International audience ; Re-industrialization enjoys a renaissance in Western economies due to the role of the industrial sector for innovation, productivity, and job creation. A very promising approach to bring back competitiveness in production seems to be the fusion of the virtual and the real world leading to smart manufacturing and logistics concepts. In Germany, the leading industrial country in the European Union this approach has been called " Industry 4.0 " aiming to develop cyber-physical systems (CPS) and dynamic production networks in order to achieve flexible and open value chains in manufacturing of complex mass customization products in small series. Currently, manufacturing companies gaining experiences in production in networks and smart logistics and develop new organisational structures and business models which better benefit from the new technologies and which adapt faster to the rapidly changing network environments. The modern manufacturing models embrace modular and fractal approaches as well as network-orientation, flexibility and responsiveness. The paper investigates the relationship between networking, organizational development, structural frame conditions and sustainability in the context of Industry 4.0. The research is empirically validated by using data samples from a business reengineering project in an internationally operating high-tech manufacturing enterprise located in Estonia. The empiric analysis is based on semi-structured expert interviews and secondary data together with a case study approach.
The Green Corridor concept represents a cornerstone in the development and implementation of integrated and sustainable transport solutions based on trans-nationality, multi-modality and a high involvement of public and private stakeholders, including the political level. Despite the fact that the Green Transport Corridor (GTC) concept is founded on the three dimensions of sustainability with a strong emphasis on environmental aspects, the corridor hubs as well as the whole transport corridors have to find ways to handle and transport dangerous goods by keeping the high sustainability standards. The paper addresses the research questions what kind of economical, ecological and social risks might occur in the context of handling and transportation of dangerous goods in a Green Transport Corridor in the Baltic Sea Region, what consequences they might have on the GTC design and how and with which measures they can be managed. Based on this analysis the development of a comprehensive risk management concept for the handling and transportation of dangerous goods in Green Transport Corridors in the Baltic Sea Region based on Schröder and Prause (2015) will be started. The concept will include practical implications and best practices.

Hence, the implementation and management of a Green Transport Corridor is connected with a variety of risks due to the high level of complexity and the strong frame conditions of the concept. E.g. stakeholders' violation of ecological and sustainable obligations might jeopardize the achievement of defined green targets and therefore hinder the implementation of a Green Transport Corridor system. For this reason, it is important to regard possible risks in advance in order to apply adequate measures and reduce the impact in time. The paper addresses the research questions what kind of risks might occur in Green Transport Corridors and how they can be classified. The empirical results of this paper investigate the risks that might occur in Green Transport Corridors and classify them into the three categories economical, ecological and social risks. The green transport corridor concept represents a cornerstone in the development of integrated and sustainable transport solutions. Important properties of green corridors are their transnational character and their high involvement of large numbers of public and private stakeholders, including political level, requiring sophisticated approaches for implementation, management and governance. The current scientific discussion focusses on Key Performance Indicators (KPI) for monitoring and management of green transport corridor performance emphasizing the operational aspects. The green corridor balanced scorecard approach tried to mitigate the strategic weakness of KPI concept by integrating cooperative and long-term views in order to come closer to a comprehensive green corridor control system. Until now all discussed KPI sets are too small and narrow for a successful implementation of green corridors so there is a need for the development of an user-oriented model for green corridor control systems based on building blocks integrating existing KPI sets. The building block approach for implementation has been successfully used for implementation and simulation in supply chain management. Based on these results the paper will present a holistic control system for successful implementation of green transport corridors based on building blocks integrating recent results about KPIs and balanced scorecards approaches. The research will empirically be verified by empirical results from European green corridor projects.
This paper will present results of the surveys and new trends which were related to e-governmental issues. A common understanding of e-government is usage of ICT means in the public sector for delivering information and services to its customers and enterprises. The objective is improvement of public services and strengthening democratic processes. E-government is a popular topic in the political agenda throughout the Baltic Sea Region (BSR) with all countries having ICT development strategies, policies or agendas. However, often are missing goals for thematic developments which would take into account the needs of potential users. The structure of the paper is ordered to present firstly, the overall objectives of e-governance and e-services. Secondly, the data about the satisfaction level of enterprises for e-services is given. As there are not many comparable results available about the needs of the enterprises, the paper is based on two main sources. One of the important outcomes of the LogOn Baltic project was to provide empirical data about satisfaction level of enterprises with existing eservices and about the needs for new services. The aim of the INTERREG III B project LogOn Baltic was to present solutions for improving the interplay between Logistics and Information and Communication Technologies (ICT) competence and spatial planning, strengthening the small and medium-sized enterprises' (SMEs) competitiveness in the BSR. The ICT-related results of the LogOn Baltic project provide an overview of the existing ICT structures and services in the BSR, mainly based on a web-based scientific survey with nearly 1,100 responses. A second source is the survey on the satisfaction level with public services among enterprises in Estonia in the City of Tallinn, which shows similar trends with the LogOn Baltic project. The third part of the paper introduces some case studies on innovative e-services in Estonia and Germany together with the European initiative for the BSR to improve e-services for companies.
AbstractThe maritime industry is getting much attention owing to the current energy and climate crises. There are increasing discussions on sustainable maritime transport across the globe especially after the successful implementation of the sulphur regulations in the Baltic Sea Region (BSR). The world is now getting ready for the 2020 global sulphur cap suggesting that the energy transition outlook in the maritime sector is becoming clearer and there is no going back.Still, global energy consumption is growing at an alarming rate, and all hands must remain on deck to avert possible world crises. There are still questions related to clean shipping, waste management, clean fuel, decarbonisation of fuel and greenhouse associated with global warming. What are the expected hurdles of a complete transition to a complete clean maritime transport industry? Can the world achieve total integration of this policy to contribute to environmental protection?The study investigates the effect of both public and private cost of environmental governance in the maritime sector and evaluates the budding orchestration of green/clean shipping initiatives to activate regulatory policies using the Sulphur Emission Control Area (SECA) regulation in the Baltic state region, its state of the art, coordination and cost. The study further addresses the gaps in the present and future development of regulation compliance focussing on their design, monitoring and control to meet the global outlook for the 2020 global sulphur cap.
As it was outlined in the EU Competition Policy Brief on the new state aid rules for a competitive aviation industry issued by the EU Competition Directorate-General in February 2014, the regulation for the financial public subsidies of any art on the EU national or regional level for the regional airports will be considerably striker. The strategic aims of these new regulations, among other things, are to motivate and encourage the Member States (here: regional airports) to implement more efficient market stimulation measures, make airports work on cost efficient and profit-able basis and establish transition periods for regional airports. In practice it means that public subsidies may be granted only to those regional airports that proved to have a sustainable and realistic business model that shall clearly demonstrate the durable financial stability. The authors took part in two air transportation initiatives in the Baltic Sea regions (BSR) and were lead partner in the EU Project Baltic.AirCargo.Net, which deployed a number of empirical measures in regional airports in the BSR. The paper will present and discuss success factors of sustainable business development models for the regional airports in the Baltic Sea Region based on cases studied during the project lifetime.
