Attraverso la crisi del sistema politico comunitario post-2003 in Iraq, questo articolo mostra come le strategie degli attori iracheni si dispiegano prima di tutto in rapporto allo Stato e per la sua intermediazione, utilizzando largamente il suo apparato istituzionale e amministrativo per operare nel conflitto. Anche se la banalizzazione della violenza ridefinisce il rapporto allo Stato, quest'ultimo resta la principale posta in gioco del conflitto, il che finisce per smentire una analisi unicamente weberiana del funzionamento delle sue istituzioni. ; À travers la crise du système politique communautaire post-2003, cet article montre comment les stratégies des acteurs irakiens se déploient avant tout par rapport et au travers de l'État, utilisant largement son appareil institutionnel et administratif pour opérer dans le conflit. Bien que la banalisation de la violence redéfinisse le rapport à l'État, ce dernier reste le principal enjeu du conflit, battant en brèche une analyse uniquement wébérienne du fonctionnement de ses institutions.

En octobre 2019, le repli des Etats-Unis sur l'extrême Est de la Syrie et l'offensive turque ont incité les Forces démocratiques syriennes, le bras armé du mouvement ocalanien en Syrie, à appeler à un déploiement de l'armée syrienne et de la police militaire russe dans le nord-est syrien. Ceci a permis de limiter la confrontation armée entre la Turquie et les forces kurdes. Cette situation reste pourtant précaire, car aucun des acteurs étatiques (Ankara, Damas et Moscou) n'a atteint ses objectifs. Pour sa part, le mouvement kurde conserve ses forces militaires, ses structures de gouvernance et la mainmise sur les champs pétroliers. Il fait preuve à ce stade d'une forte résilience, interdisant tout retour du régime syrien. Néanmoins, l'absence de négociations politiques sur l'avenir du Nord-est ouvre le risque d'une reprise des hostilités.

In November 2019, Operation Peace Spring launched by Turkey in the north-east of Syria concluded with no clear winner or loser. In the short term, Turkey's military operation has resulted in a paradox in which the non-state actor targeted thought to be the weaker party – the leadership of the Autonomous Administration – has attained the greater gains, while the more powerful state actors (Ankara, Moscow and Damascus) are either embarrassed or stuck in a wait-and-see situation. Despite its loss of part of the territory it controlled, the Syrian Kurdish movement has retained its military capability and governance structures and its access to oil resources. The resilience of its governance model allows the Syrian Democratic Forces to avert the three main security threats that the Turkish offensive helped amplify: risks inherent in the deployment of the Syrian army; a resurgence of Islamic State; and the situation in camps and detention centres. However, the Kurdish movement will likely not be able to survive in the long term without a "political initiative," whether in the form of rapprochement with Damascus or de-escalation with Turkey. In the absence of such an alternative, a resumption of direct military hostilities or an increase in various security pressures risk putting the northeast political model under great strain.

Historiquement déterminé par des dynamiques régionales et structuré par des logiques étatiques, l'espace politique kurde est profondément affecté par les conflits que connaissent aujourd'hui la Syrie et l'Irak. Tandis que la guerre remet en cause la souveraineté des États, elle bénéficie largement à deux partis kurdes, le PDK et le PKK, qui tentent d'imposer leur propre modèle partisan. Cette contribution analyse deux stratégies partisanes d'intégration régionale, qui, appuyées sur des cultures institutionnelles et des pratiques politiques opposées, accroissent la polarisation au sein de l'espace politique kurde.

Les auteurs montrent – dans le contexte de la guerre civile syrienne – comment l'appartenance à des groupes de manifestants contre le régime constitue un capital social autonome à la fois du capital social antérieur et des autres formes de capital, notamment économique et culturel. Il montre ainsi comment un événement permet la formation de capital. Le capital social n'apparaît pas comme un simple démultiplicateur des capitaux économiques et culturels existants, mais possède sa propre logique de formation et d'accumulation. Dans une phase ultérieure, ce capital social se convertit en positions au sein des institutions révolutionnaires, qui apparaissent alors comme du capital social objectivé. Les dotations initiales en capitaux redeviennent alors déterminantes pour comprendre la probabilité d'accès à différentes positions.

Pour expliquer l'émergence de mobilisations pacifiques en Syrie à partir de mars 2011, les auteurs montrent dans un premier temps l'inadaptation des approches en termes de choix rationnel ou de théorie des mobilisations des ressources. Ils développent un modèle de mobilisations par délibération qui met au centre des mobilisations individuelles la participation à des groupes restreints dans lesquels se transforment leurs valeurs, leurs calculs et leur sociabilité. Par ailleurs, pour expliquer la résilience du régime et le passage à la guerre civile, les auteurs avancent le concept de crise polarisante, caractérisée par une faible autonomie des secteurs, un élargissement des activités tactiques des acteurs et une utilisation stratégique de la violence par l'État.

To account for the peaceful mobilizations, which started in Syria in March 2011, the authors show first the irrelevance of Rational Choice and Resource Mobilization Theories. They build a model of 'Deliberative Mobilization', which puts at the core participation in small groups, in which the individuals transform their values, their calculations and their sociability. Furthermore, to account for the resilience of the regime and the start of the civil war, the authors propose the concept of 'Polarizing Crisis', characterized by a limited autonomy of social fields, an enlargement of individual tactical activities and the strategic use of violence by the State. The solution to the Syrian crisis lies in building a state within rebel-held territory that can replace the regime in Damascus. But the effort to create institutions and integrate rebels is threatened by increasing political fragmentation and sectarian tensions.
