Abstract The article describes the reform path of the EU's Common Agricultural Policy (CAP) since 1992. The largest share of agricultural subsidies in Germany (€7.2 billion) is granted through the CAP with significant room for manoeuvre in terms of content. Between 1992-2013, the old, protectionist CAP was to a large extent successfully transformed into a liberalised CAP. Since 2014, the CAP reform debate has increasingly focussed on the provision of public goods. The CAP is currently characterised by the idea of simultaneously achieving income and environmental targets. In the CAP's current form, this is associated with considerable inconsistencies and weaknesses.
Die Gemeinsame Agrarpolitik (GAP) der Europäischen Union wird im Zeitraum 2023 bis 2027 durch nationale GAP-Strategiepläne umgesetzt. • Jeder GAP-Strategieplan ist einer Ex-ante-Bewertung zu unterziehen. • In diesem Projekt wurde die Ex-ante Bewertung für den GAP-Strategieplan Österreich durchgeführt und Empfehlungen zu seiner Verbesserung erarbeitet.
The Common Agricultural Policy (CAP) of the European Union will be implemented through national CAP strategic plans in the period 2023 to 2027. • Each CAP strategic plan is subjected to an ex-ante evaluation. • In this project, the ex-ante evaluation for the CAP strategic plan Austria was carried out. Recommendations for its improvement were elaborated.

For the evaluation of the ecological impacts of the proposed Eco-schemes, the Instituts für Ländliche Strukturforschung (IflS) lead consortium in charge of the ex-ante evaluation of the German CAP strategic plan was consulted. The ex-ante evaluation was understood as an accompanying and supporting process during the development of the national strategic plan. The subject of the evaluation is derived from the specific objectives set out in Art. 6 No. 1 (d), (e) and (f) of the CAP Strategic Plan Regulation. Furthermore, questions of effectiveness, efficiency and consistency are addressed in the context of the overall green architecture. In volume 4 of Thünen Working Papers 180 we analyse the effects of different options for the design and the premium levels of the planned eco-schemes on the expected uptake and the required budget. In particular, we consider scenarios with different premium levels for the eco-scheme "crop rotation with leguminous crops" in combination with alternative specifications regarding the eligibility of fallow land as a crop. In addition, we examine the influence of selected assumptions on the expected uptake of other eco-schemes, and discuss other important factors and uncertainties influencing the expected uptake of individual eco-schemes.

Furthermore, the EU wants to increase the flexibility of the agricultural policy and tailor it better to the needs of the different member states. For this purpose, the member states have to develop national CAP strategic plans and specify, among other, the Eco-schemes. The BMEL in consultation with the federal states and stakeholders has developed the national strategic plan including proposals for the design of the Eco-schemes. During the preparation of the draft for the German CAP strategic plan, the Thünen Institute was commissioned to assess the economic implications of the Eco-schemes. Beside the question of implementation costs on farm level, this includes especially the analyses of the potential uptake and budgetary implications of the different measures given varying payment levels. For the evaluation of the ecological impacts of the proposed Eco-schemes, the Instituts für Ländliche Strukturforschung (IflS) lead consortium in charge of the ex-ante evaluation of the German CAP strategic plan was consulted. The ex-ante evaluation was understood as an ac-companying and supporting process during the development of the national strategic plan. The subject of the evaluation is derived from the specific objectives set out in Art. 6 No. 1 (d), (e) and (f) of the CAP Strategic Plan Regulation. Furthermore, questions of effectiveness, effi-ciency and consistency are addressed in the context of the overall green architecture. In volume 4 of Thünen Working Papers 180 we analyse the effects of different options for the design and the premium levels of the planned eco-schemes on the expected uptake and the required budget. In particular, we consider scenarios with different premium levels for the eco-scheme 'crop rotation with leguminous crops' in combination with alternative specifications regarding the eligibility of fallow land as a crop. In addition, we examine the influence of selected assumptions on the expected uptake of other eco-schemes, and discuss other important factors and uncertainties influencing the expected uptake of individual eco-schemes. ; 2., überarbeitete Auflage

Through the implementation of certain environmental measures (e.g. flowering areas or the renunciation of chemical pesticides), the farm can generate payments per ha of farm area. Based on a preliminary set of measures, in autumn 2018 we conducted a structured survey with various agricultural administrations of the federal states in Germany. The central question was whether and with what effort the parameters can actually be depicted via the Integrated Administration and Control System (IACS), as this is a necessary condition for the applicability of the method. We found that IACS can primarily cover those parameters of the "Gemeinwohlprämie" which are already required for the application of 1st pillar payments. In order to be able to map the parame-ters of the "Gemeinwohlprämie", the administration has to overcome some challenges that are not specific to the "Gemeinwohlprämie". For example, according to the information provided by individual federal states, in some cases the specification of areas (agricultural land parcels) with special funding options (e.g. for organic soils) have not been adapted and transferred to the IACS system. Likewise, a uniform nationwide procedure for "border demarcation" of areas with homogeneous funding intensity and funding options will pose challenges for the administration. If one orients oneself, for example, on the unit of a municipality, this administrative concept is based on very different area sizes depending on the federal state. The "Gemeinwohlprämie" will lead to environmental added value in particular if the loss of effectiveness through the self-selection of the recipients of subsidies is as small as possible. Against this background, individual parameters of the "Gemeinwohlprämie" should be sharpened. Since the measures offered are voluntary, they are generally only implemented if the amount of funding at least compensates for the economic loss associated with implementing the measure. Against this background, only certain measures are suitable for implementation under voluntary instruments. This is especially true if the support measure can only be implemented with a high administrative effort. If this is not possible, major deadweight effects are to be expected, which burden the budget but do not contribute significantly to an improved environmental situation. Not every challenge that the "Gemeinwohlprämie" has to overcome in the administrative system is causally related to it. Often these challenges are already present in the existing system.

Growing evidence suggests that biodiversity in the agricultural landscape is declining sharply. Farmland birds are particularly affected, e.g. the lapwing (Vanellus vanellus) population has been decreasing strongly in Germany and Europe. Up to now the European Union has tried to tackle the problem of biodiversity loss mainly with voluntary (second pillar) agri-environmental schemes financed by the European Agricultural Fund for Rural Development (EAFRD). However, only a small fraction of the agricultural land is enrolled in such programs. We analyse different schemes promoting lapwings in order to identify drivers and inhibitors of acceptance. The analysis is based on a discrete choice experiment with 270 arable farmers in Germany. Results show that those scheme attributes associated with EAFRD compliance, the type of sanctioning and a minimum participation period of five years, markedly reduce the farmers' acceptance. The results have several policy implications. First, it shows clearly that the maximum support rates for agri-environmental and climate measures according to Art. 28 of EU 1305/2013 laid down in Annex 2 are set too low to achieve an effective implementation of the measure. Second, Eco-Schemes which are an element of the European Commission's legislative proposal for the Common Agricultural Policy (CAP) could be a valid option to address some of the identified caveats. Eco-Schemes that shall be part of the future direct payments will presumably produce higher participation rates since they offer greater flexibility due to the minimum period of only one year and the late timing of the farmers' decision until mid-May of the running year. In addition, they could provide additional basic income support and not just compensate for the income loss associated with the protection measure.

The analysis is based on a discrete choice experiment with 270 arable farmers in Germany. Results show that those scheme attributes associated with EAFRD compliance, the type of sanctioning and a minimum participation period of five years, particularly reduce the farmers' acceptance. Results for other attributes indicate that farmers' preferences and ecological requirements often contradict each other, so that they constitute an economic-ecological trade-off. Finally, the paper sketches how the identified weak spots of biodiversity protection schemes may be tackled under a different regime of Common Agricultural Policy (CAP). Here, we take up the current CAP reform proposals of the European Commission.
Der Schwerpunkt des Berichts liegt auf der Darstellung von Ausgestaltungsoptionen für die Gemein-same Agrarpolitik (GAP) zur Erbringung von Umweltleistungen durch die Landwirtschaft. Ausgehend von den Legislativvorschlägen der EU-Kommission, wird die begleitende politische Debatte kurz dargestellt und ausgewählte Reformvorschläge wissenschaftlicher Akteure und verschiedener Umwelt- und Naturschutzverbände werden analysiert. Auf Basis einer Literaturauswertung wurden fünf Vorschläge (Dierking und Neumann 2016; Feindt et al. 2017; Fresco und Poppe 2016; Matthews 2016; Oppermann et al. 2016) näher betrachtet. Für diese wurde untersucht, inwieweit deren Umsetzung im Rahmen der Legislativvorschläge – insbesondere im Kontext des neuen "Delivery-Modells" –, möglich wäre und welche Umwelteffekte zu erwarten wären. Entscheidend für eine Abschätzung der Umweltwirkungen der zukünftigen GAP, ist die Ausgestaltung des neuen "Delivery-Modells". Klar ist, dass die Mitgliedstaaten mehr Kompetenzen und damit mehr Gestaltungsspielraum für die Erreichung der Ziele der GAP bekommen sollen. Allerdings sind zum jetzigen Zeitpunkt noch viele Fragen offen: Wie werden die Mitgliedstaaten den zusätzlichen Spielraum nutzen? Welche inhaltlichen Mindestanforderungen wird die Europäische Kommission im Rahmen des Genehmigungsprozesses der Strategiepläne an die Mitgliedstaaten stellen? Wie wird die Europäische Kommission die Zielerreichung kontrollieren und ggf. Zielverfehlungen sanktionieren? Ob der einzelne Mitgliedstaat den Gestaltungsspielraum nutzen wird, die Umweltauswirkungen der Landwirtschaft deutlich zu verbessern, oder aber stärker andere agrarpolitische, zum Beispiel einkommenspolitische Ziele verfolgen wird, bleibt abzuwarten. ; This paper presents options for changes in the Common Agricultural Policy (CAP) to increase the provision of environmental services through agriculture. Based on the legislative proposals of the EU Commission, this report briefly presents the accompanying political debate and then analyses selected reform proposals by scientific actors and various environmental and nature conservation associations. Five proposals (Dierking und Neumann 2016; Feindt et al. 2017; Fresco und Poppe 2016; Matthews 2016; Oppermann et al. 2016) were examined in more detail on the basis of a literature evaluation. These proposals were examined to find the extent to which their implementation would be possible within the framework of the legislative proposals of the European Commission - particularly in the context of the new "delivery model" - and what environmental effects could be expected. Decisive for an assessment of the environmental impacts of the future CAP is the design of the new "delivery model". It is clear that the Member States should be given more power, and thus more scope for design, to achieve the objectives of the CAP. However, many questions remain open thus far: How will Member States make use of the additional scope? What minimum content requirements will the European Commission set for the Member States as part of the approval process for the strategic plans? How will the European Commission monitor the achievement of objectives and, if necessary, sanction missed targets? It remains to be seen whether the individual Member States will make use of the scope to significantly improve the environmental impact of agriculture, or whether they will pursue other agricultural policy objectives, such as income policy, to a greater extent. The implementation of all the proposals we have considered on the new organisation of the Common Agricultural Policy is still possible, at least in part, despite or because of the many open questions.
The first drafts of the CAP (Common Agricultural Policy) for the period 2014 to 2020 strived to give more emphasis and support to extensive in Europe. However, the final outcome is a highly complex mix of old and new rules containing many loopholes. In consequence, Memeber States (MS) can continue a more or less business as usual strategy, although the administrative bunden has risen. However MS intending to support farms according to their provision of environmental services are thwarted by the recent regulations. This is the case, in particular, for extensive grassland. The new "greening" measures imply only a small stimulus for high nature value farming in general. The particularly applies to species-rich grassland. Aspects such as the broader definition of the eligible area appered promising at first sight. Unfortunately, the way these definitions were refined in the implementing legisation sustantially limits potential positive impact. This paper discusses aspects about how the 1th pillar of the new CAP is affecting/influencing the use of extensive grassland and their inherent biodiversity throughout Europe.
