The current work is the only in-depth study examining in detail the influence of constitutional, international, and EU law on the Bulgarian social protection. The research is of value not only in relation to the concrete national context but also contributes to larger-scale debates on the extent to which fundamental rights result in subjective positions alongside the constant restructuring of the scope and expenditure of social protection measures. Moreover, the examination on the influence capacity of EU law contributes to more nuanced dis-cussions on the latter's debated role vis-à-vis national social protection systems.

Technology has already transformed higher education worldwide, content in media from radio and TV and audiovisual content in streaming digital platforms on the internet. If we talk about the Age of industrialisation in past centuries now we live in fast developing Age of Information where computers are talking to one another, humans are talking to computers and humans are talking to humans through computers. The important point in the Information Age is access to information and access to content. In the time being we might be able to say that we live in the Age of Google and the upcoming Age of AI. In education technology can help students and teachers to enlarge their potential to access educational processes, personalized forms of learning, online teaching, and learning opportunities which we could see during the COVID-19 pandemic. Digital platforms widen the possibilities for the internationalization of higher education through access to open science and open data in digital platforms, new opportunities for international research, and collaboration of sciences.

This thematic issue generally might be entitled "Digital communication, and social transformation". The articles are short, and the idea is that they show trends, and register processes in the communication field, in the communication process, and in society.In Sofia in one of his lectures, Louis Bassat said: "The changes are so many and deep that they are not evolutionary, they are revolutionary". We tried to register some of them by gathering the opinions of young researchers and established scientists, to outline some of these processesand to see the changes that have already occurred as a result. These articles register a small part of the numerous dynamic changes that are already part of the communication field and in our society as a whole today.

Аn attempt is made to examine through this article different communication approaches in Science Communication. An attempt is made to see whether the design the "classical" communication campaign can be seen in science communication. An analyses of the role of event management in organizing events communicating science. Focus to different audiences, the presence of materials communicating science in digital platforms and social networks, how audiovisual content or informational messages are orientated to different groups of users or groups of audience. Some of the policies of European Commission are followed in Science Communication.

The United Kingdom's decision to leave the EU is causing a strong political, legal and, last but not least, social turmoil. Arguably, the impact is even greater for children who are growing up as part of the Union, and belong to families of mixed nationalities, and/or have cross-border relations to different states and educational systems. The interpretation of the post-Brexit EU law rights of children with British nationality should fi rst examine the pre-Brexit children's rights under the European freedom of movement law to assess the exact scope of the change that the removal of European citizenship will entail. An overview of the case law of the European Court of Justice ("ECJ") on the freedom of movement rights demonstrates an evolution in the understanding of the rights of children under EU law, a development which observes more and more children's specific needs, as embodied in children's fundamental rights provisions. This development came about in a sporadic fashion, shifting between treating children's rights as ancillary add-ons to their parents' EU law market rights and acknowledging children's individual rights. Eventually, the ECJ attempted to reinforce the latter approach by examining children's Union citizenship and rights under EU law by referencing children's fundamental rights, enshrined in Article 24 of the Charter of Fundamental Rights of the European Union, for the sake of maintaining "children's equilibrium". The referring to the so-called '"children's equilibrium"' would suggest that a respective child-related approach was adopted in the interpretation of European law via which the stated equilibrium could be achieved. Yet, apart from the inclusion of Article 24 in the legal discussion, the development of a comprehensive child-related approach with a view to the securing of children's equilibrium requires further judicial engagement in two main directions. Namely, the need for more guidance remains, especially along the lines of elaborating the EU's uniform children's rights obligations and making sure that children are seen as individual rights holders. On the basis of these existing criteria, for the purpose of this paper a child-related approach is to indicate the consideration and integration of children's rights in the legal reasoning, by regarding children as independent rights-bearing individuals. The paper will argue that the upcoming legal uncertainties could be levelled down if the goal of maintaining children's equilibrium through the child-related approach was applied in the interpretation of the EU law-related rights of children with British nationality. Further, since the proposed approach could also be based on the Convention on the Rights of the Child, it could also serve as a bridge for the application of the "children's equilibrium" approach in the UK with a view to a time when the Charter is not to be applicable any longer.

This paper revises the category of the emergent reader in the light of the media theory of reading. The purpose is to find a solution to the long-occurring problems of the readers from the age of the television and the digital age, among which are easier reading refusal, reading incomprehension and susceptibility to manipulation when reading. Methods: Systematic and critical analysis was applied to the studies of the new theory of the First Thousand Days of Life, as well as to the effects of the preliteracy and emergent literacy programs. We also took into account the findings and the recommendations for future research on the developing readers, formulated in the "Stavanger Declaration Concerning the Future of Reading" published in January 2019. The results show that reading foundations are laid much earlier before it was ever thought - a circumstance that is underestimated by parents, politicians, educators and even researchers. Taking into account the increasing risks in the global reading medium, we propose the development of policies for expert trainings on "future image" of the child, professional mentor son home and family reading and personal tutors for reading culture.

The EU's scientific potential is increasingly flowing into the world of new scientific knowledge. The object of this paper is the communication interpretation of the Open Science policy, covering not only access and storage of scientific information and preservation of scientific information, but communication aspects also. Purpose of the study: Establish modern trends in the scientific ecosystem oriented towards facilitating the publication and communication of scientific results. Tasks of the study: Compare new solutions in science communication models in the most popular platforms, and explore what is the alternative to traditional scientific journals. Methodology/approach: The qualitative systematic review (qualitative evidence synthesis), scientific criticism of sociological surveys, methods of analytic and synthetic processing of primary and secondary resources, secondary data analysis and overview of scientific publications available in the libraries worldwide, have been used to obtain data about the impact of new EU solutions: the European Road Map for development of the European Research Area (ERA), the European Strategy Forum for Research Infrastructures (ESFRI), the Organization for Economic Cooperation and Development, etc. A comparative analysis of innovation in publishing platforms was conducted with special attention to the Bill and Melinda Gates Foundation's Gates Open Research platform. Results: The creators of the Gates Open Research platform defend the view of the rapid and socially beneficial effect of new and publicly-accepted scientific knowledge. The cutting-edge solutions are: transfer power from the hands of editors to the hands of the authors; minimize barriers or gatekeepers on the path of the new scientific outcome for society; assessment of the research not in view of the venue of publication but on the basis of the intrinsic value of the completed study; minimize the funds invested in publishing and dissemination. Implications: The conclusions can be important in identifying technological and ideological regularities for optimizing the model of scientific publications and increasing the speed and visibility of any scientific news.
