Résumé Cet article s'intéresse à la désignation des candidats qui veulent devenir le chef réel de l'exécutif. Dès lors, la comparaison en Europe occidentale est envisageable en examinant comment les partis politiques sélectionnent les candidats à la charge suprême dans le cadre d'une démocratie dite désormais exécutive et majoritaire. Cette dernière appellation est la marque de la place prise par le leadership au détriment de la fonction collégiale du gouvernement dans les régimes parlementaires. Il n'est d'ailleurs pas rare que cette évolution enregistrée par ces régimes soit qualifiée de « présidentialisation du système politique et institutionnel ». Aujourd'hui, les partis politiques s'essaient pour un certain nombre d'entre eux à la démocratie électorale interne. Une échelle des modes de sélection en fonction du degré de démocratisation prend ainsi forme, dont les primaires ouvertes constituent la forme de démocratisation la plus poussée mais aussi la moins pratiquée en Europe.

The article focuses on the process of designation of candidates who want to become the real head of the Executive. From this point of view it is possible to envisage a comparison at the European level by studying how political parties choose the candidates to the highest elected office within the framework of a so-called executive and majoritarian democracy. The latter qualification signals the growing importance given to individual leadership qualities rather than to the collegial function of the government in parliamentary systems. As a matter of fact, the evolution of these systems is often described as a process of "presidentialization of the political and institutional system". Nowadays, a certain number of political parties are trying to implement a system of internal electoral democracy. An assessment scale of the modes of selection based on the degree of democratization of the process is thus being established in which the open primaries represent the most advanced form of democracy, but also the least practiced in Europe. Résumé Sans revenir sur la sempiternelle question de la nature du régime, il faut cependant admettre que la fonction présidentielle constitue un obstacle à l'amélioration de la position constitutionnelle de l'opposition à moins que le chef de l'État n'y soit favorable. Cet article vise d'abord à approfondir l'idée d'une « opposition présidentielle », c'est-à-dire d'une opposition au président, à un moment où le système partisan se recompose et où la fonction présidentielle s'affirme à nouveau. Même si cette idée n'est qu'une hypothèse qui est loin de se vérifier, elle permet de mesurer l'abîme qui nous sépare d'une véritable revalorisation du Parlement comme lieu où l'opposition bénéficierait de droits exercés indépendamment du bon vouloir de la majorité.

Résumé À l'heure où certains s'inquiètent des attaques répétées à l'encontre de la fonction présidentielle, ou d'autres, au contraire, sont prêts à abattre la statue du commandeur, cet article cherche d'abord à comprendre le malaise qui touche l'institution présidentielle. Si responsabilité et pouvoir sont inéluctablement liés dans une démocratie constitutionnelle, l'absence de responsabilité politique du président a fini par saper les fondements de son autorité. Après trois cohabitations et l'introduction du quinquennat, la fonction présidentielle n'a été préservée qu'au prix d'une autorité diminuée dont on peut penser qu'elle ne pourra être restaurée qu'à la condition d'un exercice plus démocratique de la fonction.

While certain people are concerned by the attacks against the presidential office and others, on the contrary, seem ready to reduce the role of the president, the author tries, first, to understand the problems affecting the presidency today. Because responsibility and power are inescapably linked in a constitutional democracy, the lack of responsibility of the president has undermined the basis of his authority. After three periods of cohabitation and the introduction of the five-year term, the price to pay for the preservation of the presidential office has been its downsized authority which could only be restaured to its former status through a more democratic exercise of the office.
