International audience ; In the Anthropocene, marine ecosystems are rapidly shifting to new ecological states. Achieving effective conservation of marine biodiversity has become a fast-moving target because of both global climate change and continuous shifts in marine policies. How prepared are we to deal with this crisis? We examined EU Member States Programs of Measures designed for the implementation of EU marine environmental policies, as well as recent Euro-pean Marine Spatial Plans, and discovered that climate change is rarely considered operationally. Further, our analysis revealed that monitoring programs in marine protected areas are often insufficient to clearly distinguish between impacts of local and global stressors. Finally, we suggest that while the novel global Blue Growth approach may jeopardize previous marine conservation efforts, it can also provide new conservation opportunities. Adaptive management is the way forward (e.g., preserving ecosystem functions in climate change hotspots, and identifying and targeting climate refugia areas for protection) using Marine Spatial Planning as a framework for action, especially given the push for Blue Growth.

Marine protected areas (MPAs) represent the main tool for halting the loss of marine biodiversity. However, there is increasing evidence concerning their limited capacity to reduce or eliminate some threats even within their own boundaries. Here, we analysed a Europe-wide dataset comprising 31,579 threats recorded in 1692 sites of the European Union's Natura 2000 conservation network. Focusing specifically on threats related to marine species and habitats, we found that fishing and outdoor activities were the most widespread threats reported within MPA boundaries, although some spatial heterogeneity in the distribution of threats was apparent. Our results clearly demonstrate the need to reconsider current management plans, standardise monitoring approaches and reporting, refine present threat assessments and improve knowledge of their spatial patterns within and outside MPAs in order to improve conservation capacity and outcomes.

The re-examination of marine alien species or Non-indigenous species (NIS) reported in Italian Seas by December 2018, is here provided, particularly focusing on establishment success, year of first record, origin, potential invasiveness, and likely pathways. Furthermore, their distribution is assessed according to marine subregions outlined by the European Union (EU) Marine Strategy Framework Directive: Adriatic Sea (ADRIA), Ionian Sea and Central Mediterranean Sea (CMED), and Western Mediterranean Sea (WMED). In Italy, 265 NIS have been detected with the highest number of species being recorded in the CMED (154 species) and the WMED (151 species), followed by the ADRIA (143). Most of these species were recorded in more than one subregion. The NIS that have established stable populations in Italian Seas are 180 (68%), among which 26 have exhibited invasive traits.Among taxa involved, Macrophyta rank first with 65 taxa. Fifty-five of them are established in at least one subregion, mostly in the ADRIA and the CMED. Crustacea rank second with 48 taxa, followed by Polychaeta with 43 taxa, Mollusca with 29 taxa, and Pisces with 28 taxa, which were mainly reported from the CMED. In the period 2012-2017, 44 new alien species were recorded, resulting in approximately one new entry every two months. Approximately half of the NIS (~52%) recorded in Italy have most likely arrived through the transport-stowaway pathway related to shipping traffic (~28% as biofoulers, ~22% in ballast waters, and ~2% as hitchhikers). The second most common pathway is the unaided movement with currents (~19%), followed by the transport-contaminant on farmed shellfishes pathway (~18%). Unaided is the most common pathway for alien Fisshes, especially in CMED. Escapes from confinement account for ~3% and release in nature for ~2% of the NIS. The present NIS distribution hotspots for new introductions were defined on the first recipient area/location in Italy. In ADRIA the hotspot is Venice which accounts for the highest number of alien taxa introduced in Italy, with 50 newly recorded taxa. In the CMED, hotspots of introduction are the Taranto and Catania Gulfs, hosting 21 first records each. The Strait of Sicily represents a crossroad between the alien taxa from the Atlantic Ocean and the Indo-Pacific area. In the WMED, hotspots of bioinvasions include the Gulfs of Naples, Genoa and Livorno.This review can serve as an updated baseline for future coordination and harmonization of monitoring initiatives under international, EU and regional policies, for the compilation of new data from established monitoring programs, and for rapid assessment surveys.

ECS, however, still remain largely affected by increasing threats leading to biodiversity loss. Here, by using emblematic case studies and expert knowledge, we review current conservation tools, comparing their application in different areas to assess their effectiveness, potential for synergies, and contradictions. Despite regional differences in their application, the existing legislative frameworks have the potential to regulate human activities and to protect marine biodiversity. However, four challenges remain to be addressed to fully achieve environmental policy goals: (1) Lack of shared vision representing a limitation in transboundary collaboration. Although all EU countries are committed to fulfil EU Directives and other binding international legislative acts, a remarkable heterogeneity exists among countries in the compliance with the common legislation on conservation and in their degree of implementation. (2) Lack of systematic procedures for the selection of protected marine sites. Regional and national approaches in designating Natura 2000 sites and nationally designated marine protected areas (MPAs) reflect varying conservation targets and importance of conservation issues in political agendas. (3) Lack of coherent ecological networks. Natura 2000 sites and other MPAs are still far from reaching the status of effective networks in all considered case studies. (4) Hotspot of conflicts with private economic interests prevailing over conservation aims. Recommendations are given to overcome the fragmented approach still characterizing the conservation and management of coastal marine environments. [.]
