La construction d'un compte satellite de l'économie sociale promue par le manuel de l'ONU publié en 2018 constitue une occasion bienvenue de mettre en exergue le rôle que joue le bénévolat dans les organisations concernées, particulièrement dans les associations. Cet article examine, au besoin de manière critique, la méthodologie utilisée par le manuel à cette fin. Sont d'abord présentés la définition du travail bénévole, son périmètre et le statut qui lui est accordé dans le compte satellite. Sont ensuite examinés les différents indicateurs non monétaires préconisés. Enfin, une attention particulière est accordée à l'imputation d'une valeur monétaire au bénévolat, prônée par le manuel. Cette monétarisation est jugée problématique dans sa méthode et contestable dans son principe.

AbstractMany non‐profit organizations experience difficulties in replacing the members of their boards of volunteer directors. And yet, despite the rich literature on the governance of these organizations, such difficulties have been investigated only to a very limited extent. The present article seeks to ascertain whether there is a correlation between these difficulties and the share of public funds in the resources of French non‐profit organizations. To that end, this study draws on a database derived from a survey of these organizations that remains without precedent in France. The investigation reveals a positive correlation between the expression of that difficulty in replacing directors and the extent to which organizations' financial resources are dependent on public funds. However, this correlation is confined to certain fields of activity, notably the social and charitable field. Moreover, it is not linear. It generally tends to stabilize beyond a 25% threshold of dependency on public financing.

Résumé Cette contribution se propose de faire une présentation synthétique des recherches conduites sur le bénévolat depuis une vingtaine d'années en économie. L'analyse théorique à laquelle cette discipline soumet le don de temps constitue l'objet de la première partie. Dans ce cadre, sont exposés les différents modèles de comportement bénévole qui se distinguent entre eux par les motivations prêtées aux personnes qui s'engagent. Sont également évoquées certaines questions qui ont plus particulièrement suscité l'intérêt des économistes comme la mesure des coûts du bénévolat, la relation entre les dons de temps et les dons d'argent et les effets éventuels des politiques publiques sur l'engagement bénévole. Dans une seconde partie, l'article examine le degré de validité que ces travaux théoriques ont reçu des investigations empiriques réalisées par les économistes à partir des données dont ils disposaient. Les résultats pouvant être considérés comme robustes restent, à ce jour, peu nombreux. Pour approfondir leur connaissance du bénévolat et en éclairer certains aspects jusque-là peu explorés, les économistes gagneraient à enrichir l'analyse qu'ils font de ce comportement en accordant toute la place qu'elle mérite à sa dimension relationnelle. La validation empirique des modèles théoriques requiert également une attention toute particulière.

Le monde des bénévoles est hétérogène. Il convient ainsi de distinguer le bénévolat formel ou associatif, qui se déroule dans un cadre structuré, et le bénévolat informel, plus spontané. En 1985-1986, en France, le bénévolat formel était pratiqué par 15 % de la population de plus de 15 ans. Plus élevée chez les hommes, la propension à s'y adonner est aussi plus forte dans les zones rurales. Elle croît avec le niveau de formation initiale. La présence d'enfants encourage également l'engagement féminin. Les caractéristiques de ces bénévoles associatifs diffèrent, toutefois, selon leurs domaines d'activité. Les bénévoles sportifs sont plus jeunes en moyenne, les bénévoles dans le domaine religieux sont plus âgées. Le degré de féminisation est également variable : faible dans le domaine sportif, il est nettement plus élevé dans les domaines socio-éducatif et religieux. Le bénévolat informel est plus répandu (37 % de la population), plus féminin, moins sensible au niveau de formation et s'inscrit plus nettement dans des relations de réciprocité. Cette diversité des caractéristiques éclaire la pluralité des motivations à donner son temps. Mais cette diversité n'exclut pas pour autant certains traits communs. Ainsi, les bénévoles sont des personnes qui cumulent souvent les pratiques de sociabilité.

Cet article examine la relation susceptible d'exister entre le financement d'origine publique perçu par les associations et l'écart de salaire entre les hommes et les femmes qui y travaillent. À cette fin, les auteurs apparient deux bases de données, l'enquête de l'Insee « Associations 2014 » qui présente la situation de ces organisations en 2013 et les Déclarations annuelles de données sociales (DADS) de la même année. Les résultats obtenus montrent que, dans plusieurs cas, une part plus importante de ressources en provenance des fonds publics est accompagnée d'un écart de salaire plus faible entre les deux sexes. A l'heure où les pouvoirs publics ont la possibilité d'inclure des clauses sociales dans les marchés publics, cette recherche ouvre des perspectives nouvelles en matière d'égalité professionnelle entre les hommes et les femmes.

Volunteers and paid staff frequently work alongside each other in nonprofit organizations. Nevertheless, the possible impact of volunteering on the wages of the paid staff has hardly ever been investigated due to the scarcity of data suited to such research. Based on the matching of two French databases and using several indicators relating to volunteering, this article examines the relationship between volunteering and wages by carrying out investigations that differentiate between employees depending on their position in the socio-occupational hierarchy and the field of activity of their organizations. The results confirm the value of such an approach based on disaggregated data by revealing the diversity of situations. This diversity ranges from some cases where no relationship is observed between volunteering and wages to others where there is a negative relationship and even in a few cases, a positive one.

Abstract
This article deals with the literature on the French nonprofit sector (NPS). A preliminary part is devoted to presenting and discussing the characteristics that shape the approaches to this sector in France. We stress the strong influence of legal categories on the sector's definition and, in this context, the importance of the status inherited from the 1901 Act on contracts of association. This raises a problem for a more analytical approach to the sector, because the diversity of the nonprofit organizations (NPOs) regulated under this Act risks being overshadowed. Indeed, not all NPOs regulated under the 1901 Act are voluntary associations as understood by English-speaking people. The largest NPOs are voluntary agencies, usually with paid staff, and lacking memberships (Smith, 2015a, 2015b). In this first part, we also underline the primacy accorded in France to the concept of the social economy, which has today become the social and solidarity economy (SSE), over that of the nonprofit sector. The SSE, whose recognition from the public authorities has increased over the last few decades, includes, but is not limited to, the NPS, since cooperatives and mutuals (mutual aid groups) have to be added.
In the second part, the article outlines some landmarks in the history of the French NPS. French NPOs were for many years objects of suspicion, arbitrariness and repression on the part of the public authorities and this persisted until the 1901 legislation on contracts of association was enacted. However, this hostile context did not prevent the sector from having a richer existence than is sometimes admitted. The 1901 Act marked a very significant moment in the history of the French NPS, since it finally enshrined freedom of association in French law. Although the history of the French NPS since this Act is yet to be written, our literature review highlights some aspects of its contemporary development and it addresses a topic that merits particular attention in France—namely the interpenetration between certain NPOs and the public authorities. Indeed, such an interpenetration may affect the autonomy of the former by rendering them instruments of the latter. The fear of an instrumentalization by government is a recurring problem among NPOs.
This literature review also focuses on empirical studies of the sector, placing a particular emphasis on the more recent ones. These French studies basically adopt two types of approach. The first is concerned essentially with the NPOs and focuses its attention on their economic importance, whether measured in terms of financial resources, employment, or, less frequently, added value. This is undoubtedly the dominant approach in the literature on the subject. In doing so, a great deal of emphasis is placed on large organizations. Voluntary associations managed solely by volunteers are treated as insignificant and the less formal part of the NPS is unaddressed. The second approach investigates the kinds of individual participation the sector engenders by examining the various forms it takes, such as membership of NPOs or voluntary work. In this respect, research shows a relative stability of association membership over the past three decades but volunteering is still only partially documented, as are cash donations.
This review ends with the analysis of the challenges that NPS faces in a context characterized by the increasing constraints on public funding, changes in the nature of such funding with a substitution of contracts for subsidies, an increased competition among NPOs as well as between NPOs and for-profit enterprises. Such a context has forced NPOs to increase their degree of organizational professionalization and certain NPOs increasingly use management instruments applied in for-profit enterprises. This raises questions about their specificities and their raison d'être, and these questions lead researchers to pay more attention to the governance systems of NPOs. The article concludes that, despite the advances in research on the French NPS, some aspects—like formal volunteering and the role of voluntary associations—are still understudied, while others—like informal groups and informal volunteering—are almost totally ignored.
