This study shows the importance of introducing control over the work of internal auditors in public enterprises. The aim of the study is to indicate possible benefits in the operations of public enterprises following the control conducted over the work of internal audit by public finance bodies. To reach their aim, the authors conducted a research and determined the existence of differences in the efficiency of operations in public utility enterprises with internal audit in place before and after the control conducted by public finance bodies. The obtained results show there is a strong impact of the control performed by the public finance bodies set up to supervise the work of internal auditors in public enterprises on the operating results expressed as total revenues of public enterprises.

In the countries in transition, like the Republic of Serbia, system innovations are being introduced, such as the implementation of internal controls in enterprises. The authors of the paper formulated a research question which is if the introduction of internal controls could have an impact on the improvement of governance in public utility enterprises founded by the units of local self government. The main goal of the research was to identify possible improvement in corporate operations measured by an increase in revenues made by public utility enterprises following the implementation of internal controls. In addition to that, the secondary goal of the authors was to determine differences in operating efficiency between public utility enterprises and the so called other enterprises that put in place internal controls in their current operations. Further on, the authors of this paper wanted to find out which type of internal controls in place in public utility enterprises and other enterprises enabled best performance. The usefulness of the study is visible in the presented results of the research. Specifically, they indicate significant differences between public utility enterprises and other enterprises, both in terms of implementation of internal controls and in their performance, which was proven in 2018. In addition to that, performance of public utility enterprises founded by local self-government units is found to be better than that of the so called other enterprises after the introduction of internal controls.

The importance of the application of controlling in public enterprises is highlighted in the study. The aim of the research was aimed at establishing evidence that improvement of management can be achieved through the application of controlling 141 public companies were analyzed in terms of the use of controlling and internal control, that is, about 20% of the mentioned companies whose founders are local self-government units. We found that there are significant differences in terms of established control and it is increasingly in favor of the application of controlling in relation to internal control based on the analyzed five factors: planning, decision-making, business analysis, presentation and reporting. The main conclusion would be that the operations of public companies in the coming period will require an increasing application of controlling in the management system. This was determined by applying the so-called T-test, and the total score, and it refers to all analyzed factors (p=.000) in relation to established controlling and internal control in public companies.

This study emphasizes the importance of document archiving. The aim of the study is to point out the importance of secure archiving of documentation. The authors conducted a representative survey in 147 companies, which represents about 20% of public utility companies whose founders are local self-government units in the Republic of Serbia. They found that there are significant differences in terms of security of archiving between the so-called electronic archiving and classic form of archiving of documentation in companies. The main conclusion reached by the authors of the study would be that there are far fewer errors in the electronic archiving of documentation compared to the classic way of archiving documentation in companies. After the T-test, the authors found that there are significant differences in terms of security ratings that come from the ratings of top management and employees in internal audit (p = .000) in terms of secure archiving of documentation. The authors also point out that greater security of archiving documentation is achieved in companies that have introduced electronic archiving of documentation.

al Affairs Administration established by local self-governments in the 2016-2019period calls for tenders more and more frequently. Beside public utility companies founded by local self-government units there is an increasing number of the so called "other enterprises" taking part in the bidding. The aim of the authors was to determine at what prices the Local Affairs Administration concluded agreements with the said enterprises that participated in the public bidding. The authors came to relevant findings as they had an insight in the agreements concluded between the Local Affairs Administration and the bidders in the 2017-2019 period. Accordingly, the authors` contribution is in finding that following calling for tenders and tender procedures agreements between the Local Affairs Administration and bidders are concluded at prices that are lower than in case of direct bargaining between the Local Affairs Administration and public utility companies. That is, conducting tender procedures is beneficial to the Local Affairs Administration as less money of taxpayers is spent on the same public utility service.

The purpose of the study was to analyze two forms of invoicing in the operations of public companies that were established by local self-government units in the Republic of Serbia. At the same time, to point out the importance of introducing electronic invoicing in regular business. The author's focus was on the comparison of classic and electronic invoicing with the aim of improving the future financial reporting of companies according to the administrative bodies of local self-government units. The analysis of this process was carried out through a threefold observation of the evaluation, namely: employees, top management of the company and management of the administrative bodies of local self-government units. Our contribution is reflected in the fact that we discovered that there are large differences in the level of significance of the t test, i.e. they are less than the threshold level of significance for all analyzed factors (p<0.0005*) in all 6 analyzed factors and in their total observation, between classical and electronic invoicing. Also, higher values were obtained when evaluating electronic invoicing compared to classical financial reporting of public companies, which indicates the importance of introducing the mentioned form of financial reporting.

The purpose of this work was to analyze the importance of implementing software solutions in public enterprises whose founders are local self-government units in the Republic of Serbia. The author's focus was on identifying problems in the real functioning of public companies, as well as establishing comparative links between self-introduced software and software purchased from third parties. The study was based on the analysis of the software implementation process. The usefulness of the study was reflected in the study of the evaluation of the top management of the mentioned public companies, on the one hand, and on the other hand, the possibility of comparing the results of the evaluation with the results of the management of local self-government units was left. The urgency of the research study is based on the existence of major global changes in the IT sector. Our contribution is pointing to the fact that the total income of a public company can be predicted based on the evaluated and analyzed factors of influence on the introduction of software in the regular business processes of public companies.
