The world needs to be read and interpreted with a triple purpose. Firstly, by diachronically and synchronically contributing to a greater knowledge of its everyday realities. Secondly, by activating processes of change. Thus, enabling us to transform it, by emphasising values and initiatives which are congruent with human development along with respect for life in all its diversity and complexity. Finally, to promote educational practices in which reading is part of its teaching thereby democratizing knowledges and learnings. Assuming that there is neither meaningful education nor education of the senses without reading, this paper builds its discourse on a double perspective. The one invoking – beyond praising and asserting – the value of words and the reading act itself as a training activity containing broad pedagogical and social road. And the one offering a part of the answers given by means of a collective inquiry carried out by people of different scientific, academic and professional profiles so as to respond to one particular question: What does reading the world today mean? This question converges with the Galician reading forum "Ler o mundo hoxe…" which commenced at the University of Santiago de Compostela, enjoying the support of the Network of Reading Universities, as a time and space for people to dedicate themselves to listening, reading and to dialogue. The world needs to be read and interpreted with a triple purpose. ; [Abstract] This article presents and analyses part of the results of the first phase of a re-search project. The main objective of this work is to analyse the perceived impacts by the technical of the participation experiences in the municipality at a double level: the benefi-ciaries (children and adolescents) and the community. To this end, a self-administered survey was carried out via the internet, with a sample of 191 technical figures from 179 municipalities across Spain, belonging to the networks Child Friendly Cities (CAI.Unicef) and/or the Interna-tional Association of Educating Cities (IAEC). A statistical analysis was carried out using SPSS V. 25 and, for the qualitative information derived from the open or semi-closed answers, a content analysis was developed. The main results achieved are at the level of children and ad-olescents, the experiences of child and adolescent participation (PIA, acronym in Spanish) in the municipality mainly have an impact on the development of knowledge (rights and duties), skills (participatory competence) and values (self-esteem, confidence) in children and adoles-cents. However, they have a weak impact on the consolidation of child and youth participation as a right, on the translation of this right into public policies and on governance, especially with the administration. At the community level, the impacts of the CAP can be grouped into three types: i) the promotion of opportunities for children's participation in the community; ii) the improvement of the municipality; and iii) education for participation. The main constraints and challenges to be faced, intensified by the pandemic crisis, are to strengthen the image of children and adolescents with full rights of expression and decision making; and to ensure political will committed to the continuity and sustainability of CAP programmes. This article is part of the issue "Promoting Social Inclusive Experiences in Uncertain Times" edited by Ana Belén Cano‐Hila (University of Barcelona) ; [Abstract] Municipalities must take steps towards an "educational action" that welcomes children into environments that estimulate their involvement and participation in issues that mean something to them. Professionals working directly with children in the municipal sphere must strengthen the development of their active and committed citizenship (SDG no. 4), relating to them as citizens capable of transforming their environment. Children's participation requires adults who recognise them as interlocutors and establish relationships of trust and mutual respect with them. Municipalities need to create opportunities for children to be included in the co‐production of local projects and to take a leading role in public policies. This article aims to offer elements that can nurture professionals' readiness and "capacity building" to facilitate children's participation. These elements are formed in the context of a pedagogical practice (the "coffee meetings") and emerge through a systematisation of experiences (Aguiar, 2013; Barnechea & Morgan, 2010; Jara, 2012, 2018; Mera, 2019). Coordinated by an inter‐university team, the reflective exchange promoted by the meetings between municipal technical professionals and elected representatives generates knowledge, ideas, and changes in participants' approaches to children's participation in municipalities' decision‐making processes; content analysis, development, and evaluation of the meetings by participants provide insight into the value of a learning community established as a tool to innovate child participation, build professional capacity towards this goal, and strengthen the work of local administrations in the field of citizenship. ; The authors acknowledge funding by the Ministry of Science and Innovation of the Government of Spain, the European Regional Development Fund, and the State Research Agency of the Government of Spain, in support of the research project Childhood and Participation: Diagnosis and Proposals for Active and Inclusive Citizenship in the Community, Institutions, and Governance (RTI2018‐098821‐B‐I00; https://www.ub.edu/infanciayparticipacion)

In addition, MOOCs are a complementary or alternative way to expand universities' influence beyond their classrooms and their official undergraduate and graduate programs. It is from this perspective that we will link such initiatives to universities' outreach efforts, contributing to update universities' pedagogical, social and cultural missions. Without obviating either his controversies, or the risks and difficulties that the MOOCs incorporate into the university occupation, we organized the text presented here around four major points: the role of universities within the local-global dialogue, universities' democratization through open access to knowledge, universities' outreach as a pedagogical and social responsibility and MOOCs as a form of higher education in the context of a network society. ; Grupo FORCE (HUM-386).
