Este artigo é o resultado de pesquisas recentes sobre a expansão, no território brasileiro, de estruturas virtuais de acumulação produzidas por empresas usuárias de tecnologias financeiras de contabilidade pública distribuída par-a-par (P2P), também chamadas de fintechs. A elaboração desse artigo exigiu a execução dos seguintes objetivos: a) analisar como a competição e a disputa por novos mercados e serviços financeiros influenciam a expansão territorial das fintechs; b) explicar como se dá a distribuição das áreas de prestação de serviços dessas empresas; c) analisar como e onde ocorrem o crescimento das empresas consumidoras de tecnologias blockchain; e, d) investigar como os processos de competição, distribuição, expansão e crescimento, estão alterando e reestruturando a oferta e a procura por serviços financeiros, no Brasil. Para o desenvolvimento metodológico dessa pesquisa, foram adotados três procedimentos: 1º. Realizar um levantamento bibliográfico no âmbito da geografia sobre as mudanças produzidas nas relações socioespaciais pelo uso da tecnologia blockchain das atividades econômicas; 2º. Consultar à várias bases de dados sobre empresas clientes da tecnologia blockchain no Brasil; 3º. Analisar como os sítios-webs de publicações, que direta ou indiretamente estão vinculadas à grandes grupos financeiros-empresariais, avaliam o desempenho dos bancos tradicionais e das novas fintechs, usuárias da tecnologia blockchain. Assim, espera-se que essa pesquisa venha contribuir para oferecer uma visão abrangente, sobre o surgimento e a expansão de novos serviços financeiros implementados pelas fintechs no Brasil.
At the end of the 19th century and the beginning of the 20th century, the growth of deaths and the spread in Brazil of epidemic outbreaks interfered in the formation of public health policies and were central components for the constitution of large research institutions and laboratories, such as the Instituto Adolfo Lutz, Instituto Bacteriológico Domingos Freire, Fundação Oswaldo Cruz and Instituto Butantan. The development of major public health and sanitation initiatives helped in the initial creation of the National Health System and, subsequently, with the creation of the Ministry of Health and the development of the Unified Health System (SUS), constituted the structural bases of the power of national response of health institutions (hospitals, laboratories, foundations, centers and research institutes), to face the health crises in Brazil. A escassez hídrica tal qual iremos tratar nesse artigo, pode ser entendida como um processo generalizado de produção de disparidades e de exacerbação das desigualdades sociais. A falta constante de acesso a bens tangíveis e não tangíveis, de objetos, produtos, recursos, tecnologias, acesso a espaços e serviços considerados essenciais para a maioria da humanidade, é o que caracteriza, no período atual, o que denominamos como escassez. A escassez de água será tratada também como sendo decorrente do crescimento das desigualdades e vinculada à expansão do capitalismo periférico e à urbanização tardia, típica das economias "emergentes". Nesse sentido, nossos objetivos são, em primeiro lugar, analisar a escassez hídrica na Região Metropolitana do Rio de Janeiro (RMRJ), sob a gestão da Companhia Estadual de Águas e Esgotos do Rio de Janeiro (CEDAE), empresa responsável pelo fornecimento precário de água potável à maioria dos municípios da RMRJ; em segundo lugar, apresentar um quadro com um conjunto de ações políticas, possibilidades e estratégias políticas para a gestão e o enfrentamento da escassez hídrica, por meio de sistematização de recomendações selecionadas, a partir de práticas e estudos técnicos potencialmente compatíveis, em que serão propostas medidas, estratégias e escalas de ação, como alternativas à crise hídrica produzida por políticas neoliberais, que favorecem a distribuição espacial desigual da água no Rio de Janeiro.
