Human resources play a key role in the comprehensive development of a nation. Therefore, all provinces in Vietnam have defined human resources training, employment and development as a top concern. In the context of global integration, tourism is defined as a spearhead economic sector with great potential and high competitiveness, requiring the industry to concentrate and develop its core human resources to meet the demand. The main aim of this thesis is to evaluate the impact of the Binh Thuan Tourism Human Resource Development Project in the Period 2010-2015, with Orientation to 2020. The results of this project have been previously reported but not thoroughly evaluated. The data of this study was collected through 15 interviews from tourism managers, researchers and lecturers. In addition a survey was sent to five target destinations. Based on the results of the study show a change in the quantity and quality of tourism human resources in Binh Thuan. In addition, the study also found out the satisfaction of tourists for the tourism service staff. Furthermore, by assessing the effectiveness and impact of the project, the study also provides solutions and recommendations to improve future project in the area. Finally, the research results of this thesis might hopefully support the local authorities in continuing programs that will bring about long-term positive effects in Binh Thuan province. Accordingly, related government agencies will also enhance the state management capacity in the tourism sector, maintaining its quality, sustaining the local tourism brand name, enhancing the competitiveness and sustainable development of Binh Thuan tourism.

To understand the overall of current veterinary hygiene situation concerning microbiological contamination of food, we have conducted a survey, interview, collecting and analyzing samples derived from poultry (alive and carcasses), slaughter environment of 36 small slaughter houses in the rural area of Hanoi. Almost all small slaughter houses (98% indoor and 100% at the bazaars/day-market) in the lowest veterinary ranking according to the government criteria. The rate of Salmonella contamination was 29.2% for the cloacal swab, 40.6% for carcasses, 2.9% for rinse water, 80.6% for waste water, 30.6% for slaughter floor and 63.9% for tools. Among the isolates from the most noticeable contamination carcasses, it was important to note that there were present of 2 serotype (S.enteritidis and S.typhimurium) that belong to the high risk group of food poisoning, originated from poultry during slaughtering processes. The Salmonella isolates had the antimicrobial resistance properties to most common antimicrobials, readily spreading along with the poultry meat chain. Water source and waste were both the highest risk factors leading to the Salmonella contamination for carcasses. There were two main recommendations to improve the hygiene condition at the time being, which were (i) to make awareness of high risk of bacterial contamination to the owners and butchers, (ii) improve the quality of water source as well as the waste treatment.

OBJECTIVE: To assess the proportion of, and reasons for, households not utilising the policy of free healthcare for children under 6 years of age (FCCU6) for hospitalisation with diarrhoea, and assess the risk of catastrophic expenditure for households that forgo FCCU6 and pay out of pocket. METHODS: Invoices detailing insurance information and charges incurred from 472 hospitalised diarrhoeal cases in one paediatric hospital in Ho Chi Minh City were retrieved. Hospital charges and the utilisation of elective services were analysed for patients utilising and not utilising FCCU6. Associations between socio-economic factors with non-utilisation of FCCU6 were evaluated. RESULTS: Overall, 29% of patients were FCCU6 non-users. The FCCU6 non-users paid a median hospital charge of $29.13 (interquartile range, IQR: $18.57-46.24), consuming no more than 1.4% of a medium-income household's annual income. Seventy per cent of low-income FCCU6 non-users utilised less-expensive elective services, whereas only 43% of medium income patients and 21% of high-income patients did (P = 0.036). Patients from larger households and those with a parent working in government were more likely to use FCCU6. CONCLUSIONS: The rate of FCCU6 non-usage in this study population was 29%. A significant proportion of those that did not use FCCU6 was from lower income households and may perceive a justifiable cost-benefit ratio when forgoing FCCU6. Although a single diarrhoeal hospitalisation is unlikely to induce a catastrophic expenditure, FCCU6 non-usage may disproportionately increase the risk of catastrophic expenditure for lower income households over multiple illnesses.
