Dentro de su ámbito y límites territoriales, la Unión Europea representa un experimento cívico político cosmopolita en el que conviven 24 leguas oficiales, y donde 27 Estados miembros han cedido parte de su soberanía con el fin de reforzarse mutuamente y superar sus sangrientos nacionalismos y conflictos. Asimismo, desde la aprobación del Tratado de Maastricht, en la Unión tiene lugar un doble estatus de ciudadanía, nacional y supranacional, que no tiene precedentes, ni equivalentes. Si bien el proyecto de integración europea se enfrenta a grandes desafíos internos y externos, también constituye una oportunidad para pensar la democracia y la ciudadanía liberal en un marco post-nacional y supranacional, mejor preparado para hacer frente a los retos del mundo globalizado y crecientemente polarizado. En el IV Congreso Internacional de Innovación Educativa de Filosofía, pretendo abordar los desafíos metodológicos y curriculares que plantea la ciudadanía europea y cosmopolita a la enseñanza de las asignaturas de ética y de filosófica. ; Universidad de Málaga. Traditionally inscribed at the margins of moral and political theory, it is time, after centuries of ongoing debates originated and grounded in Modernity's values, to reflect on the status of Feminist Theory. Defined basically as critical theory —apostille of the mainstream theory—, feminist thought can be defined as theory tout court, in so far as the egalitarian discourses are central parts of moral and political thought and feminism is philosophical. This paper addresses the ambivalent relation between feminist theory and moral-political theory with a critical view that upholds an integral vision that incorporates the dimension of care into the male-stream, and takes into account gender differences as well as the division between the public and private spheres. ; Inscrita tradicionalmente en los márgenes de la teoría moral y política, y tras un largo recorrido por los cauces de la modernidad de donde parten sus raíces, resulta pertinente preguntarse por el estatus de la teoría feminista. Concebida fundamentalmente como teoría crítica —apostilla de la corriente central o dominante—, la teoría feminista puede definirse como teoría tout court; los discursos de la igualdad son parte central del pensamiento moral y político y el feminismo es filosofía. El presente artículo aborda la ambivalente relación entre la teoría feminista y la teoría moral y política con una visión crítica que apuesta por un planteamiento integrador que incorpora la dimensión del cuidado a la corriente malestream, y tiene en cuenta las diferencias de género, así como las consecuencias de la división sexual entre lo público y lo privado.

La incorporación de asignaturas de educación para la ciudadanía y de formación moral en las enseñanzas oficiales de grado medio suscita controversias políticas que no se plantean en otras materias. Ciertamente, los organismos internacionales como la UNESCO, el Consejo de Europa y la Comisión Europea han puesto de relieve la relevancia de la educación para la ciudadanía y en valores éticos en las democracias liberales contemporáneas para propiciar la formación de una ciudadanía crítica y virtuosa, capaz de hacer frente a los desafíos éticos y políticos que provienen del mundo globalizado, multicultural y tecnificado. Sin embargo, la presencia y los contenidos de tales asignaturas en los currículos educativos oficiales sigue siendo un asunto que suscita debate público en los países del entorno europeo. España es un claro ejemplo, como ha puesto de relieve la reforma educativa de la LOMCE, así como el efímero Real Decreto 1190/2012 de 3 de agosto que modificó el currículo básico de Educación para la Ciudadanía y los Derechos Humanos y Educación Ético-Cívica en las etapas de Primaria y Secundaria. Ante tales circunstancias, mi objetivo en el III Congreso Internacional de Innovación Educativa en Filosofía es contrastar y discutir tres perspectivas metodológicas de la enseñanza de la ética en la llamada era post-metafísica y cientificista. ; Universidad de Málaga. The EU represents an institutional and ontological novelty that raises conceptual challenges to political theory. Indeed, the EU is key to understanding the civil and political community of the 21st century, suitable for the globalized world. Yet, the European project, and its main civic achievement, that is, Union citizenship, faces deep challenges in light of nationalist and populist discourses expanding all across Europe, as the case of the so-called Brexit shows. This articles aims at highlighting the political singularity of the EU and underlining the challenges it poses to political theory, stressing the reach and shortcomings of Union citizenship. ; La UE constituye una novedad institucional y cívico política que plantea interrogantes a la teoría política. Por ello, resulta relevante tenerla en cuenta para pensar la ciudadanía y la comunidad política del siglo XXI, en un mundo globalizado y cosmopolita. No obstante, el proyecto comunitario, y su logro más significativo desde el punto de vista cívico, que es la ciudadanía europea, afrontan significativos desafíos ante el auge de los populismos y de los nacionalismos, como pone de relieve el Brexit. This article offers a reflection on the status of Philosophy and Civic Ethics in the official school curriculum in Spain, after the reform of 2013, in order to point out the value of the Humanities and Philosophy for the development of a civic and cosmopolitan culture and awareness. In the globalized world, the European Union (EU) represents a political a transition from the ontology of the nation-state to a so-called post-Wesfalian order which is based on forms of shared sovereignties. As a result, attempts at conceptualizing the EU reflect intellectual and institutional efforts to adapt the old political vocabulary of the Modern Era to contemporary political experiments and ontologies, such as the EU, where the concepts and institutions of modern democratic theory are being reappraised and redesigned. The aim of my paper is to discuss whether basic concepts and institutions of liberal democracy, such as representation and parliamentarism, are being revitalized in the EU, or the latter is leading to a post-democratic era –of technocratic governance, bureaucratization and judicialization of politics–. Given the rise of populist and nationalist politics throughout Europe, it seems worth exploring how to offset and tackle the anti-liberal democratic turn taking place in the continent, precisely by redefining and reinventing the language of democracy and rights, that is, of liberal democracy, the rule of law and citizenship, in the EU. ; Universidad de Málaga. La división de la ciudadanía entre la esfera pública y la esfera privada (o doméstica) constituye uno de los rasgos característicos del patriarcado moderno. Desde su configuración a partir de las revoluciones liberales, la ciudadanía ha estado marcada por una delimitación de las esferas de actuación de hombres y mujeres. Junto a los derechos y libertades del hombre, se mantuvieron estándares morales distintos para cada uno de los sexos y se afianzaron las virtudes consideradas femeninas, opuestas a los deberes y virtudes del ciudadano, e incompatibles con las capacidades requeridas para el ejercicio de la ciudadanía. Partiendo del análisis que lleva a cabo Carole Pateman sobre las teorías del contrato social moderno, vamos a tratar de reflexionar sobre algunas de las consecuencias que ha tenido el pacto sexual en la ciudadanía, y cómo influye, y ha influido históricamente, este pacto en el propio discurso feminista. ; Public/private dichotomy can be seen as a basic characteristic of the patriarchal-citizenship, and Modern patriarchy. Since its beginning during Liberal Revolutions, citizenship has assumed a clear delimitation of male and female action spheres. Together with man's rights and liberties guaranteed in liberal and democratic States, moral/sexual standards remained unequal for the sexes through the Law and customs. In this sense, women's particular virtues were, in fact, opposite to citizen's virtues and duties, and incompatible with the exercise of citizenship. Starting with a brief study of Carole Pateman's thesis concerning the modern social contract, my aim in this article is to offer a brief reflection on the consequences of the sexual contract for citizenship and its deep influence on the feminist discourse itself.

In the following pages I will try to show some of the common characteristics of the equality of opportunity concept as it is elaborated by some liberal authoirs. The European integration process raises interesting challenges to the conceptualization and the exercise of citizenship in a multinational cosmopolitan context. Certainly, the current institutional architecture of the European Union (EU) faces tough criticism. On the one hand, anti-European parties and Euro-skeptics, by means of Euro-exit initiatives and on nationalist grounds, challenge the very existence of the European integration project. On the other hand, federalist and pro-European intellectuals often complain that the EU has not gone far enough with respect to the democratic, the civic and/or the social integration of the Union. In spite of such criticism, the European integration process has given rise to a novel and singular form of citizenship: the so-called dual form of citizenship. The European dual form of citizenship entails a combination of national and supranational civic membership. EU citizenship –which is automatically conferred on every EU citizen by the Treaty on the Functioning of the EU–, does not replace, but complements national citizenship. In this regard, it implies the automatic expansion and improvement of citizens' rights and opportunities –for example, the right to vote and stand as a candidate in municipal and European Parliament elections and the right to move and reside freely within the EU–. Moreover, EU treaties (now including the Chapter of Fundamental Rights of the EU, legally binding on the supranational institutions and on national governments since 1 December 2009) and institutions such as the Court of Justice of the European Union, contribute to the enhancement of the legal and judicial mechanisms for the protection of basic rights. In spite of these benefits and achievements, the democratic shortcomings of the EU's decision-making architecture encourage citizens' distrust of the EU. In addition, one basic goal and achievement of the European integration project, which is citizens' mobility within the EU, is facing serious setbacks. Indeed, the Schengen Agreements allow ...

RESUMENEl sistema patriarcal no afecta exclusivamente al poder político y judicial, sino que afecta a la estructura interna de la sociedad, la identidad y las formas de vida de los individuos que en ella viven. Para comprender mejor como condiciona el sistema patriarcal las formas de vida y la visión que tienen los individuos de la realidad social, hemos de analizar el modo en que se extiende al orden institucional y lo determina mediante "tipificaciones" de hechos y de personas y mediante roles concretos, esteoreotipaciones sexiuales que obstaculizan el acceso a la esfera pública de la mujer, así como su reinserción en el mercado laboral, en suma, todo aquello que afecta al conocimiento común que comparten los miembros de una comunidad. It also affects the internal structure of society, above all the life and identitý of individuals. To understand better how it conditions their ways of life and the vision the individuals have of social reality, we should study how patriarchalism r3eaches the system of institutions and how this becomes determined by "typifications" of facts and people, and by certain roles or sexual stereotypes that hinder the access of women both to the public sphere and to tha labor market. It sum, everything that concerns the common knowledge that the members of a community share.
