Alterssicherungssysteme in Asien: Reformbedarf und neueste Entwicklungen
Besides the detrimental impact of an aging population on state pay-as-you-go pension schemes, Asia's rapid industrialization as well as urbanization continues to decrease the importance of the traditional family-based (informal) old-age support substantially. Especially, predominantly agrarian societies like China and Indonesia have to build-up formal pension systems. Except for Japan, state pay-as-you-go pension scheme are not common. In most countries corporate pension schemes exist, while only in Malaysia and Singapore individual retirement accounts managed by a national agency are mandatory; therefore, its capital stock being of economic relevance. Due to higher returns of privately run pension funds, recent reforms in Asia have led to a spreading of (mandatory) occupational pension schemes on a defined-contribution basis, leaving only the supervision and regulation in the hands of the government. At the same time, less strict portfolio regulation as well as a general trend towards increasing the retirement age is observable. Nevertheless, these reforms provide only first steps towards the construction of fully formal pension systems in Asia.

Die Veränderungen in Südafrika haben Hoffnungen auf positive wirtschaftliche Auswirkungen für die Nachbarstaaten im südlichen Afrika geweckt. Dem steht aber gegenüber, daß die Kaprepublik ihre aus der Apartheid übernommenen strukturellen Defizite überwinden muß wie z.B. Binnenmarktorientierung, geringe Kapitalbildung, Staatsinterventionismus und soziale und arbeitsmarktpolitische Folgen der Rassentrennungspolitik. Trotz der Versuche der neuen Machthaber, sich den Anforderungen in ihren politischen Programmen anzupassen, bleiben die bisher erzielten Ergebnisse hinter den Erwartungen zurück. Die benachbarten Staaten sollten sich daher in erster Linie auf ihre eigenen komparativen Vorteile nach Durchführung von Wirtschaftsreformen verlassen. (DÜI-Wgm)

The six countries of the Gulf Cooperation Council face similar economic and political problems: falling oil revenues, growing budget deficits and increased demands on their foreign resources, a one-sided economic structure and increased pressure by public opinion for political rights. Their approaches to finding solutions have varied. Will these approaches be adequate to exploit the economic potential of the region in the future? Improvements in certain areas give ground for optimism.

Anfang der 1980er Jahre war Südkorea nach einem Jahrzehnt extrem starken wirtschaftlichem Wachstums eines der höchstverschuldeten Entwicklungsländer. Ende 1990 wird es seine gesamte Auslandsschuld abgebaut haben und zum Nettogläubigerland geworden sein. Nach einem Überblick über die wirtschaftliche Entwicklung dieses Landes seit 1945 untersucht der Autor die Faktoren (Auslandsverschuldung, Bedeutung des Exportsektors bei der Erwirtschaftung des Bruttosozialprodukts u.a.), die zum Wirtschaftswachstum Südkoreas beigetragen haben.
