WHILE THE AMICABLE MEASURES ADOPTED BY THE ITALIAN GOVERNMENT HAVE BEEN BENEFICIAL TO THE ECONOMY AND HAVE SAFEGUARDED THE ITALIAN LABOR FORCE IN LIBYA, AND ITALY'S COMMERCIAL AIRCRAFT FROM THE HIGHJACKINGS FREQUENTLY SUFFERED BY OTHER COUNTRIES, ROME'S GOOD NEIGHBOR POLICY TOWARD LIBYA MAY ULTIMATELY BE REVISED. ANY POLICY OPEN TO THEORIES OF WEAKNESS CAN ONLY EMBOLDEN THE LIBYAN DICTATOR.

The terrorists who have acted within Italy over recent years are not entirely anonymous; names, backgrounds, modes of operation, & ideologies are known for many. These are reviewed for Italy's major terrorist groups. Victims are listed for each group, & each group's history of activity is reviewed. The terrorists' backgrounds, political language, & victims indicate that Italian terrorism is overwhelmingly a Leftist phenomenon which aims to bring about a Communist regime. At the same time these groups have made good their claim to be mortal enemies of the Italian Communist Party. Whether they have international connections is not known, but such evidence as exists suggests that they are using Eastern European communist nations as refuges from which to act. Modified HA.
