In 2018, the Ghanaian government signed the Sinohydro deal, a resource-backed loan using bauxite as collateral, with Ghana's president highlighting the opportunity to develop an integrated bauxite-aluminium industry and boost industrialisation across the country. The deal has led to a number of protests against bauxite mining in Ghana, particularly at one potential site: The Atewa Forest Reserve. This paper analyses the politicisation of the Atewa Forest Reserve through the lens of political ecology. Political ecology recognises that forests are not neutral entities, but are shaped by political processes and dynamics. The Atewa Forest is seen as a political forest, as a particular constellation of power constituted by ideas, practices and institutions. The paper contends that the narrative constructed around the Sinohydro Deal strategically legitimizes mining in the Atewa Forest, positioning the project as a symbol of progress and national development. It also argues that the Sinohydro deal was designed to circumvent national environmental laws, leading to quick (political) success while being embedded in a powerful narrative. Therefore, the contestation over development is increasingly shaped by a discursive closure that limits dissent, influencing public opinion and decision-making. Despite presenting the developments as visions for the future, the narrative ultimately reinforces old development tropes of resource extraction, convincing even counter-movements to focus on the location rather than opposing bauxite mining as a whole. The findings are based on interviews conducted during fieldwork in 2018, 2019 and 2020, as well as analysis of secondary data such as political documents, press statements and speeches.

The economic/ecological double crisis has long since reached China. In order to stabilise the growing economy, access to new markets and resources is indispensable. At the same time, the associated environmental damage is steadily increasing, causing public pressure on the government in Beijing. This article argues that, in the sense of David Harvey (1982), crises are not solved, but rather spatially managed. Ghana as a market and the predominantly untapped bauxite reserves have aroused China's interest. In 2017, the two countries signed a Memorandum of Understanding concerning the development of an integrated bauxite-aluminium industry in Ghana. What may be interpreted as crisis management for China leads to an increased exploitation of natural resources in Ghana and to the problem of leaving this development path. Based on field research in March 2018 and intensive research on the literature, these dynamics and possible consequences are discussed here using the concept of the spatial fix and the economic/ecological double crisis.

Atewa Forest Reserve in the Eastern Region of Ghana represents one of only two reserves with upland evergreen forests in Ghana but is also a possible site for bauxite mining. The Government of Ghana deployed an infrastructure in anticipation for a refined bauxite agreement with China. Ghana's Government seeks to develop an integrated Bauxite-Aluminum Industry; however, several NGOs try to protect the Atewa Forest and propose that the area should be upgraded to a National Park. In this study, this conservation-exploitation conflict is analyzed from a political ecology perspective elaborating on who are the involved key actors, their relations and what strategies are used. Political ecology is about recognizing the power that actors have at the moment of deciding what, how, and where to conserve nature. Based on interviews done during fieldtrips in 2018, 2019 and 2020 complemented by an analysis of political documents, the identified strategies the NGOs are using in this conflict, can be described as demonstration and upscaling. The aim of this paper is to draw attention on the politicization of nature, in particular Atewa forest reserve and its bauxite resources.

Die ökonomisch-ökologische Doppelkrise hat China längst erreicht. Für die Stabilisierung der wachsenden Wirtschaft sind Zugänge zu neuen Absatzmärkten und Ressourcen unabdinglich. Gleichzeitig nehmen die damit einhergehenden Umweltschäden stetig zu und verursachen öffentlichen Druck auf die Regierung in Peking. Dieser Beitrag argumentiert, dass im Sinne von David Harvey (1982) Krisen nicht gelöst, sondern räumlich bearbeitet werden. Ghana als Absatzmarkt und die überwiegend unerschlossenen Bauxit-Reserven haben das Interesse Chinas geweckt. 2017 unterzeichneten die beiden Länder ein 'Memorandum of Understanding' zur Entwicklung einer integrierten Bauxit-Aluminium-Industrie in Ghana. Was für China als Krisenbearbeitung interpretiert werden kann, führt zu einer zunehmenden Inwertsetzung natürlicher Ressourcen in Ghana und dem Problem, diesen Entwicklungspfad zu verlassen. Angesichts zahlreicher negativer Auswirkungen des Globalen Wandels und der ökologischen Krise verliert das Versprechen des wirtschaftlichen Fortschritts an Glaubwürdigkeit. Doch noch immer werden größtenteils die durch Wachstum entstandenen problematischen gesellschaftlichen und ökologischen Folgen relativiert, für technisch lösbar erklärt oder mit notwendigen Handlungs- oder Entwicklungszwängen gerechtfertigt. Versehen mit neuen Adjektiven wie grün oder inklusiv bleibt wirtschaftliches Wachstum das Rezept, um Armut zu reduzieren, Ressourcenknappheit zu überwinden und sich an den Klimawandel anzupassen. Aus einer politisch-ökologischen Sicht gibt es begründete Zweifel an dem hegemonialen Narrativ, dass es eine Win-Win-Situation zwischen Wirtschaftswachstum und einer unbelasteten Umwelt geben könnte. Hinzu kommen verallgemeinernde und entpolitisierende Konzepte, etwa die Sustainable Development Goals oder das Anthropozän. Dabei erfordert die begründete Vermutung, dass die Menschheit zum geologischen Faktor wurde, dringend eine Diff erenzierung in Verursachung, Folgen und Prozesse, Dominanz und Marginalisierung. Denn nicht die Menschheit wird zum geologischen Faktor und muss sich deshalb bestimmten Zielen unterordnen, sondern viel eher müssen die ungleichen sozialen und ökologischen Kosten diff erenzierend betrachtet und damit zugleich die politische Dimension wieder stärker in den Fokus gerückt werden. Mit ihrer synthetischen Betrachtung von Akteuren und Interessen, Ressourcen und Macht erscheint die Politische Ökologie in Zeiten komplexer und beschleunigter Prozesse als Analyseansatz besonders gut geeignet.
