AbstractA considerable amount of literature has been devoted to analysing the genesis, rationale and modus operandi of the NGEU and RRF. However, not much attention has been paid to the practical implications of the RRF, and potential lesson-drawing, for established EU policies. EU cohesion policy is particularly salient in this respect, given the RRF's general objective of contributing to economic, social and territorial cohesion and the current discussions about the RRF serving as a model for future cohesion policy, to improve the policy's effectiveness, rationalise spending in view of future enlargements and better tie EU funding with reforms. Starting with a comparison between the delivery arrangements of EU cohesion policy and of the RRF, the study identifies and tests four expectations about their timing and absorption, possible displacement effects, administrative burden, and the impacts to be achieved, and tackles the following research questions: is it realistic to expect the RRF and cohesion policy to work synergistically, given the diversity in their delivery arrangements? Is the RRF proving sufficiently effective and simple, to represent a good model for future EU cohesion policy? Could the coordinative Europeanization that is typical of the RRF be a viable decision-making and implementation mode beyond emergency?

This study assesses the relationship between two components of European Structural and Investment Funds – control and audit systems, and simplification measures designed to reduce the complexity of implementation – and explores how this relationship conditions performance. It sets out financial control and audit systems and tasks in 2014-2020, and assesses the causes of complexity before exploring how issues are being addressed in the simplification agenda. The study reviews the treatment of control and simplification in the post-2020 debate before drawing together conclusions and recommendations for ESIF stakeholders.

International audience ; The paper examines changes in the Cohesion policy approach to financial management, control and audit in the 2000s in the context of broader shifts in governance towards greater financial accountability. It focuses in particular on the question of who is responsible to whom in relation to financial accountability; the instruments being used to ensure financial accountability; the impact of financial control on spending; and perceptions of the effects of financial accountability, including the ways that it interacts with other goals, notably administrative efficiency and policy effectiveness. It draws on extensive desk research, published quantitative data, and qualitative data collected via 60 interviews with senior staff in the managing, certifying and audit authorities of regional and sectoral programmes in 15 Member States, and also in the European Commission.

The study examines the implementation of urban development strategies in Scotland, UK, and the Veneto Region of Italy and fills an important gap in the knowledge about the capacity-building potential of such strategies. Following a principal-agent approach, the investigation shows that narrow delegation models incentivize compliance, are less conducive to capacity-building and reinforce an administrative capacity paradox. By contributing an original framework for the study of delegation models, a fine-grained understanding of administrative capacity that acknowledges the importance of agency for the success of capacity-building initiatives and policy recommendations for the period 2021–27, the research will be of interest to scholars and practitioners alike.
