The change from authoritarian rule to constitutional civilian government has not always been able to guarantee fundamental civic, social, & economic rights for all citizens. The persistence of structural violations of economic & social rights threatens the political accomplishment of new democracies, due to the lack of change in the power structure of the system. A human rights approach is used to evaluate the wave of democratization in middle-range developing countries. It is contended that social exclusion & illegal violence are the primary obstacles to democratization. Discussion focuses on how to overcome this situation in an increasingly divided economic order between North & South, rich & poor. 1 Figure, 2 Illustrations, 49 References.
