This article provides a brief overview of the conceptual and institutional context in which the Peacebuilding Commission (PBC) was created. This is followed by an examination of the PBC's mandate, structure and the 'state of play' toward the end of its inaugural year. Finally, some strategic and operational priorities are outlined, which could overcome shortcomings in the design and initial efforts of the Commission. Upon the arrival of the new Secretary-General, this article aims to further the debate on what can be done to ensure the progressive development of this potentially powerful new instrument for building sustainable peace. The United Nations Development Programs provision of democracy assistance is examined to determine its efficacy in establishing electoral systems & its capacity to offer support to legislative bodies. An overview of the origins & evolution of the United Nations Development Programs involvement in supplying democracy support is given. After identifying the sundry forms of electoral assistance provided by the aforementioned office, eg, civic & voter education & training election officials, the case of United Nations Development Program involvement in Bangladesh during the mid-1990s is explored to ascertain the outcome of the offices democratic assistance. In addition, the disparate forms of assistance offered to legislative bodies are highlighted, eg, improving constituent-politician relations & strengthening legislative institutions; the case of the offices provision of democracy support to Niger during the early 2000s is reviewed to illuminate the efficacy of such assistance.
