Political uses of federalism: Managing diversities in the states of north-east India

One of the major benefits of federalism as a strategy of governance is its ability to facilitate a negotiated arrangement for two goods, "freedom and belonging", the maintenance of national cohesion, while allowing, at the same time, articulation, protection and promotion of many diverse interests. It can provide a "shield for minorities" and can be a viable mechanism for dealing with environmental, tribal and gender issues. This, however, does not mean the federalism possesses some inherent moral virtue. it is merely a political device. This article attempts to review the Indian project of federalism with reference to its north-eastern region in order to make sense of the political use of federalism in a highly complex and heterogenous society.
