Many countries that face forced migrant inflows refuse to admit these uprooted people premised on negative externalities such as increased insecurity associated with refugee presence. Also, the academic literature on civil conflict identified refugee movements as a factor contributing to the regional clustering of war. Case-based evidence suggests that refugees can disturb the ethnic setup in the country of asylum and thereby trigger instability. To enhance the yet limited systematic understanding of the role of refugees in violent conflicts, this study examines the linkage between forced migrants, transnational connections, and ethnic civil conflict in the country of asylum with a large-N analysis, 1975–2013, arguing that ethnic power politics in the asylum state are determinant for intrastate conflict onset after a refugee influx. Statistical analysis finds that groups are particularly prone to conflict if they are excluded from governmental power and simultaneously host ethnic kin refugees, because a co-ethnic refugee influx enlarges the demographic and political leverage of the kin group, possibly resulting in clashes with other groups in the country. Hence, refugees alone do not consistently influence armed violence – only in combination with political tensions in the receiving country. Therefore, host governments should pursue inclusionary policies towards their population, to prevent dangerous instability, instead of closing borders or blaming refugees for domestic problems.

AbstractThe Covid‐19 pandemic severely threatens refugees: Most refugees live in developing countries with poor health care systems, the lockdowns left many refugees without income, border closures prevented forced migrants from their right to seek asylum and anti‐refugee sentiment as well as insecurity in refugee settlements increased. Building on past refugee research and reports on refugee‐related challenges during the Covid‐19 crisis, we explain how bad sanitation, inadequate accommodation, additional restrictions of movement and employment and language barriers increase grievances among refugees and tensions between refugees and host populations. Particularly in large and overcrowded settlements these issues can lead to violent conflict, as we demonstrate with a case study of the Moria refugee camp in Greece. Yet, the impact of Covid‐19 on refugees generally lacks politicization, and many governments are reluctant or unable to provide adequate housing and sanitation to refugees. We present policy recommendations for improving refugee protection amidst Covid‐19, including not only the prevention of further spread of the virus but also that of insecurity.

We argue that the asylum destination of refugees is not haphazard but determined by trans-border ethnic linkages. Building on migration theories, we elaborate a theoretical framework for the direction of refugee movements, which includes spatial, temporal and cultural pull factors. The statistical results suggest that refugees flee to nearby countries with ethnic kin populations and a history of accepting other co-ethnic refugees. Thus, sub-national refugee characteristics, such as ethnicity, are essential to understanding the flight direction of refugees.

AbstractAre past border changes responsible for today's civil wars? Departing from conventional, state‐centric research designs, this article examines this question by focusing on "aggregate" ethnic groups, which are defined independently of state borders. Introducing a new index of "territorial fractionalization" that measures how fragmented such groups are across states, we postulate that higher fragmentation is linked to a greater risk of civil conflict. Furthermore, we expect that groups that experienced increases in fragmentation are particularly violence prone, as illustrated by postimperial revisionism and other cases of irredentism and secession. To test our arguments, we combine geocoded data on ethnic settlement areas with our own newly collected data on international borders since 1886, complemented by mediation analysis based on ethnonationalist claims. Covering ethnic groups around the world since 1946 through 2017, our findings are robust to the inclusion of control variables, fixed effects, and the use of alternative historical ethnicity data sets.

This article introduces the new Family of Ethnic Power Relations (EPR) data sets, version 2014, which is the latest in a series of data sets on ethnicity that have stimulated civil war research in the past decade. The EPR Family provides data on ethnic groups' access to state power, their settlement patterns, links to rebel organizations, transborder ethnic kin relations, and intraethnic cleavages. The new 2014 version does not only extend the data set's temporal coverage from 2009 to 2013, but it also offers several new features, such as a new measure of regional autonomy that is independent of national-level executive power and a new data set component coding intraethnic identities and cleavages. Moreover, for the first time, detailed documentation of the EPR data is provided through the EPR Atlas. This article presents these novelties in detail and compares the EPR Family 2014 to the most relevant alternative data sets on ethnicity.

Our dataset builds on the previous CShapes dataset and improves it in two ways. First, it extends temporal coverage from 1946 back to the year 1886, which followed the Berlin Conference on the partition of Africa. Second, the new dataset is no longer limited to independent states, but also maps the borders of colonies and other dependencies, thereby providing near complete global coverage of political units throughout recent history.
