New Spain eighteenth century fiscal reforms in their multiple historical dimensions ; Las reformas fiscales novohispanas del siglo XVIII en sus dimensiones históricas múltiples
The article starts analyzing along the historiography on bourbon reformis covering already most oft he XVIIIth century the crucial political dimensions of the process along the different realms from Philipp V to Charles IV. Centering particularly on the visitation of José de Gálvez to New Spain in the 1760's the author develops the thesis that fiscal reformism demonstrates that the crucial political alternative, i. e. maintain the imperial structure inherited from hapsburg time and fixed in the Recopilación from 1680/1 or change the political-adminsitrative system into a government over the territory and ist inhabitants was never decided and reformism thus only changed resulting consequences but never the system itself. ; Partiendo de un análisis de las dimensiones del reformismo en el virreinato novohispano a través de la amplia bibliografía cubriendo casi todo el siglo XVIII completo, este estudio analiza las dimensiones políticas del reformismo en sus distintas fases, desde Felipe V hasta Carlos IV. Insistiendo particularmente en el período de la visita de José de Gálvez, el estudio parte de la hipótesis de que los conflictos en torno a estas reformas versan en el fondo sobre si debería continuar el régimen imperial, heredado del período de los habsburgos y condensada en órden legal en la Recopilación de las Leyes de Indias de 1680/1, o si la cohesión de la monarquía transatlántica exigía el cambio a un régimen de gobierno territorial. A pesar de las reformas de Carlos III y sus ministros, el dilema se mantiene hasta el final del siglo y explica en gran medida que, a pesar del cúmulo de reformas, nunca se decide de forma clara esta alternativa subyacente de las reformas.
