, which can be applied at various levels of the educational process.

From the countries in Southeast Europe, only in Bulgaria, at the Medical University - Varna (MU-Varna) there is a training in the discipline "Maritime Medicine". The course is revealed by the Academic Board of the MU-Varna on 26 March 2007 at the initiative of assoc. prof. Hristo Bozov, MD, PhD, and with the support of Prof. Anelia Klisarova, MD, PhD, DSc - Rector of MU-Varna. For a short period of three years a team of doctors and other professionals succeeded in meeting the public need for the creation and development of this new medical discipline. The course includes 24 lectures and 6 practical classes. Speakers and instructors are lecturers from the Medical university -Varna, the Naval hospital - Varna to the Military Medical Academy (MMA - Varna), the Naval Academy - Varna (NA-Varna), the Naval Forces, the Naval Base - Varna and the Bulgarian Red Cross - Varna (BRC). It is held with great interest by students and ends with a 2-days rowing march to Tsonevo dam, together with the marina "Varna - S.T." and the medical university club "Sky and tourism". The new course will be conducted during the summer semester of the academic year 2010-2011 and the expecting volunteers have been are already enrolled.

U-Pb dating (LA-ICP-MS) of detrital zircons from the upper Cambrian - lower Ordovician terrigenous deposits of Baidarata allochthone (northern part of the Polar Urals) is performed. Analysis of the youngest populations of detrital zircons suggests wide development of Uralides instead of Preuralides as it was believed before. The source of sediments for investigated Baidarata allochtone rocks was probably Bedamel' island arc rather than Timan orogen. According to results of statistical analysis of detrital zircons data from coeval deposits of Arctic region, similarity of sedimentary provenances for Baidarata allochtone, Novaya Zemlya and Severnaya Zemlya archipelagos is observed.
