Die staatlichen Aufwendungen für Kultur betrugen 2009, dem letzten Jahr, für das derzeit Daten vorliegen, etwas mehr als neun Milliarden Euro - 111 Euro pro Einwohner. Private Haushalte gaben für Kulturveranstaltungen im Jahr 2011 durchschnittlich rund 144 Euro aus. In der Summe waren dies 5,7 Milliarden Euro. Der Anteil der Erwachsenen, die gelegentlich oder häufiger hochkulturellen Aktivitäten nachgehen, lag im Jahr 2013 - den Daten des Sozio-oekonomischen Panels (SOEP) zufolge - bei 58 Prozent, bei populärkulturellen Aktivitäten waren es 64 Prozent. Gegenüber 1995 haben sich diese Anteile deutlich erhöht. In den großen Städten und vor allem in Berlin ist die Kulturnachfrage höher als in anderen Regionen. Die herausgehobene Position Berlins hat sich aber in den vergangenen Jahren stark abgeschwächt. Bei den regionalen Unterschieden in der Kulturnachfrage ist zu berücksichtigen, dass die individuelle Nutzung kultureller Angebote sowohl von persönlichen Merkmalen wie Bildung, Einkommen und Erwerbsstatus als auch von Bedingungen am Wohnort wie regionalen Steuereinnahmen und Kulturausgaben beeinflusst wird. Bezieht man alle diese Merkmale in die Schätzungen ein, so zeigen sich keine signifikanten Unterschiede in der Kulturnachfrage zwischen großen Städten und anderen Regionen mehr. ; In 2009-the most recent year from which data are presently available-the government's cultural expenditure amounted to a little over nine billion euros-that is, 111 euros per resident. When examining the regional differences in cultural demand, it is important to consider that whether an individual takes advantage of certain cultural offerings is also influenced by personal attributes such as level of education, income, and employment status, as well as the conditions of the place of residence, such as regional tax revenues and cultural expenditure. If all of these attributes are factored into the estimates, there are no longer any significant differences in the cultural demand between large cities and other regions.

Das war freilich in realistischer Betrachtung auch nicht zu erwarten. Trotz steigender Lebenszufriedenheit in den neuen Bundesländern konnte der Ost-West-Unterschied noch nicht nivelliert werden. Dies belegen die aktuellsten vom DIW Berlin in Zusammenarbeit mit TNS Infratest Sozialforschung erhobenen Daten der Langzeitstudie Sozio-oekonomisches Panel (SOEP). Demnach sind Menschen in Ostdeutschland im Jahr 2013 signifikant weniger zufrieden als in Westdeutschland, obwohl ihre Zufriedenheit so hoch ist wie noch nie im Zeitraum der Erhebung, die dort im Juni 1990 - kurz vor der Wirtschafts-, Währungs- und Sozialunion - erstmals durchgeführt wurde. Weitere subjektive Indikatoren zeigen Differenzen in der Zufriedenheit mit dem Haushaltseinkommen, der Gesundheit und der Kinderbetreuung. Angeglichen hat sich die Zufriedenheit mit der Wohnung, der Haushaltstätigkeit, Arbeit und Freizeit. Die Menschen in Ostdeutschland sorgen sich stärker um die eigene wirtschaftliche Situation und Kriminalität, während die Sorge um Ausländerfeindlichkeit und den Arbeitsplatz in ganz Deutschland abgenommen hat. Die SOEP-Befragungen zeigen: Die Lebensverhältnisse in Deutschland sind aus Sicht der Menschen weitgehend angeglichen. Trotz etlicher Probleme im Detail, wozu in den nächsten Jahren insbesondere die Entwicklung der Neurenten in Ostdeutschland zählen wird, ist die deutsche Wiedervereinigung eine ungewöhnliche Erfolgsgeschichte." Die Wiedervereinigung Deutschlands jährt sich am 3. Oktober 2020 zum 30. Mal. Drei Jahrzehnte haben gleichwohl noch nicht genügt um die Lebenszufriedenheit zwischen Ost- und Westdeutschen vollkommen anzugleichen. Nach einem kontinuierlichen Schrumpfen des "Happiness Gap" der selbstberichteten Lebenszufriedenheit in den späten 1990ern und frühen 2000er Jahren war der Unterschied im Jahr 2018 zwar geringer denn je, wurde aber nicht vollständig überwunden. Zu diesem Schluss kommt die Analyse, die auf Angaben des Erhebungsjahrs 2018 der Langzeitstudie Sozio-oekonomisches Panel (SOEP) beruht, welche vom DIW Berlin in Zusammenarbeit mit Kantar Public erhoben wird.

This paper describes the weighting methodology for the second wave of the Living in Germany - Nationwide Corona Monitoring study (RKI-SOEP2). Information from the larger, ongoing German Socio-Economic Panel (SOEP) study from which the households are sampled is used to analyze the determinants of non-contact, attrition, and refusal to participate at the household and individual level as well as to correct the data accordingly. For a sample of 6,791 households and 11,223 individuals, we find that personal attributes and socio-economic factors at the household level and the advent of the omicron variant are the key determinants at the household level for non-response. Demographic and socio-economic factors represent the most important predictors for non-response at the individual level.

The self-employed are among those facing the highest probability of strong income losses during the COVID-19 pandemic. Governments in many countries introduced support programs to support the self-employed, including the German federal government, which approved a €50bn emergency aid program at the end of March 2020 offering one-off lump-sum payments of up to €15,000 to those facing substantial revenue declines. In this contribution, we investigate the impact of this program using a real-time online-survey data with a total of more than 20,000 observations. We employ propensity score matching, making use of a rich set of variables that influence selection into the treatment and the outcome variable, the subjective survival probability. We observe that the emergency aid program had significant effects, with the subjective survival probability of self-employment being moderately increased. We further reveal important effect heterogeneities with respect to education, risk tolerance, and industries. We also observe positive effects only among those whose application was processed within a few days. Lastly, the positive effect on the survival probability is fading out already two weeks after the emergency aid was granted. Our findings have important policy implications for the design of such support programs in the course of this crisis.

Die Frage nach der Existenz einer europäischen Solidarität ist nicht zuletzt aufgrund der aktuellen Krisenlage der Europäischen Union Gegenstand politischer Debatten. Doch wie ausgeprägt ist die Solidarität zwischen den EU-Bürger/-innen? Dieser Frage sind wir in einer 2016 in 13 EU-Ländern durchgeführten Umfrage nachgegangen. In diesem Beitrag stellen wir den konzeptionellen Rahmen des Projektes vor und präsentieren erste, zunächst deskriptive Ergebnisse unserer Umfrage. Auch wenn der Nationalstaat für die Bürger/-innen weiterhin der primäre Bezugsraum von Solidarität ist, so zeigen die Befunde, dass Europa aus der Sicht der von uns befragten Bürger/-innen einen eigenständigen Solidaritätsraum darstellt. Die europäische Solidarität scheint entsprechend deutlich ausgeprägter zu sein als manche politische und wissenschaftliche Beobachter/-innen vermuten.

The paper describes the preliminary findings of a recent research project conducted on European solidarity. We surveyed citizens of 13 Members States of the EU about their disposition toward (European) solidarity. By European solidarity, we understand a form of solidarity expanded beyond one's own nation state; recipients of solidarity are other EU countries, or citizens living in another EU country. In the first part of Chapter 1, we systematically distinguish between four different domains of European solidarity: (1) Fiscal solidarity, defined as citizens' willingness to support indebted European countries financially. (2) Welfare state solidarity, defined as citizens' strong agreement to support those in need - unemployed, sick, and the elderly - regardless of where they live in the EU, and to reduce inequality between rich and poor people in Europe. (3) Territorial solidarity, the willingness to reduce inequality between poor and rich EU countries. (4) Finally, the refugee crisis has raised the question of (4.1) external solidarity, defined as the support for the EU to grant asylum to refugees coming from outside of EU, and (4.2) internal solidarity, defined as a strong agreement with how Member States should share the burden of distributing refugees among themselves. In the second part of Chapter 1, we define different criteria for determining the strength of European solidarity. In Chapters 2 to 5, we will apply the explicated criteria for the existence of European solidarity to each of the four domains of solidarity. By doing so, we can determine the strength of European solidarity in each domain of solidarity. As this report aims at giving a first overview of some of our results, we will apply two of the four theoretically developed criteria of European solidarity to the four domains only and present the corresponding descriptive results. Overall, our analyses reveal some unanticipated findings. Europeans altogether display a notably higher level of solidarity with citizens of other EU countries and EU states than many politicians and social scientists have so far presumed. This especially applies to the support of people in need (welfare state solidarity) and the reduction of wealth inequalities between rich and poor European countries (territorial solidarity), but also to the domain of fiscal solidarity. On top of this, European solidarity turns out to be more established than the global one. However, this optimistic view is not valid for the domain of solidarity with refugees. Whilst citizens of western and southern European countries support both, the acceptance of refugees and the fair distribution of the incurring costs and burdens be-tween European countries, the majority of people in eastern European countries do not share this point of view.

Die Erwartungen der Menschen nach dem Mauerfall vor 25 Jahren und der Wiedervereinigung 1990 waren enorm. Die Regierung versprach, innerhalb weniger Jahre ,,blühende Landschaften" zu schaffen. Die Euphorie der Wiedervereinigung kam nicht nur durch den Wunsch zustande, endlich wieder ein Land und eine Nation zu sein, sondern hatte auch handfeste wirtschaftliche Gründe: Die Menschen in Ostdeutschland wollten eine bessere wirtschaftliche Perspektive, mehr Chancen, ihre Möglichkeiten zu verwirklichen und letztlich mehr Wohlstand für sich und künftige Generationen zu schaffen. Die Westdeutschen erhofften sich einen Boom. Das Versprechen erwies sich sehr schnell als eine Illusion. Und es wurden - aus rein ökonomischer Sicht - wirtschaftspolitische Fehler gemacht, wie etwa die Währungsunion zu einem Wechselkurs, der wirtschaftlich die Wettbewerbsfähigkeit Ostdeutschlands schnell sinken ließ und zumindest anfänglich zu einem starken Anstieg der Arbeitslosigkeit beitrug. Und die Privatisierung durch die Treuhandanstalt war wahrscheinlich übereilt. Ist jedoch die Wiedervereinigung deshalb aus wirtschaftspolitischer Perspektive gescheitert? Es wäre falsch, das politische Versprechen vom schnellen Wohlstand als Maß für den Erfolg der Wiedervereinigung zu nehmen. Die Frage nach einem realistischen Ziel und Kriterium für eine systematische wirtschaftspolitische Bewertung der Wiedervereinigung ist schwer zu beantworten. Die Annäherung, oder Konvergenz, der Lebensbedingungen in Ost- und Westdeutschland ist ein Maß, das diesem Ziel der Bewertung nahe kommt. Es wäre jedoch irreführend, unter Konvergenz eine völlige Gleichheit aller wirtschaftlichen Indikatoren zu verstehen. Eine Gleichheit in Einkommen, Produktivität oder Vermögen wird es innerhalb einer Volkswirtschaft und eines Landes nie geben können. Jedes noch so kleine und stark integrierte Land wird immer Unterschiede zwischen Regionen und selbst innerhalb von Regionen aufweisen. Auch die verschiedenen Regionen in Westdeutschland haben seit 1945 keinen Konvergenzprozess durchgemacht, der zu einer vollständigen wirtschaftlichen Angleichung geführt hätte. Ganz im Gegenteil: Häufig gibt es zeitweise Divergenzen, also auseinanderlaufende Lebensverhältnisse und wirtschaftliche Bedingungen, manchmal wandeln sich relativ arme Regionen zu den leistungsstärksten. Das Beispiel Bayerns ist nur eines, das zeigt, dass auch Westdeutschland einen solchen Prozess erfahren hat. Aber Länder wie Italien und Spanien haben sehr große und anhaltende Unterschiede über Regionen hinweg, die sich seit Jahrhunderten nicht ausgeglichen haben, sondern durch die Globalisierung eher noch größer geworden sind. Der vorliegende Wochenbericht des DIW Berlin will zunächst einen Beitrag zur wirtschaftspolitischen Bewertung der Wiedervereinigung leisten. Wie haben sich Einkommen, Produktivität und Löhne in Westdeutschland und in Ostdeutschland angeglichen? Wie sind verschiedene Bevölkerungsgruppen von der Wiedervereinigung beeinflusst worden? Wie haben sich Vermögen und Wohlstand im Vergleich der beiden Teile Deutschlands entwickelt? Dies sind die zentralen Fragen, die in den Aufsätzen des ersten Teils dieses Wochenberichts analysiert werden.
