In this Top Twenty Commentaries section of the Centennial Issues of the journal, Nelson W. Polsby reviews his highly cited article The Institutionalization of the US House of Representatives(1968). The author traces the development of the idea to present a coherent pictures of the historical development of the US House of Representatives(HR) by bringing together large & disparate sets of time series data, organized in a theoretically informed way, the assistance by the Center for Advanced Study in the Behavioral Sciences, & the companion articles on the seniority system. Discussion of the main theoretical claim addresses the assertion that various elements of institutional practices cohered to produce the organizational structure of the HR, & the theoretical source of the relevant middle range theories is identified. Scholarship since the publishing of Institutionalization is concluded to have helped the author write his new book, & he expresses hope that the article has similarly inspired others. References. J.
