The Contributions of Patrick Colquhoun to Social Theory and Social Philosophy

AbstractBiographical details of Colquhoun's early life are remarkably scanty. Little is known of his childhood and adolescence. His only formal education was at the local grammar school, where he would have learnt Latin. At the age of sixteen, Colquhoun immigrated to America. During the five years he spent in Virginia, Colquhoun developed an interest in law, political economy, and the social sciences from his legal acquaintances there. In the year of the French Revolution, Colquhoun abandoned the pursuit of commerce and devoted himself to philanthropic and intellectual interests. Colquhoun was far in advance of his time as he argued for the compatibility of social regulation with liberty.

A brief, general history of the concepts, values & soc forms of the West is related to the experience of colonialism & independence in the East & the resulting confrontation with the West. It is pointed out that 'The types of soc sci introduced into the colonies precluded indigenous self-awareness.' Indigenous scholars in the colonies defined anthrop as 'the sci of culture as seen from the outside,' & created a moral distance between themselves & their fellow men. The soc sci's, instead of being instruments for understanding & remaking the soc order, were implanted without regard for the diff soc circumstances in the colonies. Alien intellectual domination also stultified the development of a sociol adapted to the local needs of Asian countries. The intellectual dependence of colonial soc sci on Western models continued after independence. The humanistic, less technical, pol'al econ which takes cognizance of non-econ variables may well be more appropriate for Asian countries than modern econ sci. However, the implantation of Western-oriented theories & methods continues. In anthrop the very assumptions of Western scholarship are open to serious question. An Indian writer, G. Kumar, has proposed the declaration of a moratorium on foreign academic aid during the next 5 yrs. Unfortunately, most sociol'ts in the Asian region are content to adopt the Western conceptual kit without serious question as to its transferability, with the exception of Japan, which has a tradition in sociol going back to 1879. Indigenous sociol can emerge in Asian countries only as a consequence of erosion of traditionalism which hampers understanding of the demands of a changing society. M. Maxfield.
