In recent years the European Union has experienced an unprecedented influx of refugees and asylum seekers that has continued up until now. This issue is relevant to Lithuania as well, since the country has committed to host 1105 asylum seekers from Greece and Turkey, and their successful integration to large extent depends on legislation adopted by the Government. The present article analyses the concept of the international asylum law and the peculiarities of legal regulation of the refugee integration system in Lithuania. Both the analysis of legislative documents and experience in working with refugees has disclosed a gap between the existing theoretical system and its implementation in practice. The author discloses the problems of the refugee integration, when regulation of the social relationships is required; however there is no relevant legal norm that could be applicable in a particular case. The article also discusses the priorities and regulatory documents of the Lithuanian policy on integration; however the main focus is made on the theoretical analysis of the Description of the Procedure for Providing State Support for the Refugee Integration and – referring to the practical experience – on insights into its implementation measures. The analysis has disclosed that implementation of the refugee integration measures is hindered due to lack of a long-term policy on the refugee integration in Lithuania, lack of collaboration between the state and private sector and prevalent negative attitudes in the society; the above factors result in loss of interrelation between the legal norms and the social relationships that are to be regulated.

Social integration of third world country citizens living in Lithuania is one of the key issues of today's society as considering a trend of decrease in numbers, next year the growth of immigration to Lithuania is possible and necessary. Integration of immigrants is very important for both social linkage and economic development. So that immigrants could feel a part of society we must treat them honestly and provide them with means necessary to become members of our society. Integration is a continual, two-way process based on mutual rights and duties of both immigrants and Lithuanian society. Having analyzed scientific literature, a research object is an evaluation of third world country citizens' problem of social integration. Aim of research – to analyze a problem of social integration of citizens of third world countries living in Lithuania. Method of research: analysis of scientific literature, quantitative research applying questionnaire and qualitative research applying interview. Analyzing the firs goal – a theoretic discourse of migration rating theories of world migration, trends of world migration, theories of international migration and immigration challenge for Lithuania were studied. The second goal is for analysis of legal documentation of European Union and Lithuania and evaluation of a content of link between migration and social integration. The third goal was to reveal practical possibilities of social work in the process of integration of citizens from the third world countries. The fourth goal of the work was to carry out quantitative and qualitative research of integration problems of citizens from third world countries touching the aspects of social work. Citizens from third world countries and experts in the field of migrants' integration were surveyed. According to the conclusions, citizens from third world countries living in Lithuania, face problems in various life areas. The most frequent problems are those of employment, accommodation purchase, formal and informal exploitation of citizens from third world countries in sectors of occupation, violations of social rights, intolerance of society. As a consequence one third of citizens from third world countries living in Lithuania experience discrimination and disintegration. Quantitative and qualitative tests revealed that social partners, who could represent migrants and defend their rights, should work in the field of migrants' integration.

This article presents the aspect of the social work professionalization which responds to the new challenges of a global society that is the refugee migration. The refugee problem in the European Union has recently become one of the important social problems. Due to the political situation in Africa South European countries are already unable to manage the daily flow of refugees. EU Parliament is trying to solve this problem. Lithuania has to be ready to solve this problem as well. The country which receives refugees not only has to have the legal regulation of this process, but also the professionals who could ensure the success of their adaptation. The authors, using different empirical research materials which were conducted in Lithuania in the years 2011–2014, reveal the depth of the needs and the possibilities of the social work services while implementing these needs in the context of social services in Lithuania. This is the presentation of the experience available. This article can help you to assess the situation and the opportunities that are ahead for the Lithuanian society when helping to solve the problem of today's refugees in the European Union. At the same time this article reveals one more aspect of the identity in the social work profession, revealing the depth of the social worker's competencies in a changing society and his ability to operate in unspecified situations.
