The creation of the National Health System (ESY) in the 1980s is a majorlandmark in the development of the welfare state in Greece during the metapolitefsi (regime change) period. An ambitious effort to reform the fragmented, ineffective health services of the post-World War II period, it achieved a major reorganisation of public hospitals and the establishment of rural health centres providing primary health care. Yet its promise of high-quality services for all was not fulfilled, since vested interests blocked its full implementation. While the fiscal crisis of the 2010s was the catalyst for theunification of the health insurance funds, the creation of integrated primary health care intowns failed once again. This article examines the achievements and failures of the reform in light of the political and social factors that shaped this era.

Decentralisation is a complex, yet basic feature of health care systems in many countries entailing the transfer of authority or dispersal of power in public planning, management and decision making from higher to lower levels of government. This paper describes the attempts made in Greece from 1923 until today to decentralise its highly centralised health care system, drawing on a thorough documentary analysis of legislative acts and official reports regarding regional health policy. The analysis shows that, although decentralisation has been attempted on several occasions, in the end it was abandoned every time. The first ever implementation of a decentralised system of governance in 2001 was also curtailed, resulting in only minor decentralisation of authority and real powers. It is suggested that decentralisation has been impeded by many factors, especially obstruction by opposition from key interest groups, absence of policy continuity between governments, the inability to tackle the bureaucratic and highly centralised system and lack of political will.

This article discusses some of the factors that have shaped the development of social work in Greece and analyses its present level of professionalisation. There were four main factors: (i) the familialist‐statist social care model in which social work operates in Greece; (ii) reluctant state support related to a complex set of specific political, social and economic conditions; (iii) the pressure of new needs in recent years as a result of the aging population, family changes and increasing numbers of immigrants; and (iv) the European Union's financial support and regulatory role in various social policy sectors. The present status of the profession indicates a satisfactory protection of professional rights, a slow but steady improvement in the educational process, but also limited occupational control.

Purpose. This study describes the nonfatal injuries among adolescents in Palestine.Methods. The 2006 Palestinian Health Behaviour in School-aged Children (HBSC) is a cross-sectional survey. Students of grades 6, 8, 10, and 12 completed a modified version of the international HBSC questionnaire, resulting in 15,963 students (47.3% boys and 52.7% girls) included in this study (56.9% from the West Bank and 43.1% from Gaza).Results. Of the total 15,963 adolescents, 47.6% were injured, with boys (53.5%) being statistically higher than girls (42.1%) (P<0.001). The prevalence of those injured more than once decreased by age and was also found significantly higher in boys than in girls (27.3% and 17.9%, resp.) (P<0.001). Children living in low FAS families showed significantly lower ratios of injuries than those living in moderate and high FAS families (P<0.001). Injuries while biking were significantly higher among boys (46.3%) than girls (41.7%) (P<0.001), and injuries while walking/running were more prevalent among girls (32.5%) than boys (28.0%) (P<0.001).Conclusion. Despite these considerably high rates, injury remains relatively underappreciated. Results of this study are useful to develop a national injury prevention program aimed at enhancing the safety of Palestinian adolescents.
