The Strategic Management of Export Controls

AbstractThis article attempts to develop a new framework to assess how firms can respond to export controls imposed by governments. It is argued that four strategic options are available for managers, depending upon (a) whether or not a firm specific advantage is being developed in the area of export controls management and (b) whether or not attempts are made to alter the existing export control system. Strategies are described and suggestions are made as to the significance and viability of each strategic option.RésuméDans cet article un nouveau modèle conceptuel est dévelopé qui permet d'analyser comment des entreprises répondent aux contrôles gouvernementaux sur les exportations. Quatre options stratégiques sont proposées aux gestionnaires d' entreprises en fonction de deux paramètres: (a) le développement d' un avantage spécifique à a la firme dans le domaine des contrôles sur les exportations; et (b) les efforts consent is afin de changer le régime existant des contrôles sur les exportations.Des suggestions sont faites en ce qui concerne le choix optimal d'une option stratégique en fonction de l importance et de la viabilité de chaque option dans des situations particulières.
