La reforma educativa como estrategia gubernamental ; Education reform as a governmental strategy
Este trabajo parte del pujante debate político desatado en Alemania por los resultados del estudio PISA como estímulo para examinar más de cerca los objetivos estratégicos y los efectos de las reformas educativas actuales, de los cuales el estudio PISA es sólo un ejemplo. También evidencia que las medidas reformadoras sustentan un poderoso proceso de normalización. De esta manera, el estudio PISA, junto con otras medidas de reforma, puede ser visto como un "estabilizador de poder". Para entender esta situación con mayor precisión, este artículo considera los análisis de poder de Foucault. Los estudios sobre la gubernamentalidad inspirados por Foucault, en particular, contribuyen a un conocimiento más preciso de las técnicas de gobierno empleadas por el neoliberalismo. Indican cómo las técnicas de dominación política están vinculadas con las tecnologías del yo. El discurso de la auto-organización puede verse como el núcleo de una estrategia gubernamental para asimilar la educación más a fondo que nunca en la red de los procedimientos disciplinarios. ; This paper takes the vigorous political debate unleashed in Germany by the results of the PISA study as a stimulus to take a closer look at the strategic aims and effects of the current education reforms, of which the PISA study is only one example. In order to understand this situation more precisely, the paper turns to Foucault's consideration of the 'analytics of power'. The studies of governmentality inspired by Foucault, in particular, contribute to a more precise grasp of neoliberalism's techniques of government. They indicate how techniques of political domination are linked with 'technologies of the self'. Erstens greift der Autor Foucaults Analysen zur Disziplinargesellschaft auf, wobei sich sein Schwerpunkt auf die reformpädagogische Implementation 'sanfter Disziplinartechniken' konzentriert. In einer zweiten Überlegung thematisiert er die Krise der 'Einschließungsmilieus', wie sie vor allem von Deleuze (1993) umrissen wurde; auf diese Weise rückt Pongratz die aktuellen (Bildungs-)Reformprozesse in den Horizont einer heraufziehenden 'Kontrollgesellschaft'. Drittens verknüpft er die Perspektive der Kontrollgesellschaft mit neuen Formen der 'Regierung des Sozialen', die den ökonomischen und sozialen Deregulierungsprozessen eine 'moralische Aufrüstung' der Individuen zur Seite stellen. Wie diese gouvernementalen Strategien in aktuellen Bildungsreformprozessen ihren Niederschlag finden, versucht der Autor anhand einer vierten Überlegung anzureißen. Schließlich nimmt die fünfte Überlegung innere Widersprüche und Grenzen gouvernementaler Regierungspraktiken ins Visier, womit zugleich auch die 'governmentality studies' selbst in ein kritisches Licht gerückt werden. (DIPF/Orig.) ; The relation between 'freedom' and 'society of control' in the current context of education reform is considered in five deliberations. In the first deliberation Foucault's analysis of the disciplinary societies is applied to the implementation of 'soft disciplinary techniques' in the context of the New Education program. In a second deliberation the crisis of the 'enclosed environments' is discussed in accordance with Deleuze's famous postscript on the 'society of control'. In the third deliberation, the perspective of the society of control is linked to the new forms of 'governing the social', which add the dimension of a 'moral rearmament' of the individual to the economic and social processes of deregulation. The fourth deliberation addresses the question of how the governmental strategies impact on the current educational reforms. Finally, the inherent contradictions and limitations of governmental steering practices and also the 'governmentality studies' are under scrutiny.

Bei den Spielen geht es um die große Trias von Macht, Reichtum und Gewalt, geschickt verschmolzen in einer sozialdarwinistischen Melange, die das Gesetz der Stunde demonstriert: "wer die Kämpfe um Erdöl, Macht und Einfluß überlebt, der gewinnt das Spiel der Nationen." Die bittere Wahrheit einer von multinationalen Konzernen beherrschten, in Zentren und Peripherien zerfallenen Welt wird zur Spielvariante. Selbstgefällig leisten sich die Spiele-Erfinder den Luxus der Macht, die Welt aufzuteilen. Die gefährlich naive politische Philosophie der Spielkonstrukteure herrscht über alle Differenzen hinweg. Letztlich aber variieren die neuen Spiele alle nur das alte Muster von "Monopoly", in dem sich die Ökonomie der Zeit wie in einem Brennglas zentriert fängt. Im Hintergrund dieses Spiels für Erwachsene wird ein gedemütigter Mensch sichtbar, der Spielball von Großmächten ist. (KS)
