AbstractBy critically engaging the literature on the inclusion-moderation hypothesis, this paper seeks to show how the normative structure of secularism constitutes, enables, and restricts the discursive space in which Islamists can justify political action. It analyzes changes in Tunisian Ennahda's discourse (2011–2016) as an attempt to navigate between standards of recognition imposed on them by the normative power of secularism on the one hand, and what they can convincingly integrate into their own platform on the other hand.

One of the fundamental distinctions informing studies on civil war is that between state and non-state actors as parties to an armed conflict. As we argue, however, this binary has recently come under increased scrutiny in light of real-world developments in armed conflicts. The article builds on newer scholarly contributions that have exposed the porous boundaries between state and non-state actors and orders while demonstrating a striking convergence in their behaviour. Drawing on examples from conflict zones in West Asia and North Africa, we investigate phenomena in civil wars that uncover the tenuity of state/non-state distinction.

Abstract
The article examines the romantic narratives told by the "Islamic State" in the propaganda online videos of foreign fighters. Employing a method of narrative analysis, based on insight from Literary Studies and Narratology, it holds that while narratives of jihad differ to "war on terror" narratives told in the West with regard to their content, narratives of jihad employ a very western romantic genre style. Focusing on the narrative elements of setting, characterisation and emplotment the article illustrates a romantic narrative of jihad which contains classical elements of a romantic story in which the everyday person is forced to become a hero in a legitimate struggle against an unjust order for the greater good and in aid of the down trodden. The article thereby aims to contribute to the debate on why such narratives of jihad have an appeal in certain parts of western society.

"'Im Jahr 2014 scheint unsere Welt aus den Fugen geraten', resümierte Außenminister Frank-Walter Steinmeier (2014) jüngst die globalen Konflikte und Krisen, mit denen sich die Weltgemeinschaft konfrontiert sieht. Angesichts der sich wandelnden Herausforderungen, so argumentieren derzeit viele Spitzenpolitikerinnen, müsse die deutsche Außenpolitik ihre Rolle in der Welt überdenken. Spätestens seit der Münchner Sicherheitskonferenz Anfang 2014 ist das Thema aus der öffentlichen Debatte nicht mehr wegzudenken. Die Bundesregierung scheint dabei mit der Tradition brechen zu wollen, Außenpolitik als Elitenprojekt zu begreifen: Zu Beginn des Jahres stieß das Auswärtige Amt die Initiative 'Review 2014 - Außenpolitik Weiter Denken' an. Hier sollen deutsche und internationale Vertreter aus Diplomatie, Wissenschaft und Zivilgesellschaft zu Wort kommen, um ihre Visionen für Ziele und Mittel der deutschen Außenpolitik zu diskutieren und in den Willensbildungsprozess einzubringen. Der nachfolgende Beitrag basiert auf einer kritischen Auseinandersetzung mit den Forderungen nach einer neuen deutschen Rolle, die im Rahmen dieses Projektes veröffentlicht wurde (Spandler/Pfeifer 2014)." Recognition is often considered a means to de-escalate conflicts and promote peaceful social interactions. This volume explores the forms that social recognition and its withholding may take in asymmetric armed conflicts, examining the risks and opportunities that arise when local, state, and transnational actors recognise, misrecognise, or deny recognition of armed non-state actors. By studying key asymmetric conflicts through the prism of recognition, it offers an innovative perspective on the interactions between armed non-state actors and state actors. In what contexts does granting recognition to armed non-state actors foster conflict transformation? What happens when governments withhold recognition or label armed non-state actors in ways they perceive as misrecognition? The authors examine the ambivalence of recognition processes in violent conflicts and their sometimes-unintended consequences. The volume shows that, while non-recognition prevents conflict transformation, the recognition of armed non-state actors may produce counterproductive precedents and new modes of exclusion in intra-state and transnational politics.

Die Nachfrage nach natürlichen Ressourcen ist in den letzten Jahren weltweit kontinuierlich gestiegen. Umgekehrt ist das Angebot bei vielen dieser Ressourcen begrenzt und die Bestände sind weltweit sehr ungleich verteilt. Aufgrund ihrer herausragenden Bedeutung wird der Wettlauf um knappe Ressourcen zu einem zentralen Faktor nationaler Entwicklung und der internationalen Beziehungen. Wirtschaftliche Aspekte sind dabei oft aufs engste mit politischen Fragen verknüpft. Mit Blick auf die globale Gerechtigkeit analysieren die Autoren, wie eine Eskalation des Wettlaufs um Ressourcen vermieden und kooperative Lösungen für ein nachhaltiges Ressourcenmanagement gefunden werden können. Dazu ist aus ethischer Sicht etwa zu klären, wem die natürlichen Ressourcen gehören und wer welchen Anteil an den daraus erwachsenden Einnahmen erhalten soll.
