Vast changes in technologies and geopolitics have produced a wholesale shift in the way states and other powerful entities think about the production and retention of popular loyalties. Strategic communication has embraced these changes as stakes increase and the techniques of information management become more pervasive. These shifts in strategic communications impact free speech as major players, in a global context, rhetorically embrace a world of transparency, all the while increasing surveillance and modes of control, turning altered media technologies and traditional media doctrines to their advantage. This book exposes the anxieties of loss of control, on the one hand, and the missed opportunities for greater freedom, on the other. 'New' strategic communication arises from the vast torrents of information that cross borders and uproot old forms of regulation. Not only states but also corporations, nongovernmental organizations, religious institutions, and others have become part of this new constellation of speakers and audiences

The V-chip is a highly significant part of the discussion about whether television (or broadcasting in general) deserves some special attention in terms of its accessibility to children, its particular power to affect conduct, and its invasiveness. The transformation of television has altered the capacity of the state to control the agenda for making war, convening peace, and otherwise exercising its foreign policy options. In the age of the state gatekeeper, there was at least the illusion (and often the reality) that the government could substantially control the flow of images within its borders. With transformations in television systems, national systems of broadcast regulation have declined, replaced by transnational flows of information where local gatekeepers are not so salient. The rise of satellites with regional footprints and the spread of the Internet give governments the ability to reach over the heads of the state and speak directly to populations. Both receiving and sending states will have foreign policies about the meaning of the right to receive and impart information and the extent to which satellite signals can be regulated or channeled.

This essay explores the development of media systems in Central and Eastern Europe in the post-Soviet period, including the influence of social and political factors, outside media assistance, and the drive toward privatization and public service broadcasting, in an effort to understand what the experience teaches about democracy promotion, about the efficacy of various forms of media intervention, and about the utility of various forms of incentives and pressures in setting agendas and effecting political change. Despite differing historical, social, and political traditions and different forms of and reactions to media assistance efforts, factors, both exogenous ('Americanization' and 'strategic communication') and endogenous ('modernization,' secularization and commercialization), ultimately contributed to a homogenization of systems, rendering less relevant the particular distinctions among countries. This volume explores how societies are addressing challenging questions about the relationship between expression, traditional and societal values, and the transformations introduced by new information communications technologies. It seeks to identify alternative approaches to the role of speech and expression in the organization of societies as well as efforts to shape the broader global information society. How have different societies or communities drawn on the ideas of philosophers, religious leaders or politicians, both historical and contemporary, that addressed questions of speech, government, order or freedoms and applied them, with particular attention to applications in the digital age? The essays include a wide variety of cultural and geographic contexts to identify different modes of thinking.
