The present article has focused on the theoretical and practical aspects of the measurement of quality of life by the quality of life index (IQOL). A special focus of the present article is placed on complexity of quality of life measurement. In the article, an integrated Quality of Life Measurement Model and IQOL are formulated on the basis of theoretical assumptions and synthesis of factors of external and internal environments of quality of life and indicators reflecting them. The Quality of Life Measurement Model presented in the article has been empirically tested assessing quality of life in 20 purposefully selected developed and emerging economies of the European Union during the period from 2005 till 2013. The newly created IQOL is one of the ambitions to promote the methodological background for business and political actors and improvement of the quality of life in emerging economies.

Macroeconomic theory says that taxes play a repressing role in an economy. Introduction of new forms of taxation, the increase of tax rates and augmentation of tax income of the Government puts a downturn risk on consumption and therefore on economic growth. Knowing that, governments of different countries start to competing among themselves by lowering corporate tax rates and trying to boost economic growth by using foreign investments. On the other hand governments are pushed to lower personal tax rates in order to satisfy their electorate. It has been strongly believed that countries with lower tax rates have better prospects for the future growth. However, small tax income is limiting governmental spending and might cause serious imbalances in the economy. As the Irish example shows, smaller taxes cannot guarantee a sustainable growth of the economy. Thus, the relationship between taxation and economic development needs rethinking.This study aimed to test the efficiency of taxation in terms of sustainable economic development and to discuss the factors that are the most important here.A comparative analysis of EU countries was used in the research. The results suggest that the harmfully small tax rates could have violated the sustainability of some European economies.

The article is about NTB in EU, their classification. There is analysis of NTB which are important for Lithuania today: Public procurement, technical standards, rules of origin and other. The Lithuania business would know them because the consideration NTB has always been difficult. One reason is the creativity of their authors, out also, and more importantly. the lack of data.As tariffs are reduced and the product range of goods being imported evolves, the protection of the Union's economic interests is shifting more and more towards the use of other instruments. These 'non-tariff' measures arc varied and include actions against: unfair competition, restrictions un quantities of imports, counterfeit and pirated goods ; Pasaulyje nėra šalies, kurios vyriausybė nereguliuotų vežamų per jos sienas prekių ir paslaugų srauto. Paprastai nustatomi įvairūs importo, kartais – eksporto ribojimai. Jais vyriausybės siekia įvairių politinių, ekonominių ar socialinių tikslų. Todėl nenuostabu, kad visoks ketinimas keisti prekybos reguliavimą kelia nesutarimų tarp skirtingų interesų grupių, nes pokyčiai kiekvienam turi skirtingą įtaką.XX a. pabaigoje ypač paplito netarifiniai tarptautinės prekybos ribojimai (NTR, angliškai: Non-Tariff Barriers – NTB), kurių dabar yra daugybė. Dažnai jie laikomi papildomais muitiniais ribojimais ir turinčiais laikiną pobūdį. Tačiau stipraus ūkio sukrėtimo laikotarpiu netarifiniai ribojimai tampa pagrindine prekių apyvartos su užsieniu reguliavimo priemone. Nė viena šalis iki šiol jų neatsisakė, vienų ribojimų svarba sumažėdavo, kitų – padidėdavo. Todėl pagrindinis straipsnio tikslas – ištirti ne tarifinių ribojimų įvairovę, jų kaitą ir specifiką Lietuvai integruojantis į ES. Tyrimų objektas – ne tarifiniai ribojimai.

Funding of healthcare services has recently become a hot topic among economists, thus is attracting new econo­mists with various backgrounds and experiences. The aim of this article is to find exogenous variables which influence the demand for outpatient care services and provide a depoliticized and clear outpatient service fund­ing index model. This is done by analysing the findings of other authors and forming of a possible conceptual model. The goal is to refocus outpatient care payments from being a political decision to a decision based on the market demands, that is – exogenous factors and provide a transparent and more representative funding model. The application of the Index for the years 2010–2015, has showed that in order to maintain the same level of quality of outpatient care services as in the year 2010, additional 130.30 million Euros were needed. ; Sveikatos priežiūros paslaugų finansavimas pastaruoju metu tapo populiaria tema tarp ekonomistų, todėl pritraukia vis daugiau turinčių skirtingą patirtį ir šia tema galinčių suteikti skirtingų įžvalgų. Šio straipsnio tikslas – rasti išorinius kintamuosius, darančius įtaką ambulatorinės priežiūros paslaugų paklausai, ir pateik­ti depolitizuotą, objektyvų, lengvai pamatuojamą šių paslaugų finansavimo modelį. Tam analizuojami kitų autorių darbai ir formuojamas galimas koncepcinis ambulatorinių sveikatos priežiūros paslaugų finansavimo modelis. Pagrindinis šio straipsnio uždavinys – perorientuoti ambulatorinės sveikatos priežiūros išmokas nuo politinio sprendimo į pamatuojamą, rinkos dinamika grįstą rinkos modelį. 2010–2015 m. taikytas indekso modelis parodė, jog tokiam pat ambulatorinės priežiūros paslaugų lygiui ir kokybei išlaikyti kaip ir 2010 m. reikėjo papildomų 130,30 mln. eurų.

The "Belt and Road" initiative announced by Chinese President Xi Jinping in 2013 aims at reviving the ancient trade routes connecting China to Europe and Africa: the "21st Century Maritime Silk Road" and the inland "Silk Road Economic Belt". Both maritime and land routes of the New Silk Road meet Europe in the Baltics — a region accounting for some 150 million inhabitants representing 30% of the total EU population. The maritime route enters Europe through the Mediterranean Sea before reaching the largest European seaports of the North Sea and the Baltic Sea up to Saint Petersburg in Russia. The land route starting from West China crosses Central Asia, Russia and Belarus before reaching the shores of the Baltic Sea. This book focuses on the business and economic dimensions of China's initiative: Chinese government objective and policies, the strategies of Chinese and foreign firms along the Silk Road, trade and investment between China and Nordic-Baltic countries, the Eurasia Land Bridge corridors and logistics, the impact of the New Silk Road on the economies of Central Asia, new institutions financing the "Belt and Road", cross-cultural challenges and Sino-foreign joint ventures along the New Silk Road.
