The article contains an analytical survey of key reforms in public administration in Russia: administrative reform and reform of public service. All reform tools are analyzed from the point of view of "technological" approach, encouragement of public institutions development and traditional for Russia way of control of heads and authorities of executive bodies. Perspectives and success of reforms are examined through four strategies: "Inertia", "Mobilization", "Rentier" and "Modernization".
The article contains a general comparative study of four strategies of social and economic development: "Inertia", "Renter", "Mobilization", and "Modernization". The context for comparison is explanation of correlation between adaptive features of Russia's contemporary economic system and particularities of the mentioned strategies with corresponding ways of managing economic development problems. The comparison is based on description of strategies essence, ways and tools to achieve results. Perspectives of achieving strategic purposes as well as expected results of implementation of each strategy are shown. Special comparative study of four strategies on the base of development of competitive markets as one of strategic aims of the Russian government is presented.
The article develops methodological approach to the analysis of groups of interests' influence on the choice of Russia's development strategy. It is possible to pass on to the analysis of specific issues of economic policy by forming several sub-groups in every "analytical" group. The article also considers the structure of Russian economy which was formed as a result of transformational crisis' influence on Soviet economy, and relevant international comparisons. Main alternative ways of transition to innovational development are the renewal of Soviet "triangle economy" (the scenario "Mobilization") and complex institutional changes (the scenario "Modernization").
